BF "Right to Protection" (hereinafter - the Foundation) is a charitable organization that focuses its activities on providing assistance to internally displaced persons (IDPs), victims of military operations, refugees and stateless persons. The Foundation is an executive partner of UNHCR and monitors the situation of protection of the rights of IDPs, providing legal assistance and strengthening the humanitarian response in 22 regions of Ukraine, and also promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.

Our goal is to strengthen the public environment at the level of communities and individuals through direct response to the needs of internally displaced persons and other affected population groups, as well as to develop the capacity of the state and civil society to identify and implement long-term solutions.

The protection cluster in Ukraine functions as a coordination platform within the framework of the cluster approach of the IAC (IASC), uniting more than 200 organizations implementing programs in the field of protection. At the national level, the Cluster is co-coordinated by the UNHCR and the Right to Protection Foundation.

In connection with the expansion of protection risk monitoring activities and the implementation of the Protection Risk Monitoring System (PRMS), the Fund announces a competition for the position of National Information Analyst in the protection sphere.

DUTIES AND RESPONSIBILITIES

Within delegated authority, the National Defense Information Analyst will be responsible for:

Information management and analytics

  • Consolidation and structuring of data sets from national and regional levels;" risks, trends and vulnerabilities of the population revealed during monitoring activities;
  • Preparation of analytical products (dashboards, analytical reports, presentations, periodic reports);
  • Identification of new or aggravated risks requiring prompt response or advocacy;
  • Coordinating monitoring results with the analytical framework of the Cluster, including HNRP/HRP processes.
  • Supporting implementation PRMS

    • Promoting the phased implementation of the Protection Risk Monitoring System (PRMS) at the regional level;
    • Providing technical support to partners regarding the use of harmonized monitoring tools and methodologies;
    • Supporting transition of partners from existing monitoring tools to systems aligned with PRMS;
    • Participation in data validation processes to ensure their quality and consistency;
    • Preparation of methodological materials, guidelines and standard operating procedures (SOP) in the field of risk monitoring;
    • Providing remote and face-to-face support to partners on PRMS implementation.

    Regional (field) support

    • Undertaking working trips to regions to support partners in data collection, reporting and analysis;
    • Providing technical assistance regarding the use of monitoring tools and reporting templates;
    • Improving information exchange between regional partners and the national level of the Cluster;
    • Identification of gaps and needs to increase the capacity of partners;
    • Promoting implementation of gender-sensitive, conflict-sensitive and protection-oriented approaches in monitoring.

    Coordination Support

    • Preparation of analytical materials for strategic documents and advocacy messages of the Cluster;
    • Participation in meetings of the Working Group on Protection Monitoring;
    • Interaction with the Cluster information management team to ensure interoperability of analytical products.

    Reporting and Accountability

    The National Defense Information Analyst reports to the Foundation's Program Director and Defense Cluster Co-Coordinator.

    • Preparation of quality volumesand timely reports in accordance with management and donor requirements;
    • Adherence to the Foundation's policies and procedures, including the Code of Conduct.

    PROFESSIONAL REQUIREMENTS

    • Higher education (preferably postgraduate) in the field of social sciences, international relations, statistics, information management or a related field;
    • From 2-4 years of work experience in the field of protection monitoring, information management or humanitarian data analysis;
    • Deep understanding of protection principles in a humanitarian context;
    • Excellent analytical and writing skills;
    • Experience working with mechanisms of cluster coordination will be an advantage;
    • Confident command of data analysis tools (Excel, Power BI, Kobo, ActivityInfo or similar platforms);
    • Fluency in Ukrainian and English (oral and in writing);
    • Ability to multitask and work under pressure.
