These attitudes and beliefs shall guide our actions and relationships.Role and responsibilitiesThis position supports NRC Ukraine Area West programming in developing, coordinating, quality control, andimplementing the Country Office and Area West MEL system in practicGeneric responsibilities (max 10) Adhere to NRC policies, tools, handbooks and guidelines Provide technical support on the implementation of MEL plans and guidelines at the Area of Officelevel Support MEL Coordinator on establishing and maintaining MEL systems, and standardising MELsystems across projects Prepare and develop status and project reports as required by management, donors, NRC CountryOffice, Regional Office and Head Office Ensure proper filing of documents Ensure efficient working relationships with a wide range of different interlocutors (program teams,MEL Unit, other NRC Ukraine departments, NGOs, civil and military representatives); Adhere to National legislation and NRC policies regarding the administration, protection of privateinformation, data protection, and data-sharing. Support the M&E Department in new initiatives, should these arise during the employment periodand share ideas for technical improvement Contribute to the identification of, and designing of protection response to identified risks andneeds in the context of the program implementation Contribute to learning from experience and evidence and support the program teams in improvingthe quality of NRC Ukraine workSpecific responsibilities Ensure that Programme MEL Work Plans, MEL Matrices, and Indicator Tracking Tables aredeveloped and up to date. Support and contribute to the development of a data management system for MEL activities andreporting. Support in developing data collection methodology and tools, and in actual data collection. Lead data collection, management, and analysis according to the CO MEL SOP and program needs. Ensure clear information flows between programs and the MEL Department. Contribute to budget planning for MEL activities and ensure its tracking, including updating andimplementation of spending plans. Ensure that monitoring data are reported promptly to the relevant reporting systems/tools such asGORS, ITT, etc. Deliver training sessions for program staff on MEL technical aspects and tools in line withresponsibilities, if needed. Support and facilitate sessions to review/interpret program MEL data with relevant NRC programstaff.Reply to general information requests with accurate and timely information. Maintain accuratedocumentation related to the MEL system (e.g. monitoring reports, data collectiontools/methodologies, indicator profiles, MEL Matrices/Work Plans, documented calculations ofindicators) and ensure its proper filing.Support in implementing other MEL activities, as needed.Perform any other tasks as requested by the MEL Coordinator. Competencies Competencies are important for the employee and the organization to deliver desired results. Generic professional competencies: Minimum of 1-3 years of experience working in a similar role, preferably in a humanitarian/recovery context in a related field (MEL, data collection, data analysis)Documented results related to the position’s responsibilitiesStrong knowledge of the software programs (MS Word, Excel, PowerPoint, Office 365)Experience with Power BI, GIZ, and Agresso is an assetFluency in Ukrainian, Intermediate English, both written and verbalPrevious experience from working in complex and volatile contexts is desirable Context/ Specific skills, knowledge and experience: Bachelor’s degree in statistics, economics, sociology, finance, or another similar field with a quantitative focusPost-graduate certificate(s) in MEL-related fields such as data collection methodologies, sampling, and data analysis are desirableFamiliarity with qualitative and quantitative methods and analysis.Knowledge of, and experience of using mobile data collection tools, including KoBoToolbox.Experience in managing analysis, synthesis, documentation and dissemination of lessons learned for a range of stakeholdersCapacity to evaluate progress and recommend necessary actions to support program progress and improving quality and impact.Strong analytical, problem-solving and communication skillsAbility to work under pressure, independently and with limited supervision Behavioral competencies These are personal qualities that influence how successful people are in their jobs.
