Brief Job Description

The role of the Monitoring and Evaluation (M&E) Specialist is to execute the monitoring and evaluation work plan and contribute to the achievement and improvement of program/project quality. The Monitoring and Evaluation Specialist will provide support through the collection and management of program/project input and output data. The monitoring and evaluation specialist also plays a key role in data analysis and implementation of monitoring and evaluation activities at the program/project sites. The Monitoring and Evaluation Specialist will support the monitoring and evaluation function of the program in the field, working closely with field staff to ensure the quality of program/project implementation. He will also provide support to the Accountability and Inclusion Program (AIP) team in ensuring the functioning of Community-Based Feedback and Response Mechanisms (CBRFMs). function with or without appropriate conditions.

Main tasks and responsibilities

  • Actively promote prevention standards sexual exploitation and abuse (PSEA) in the International Medical Corps and among the beneficiaries of the organization.
  • Contribute to the creation of a positive image and general trust in the organization, in particular through the application of the Code of Conduct, Ethics, Values ​​and Principles in relation to internal and external participants.
  • Apply the basic concepts of monitoring and evaluation, fulfill their main purpose, paying particular attention to inclusiveness, impartiality and neutrality, as well as accountability to the affected population (AAP).
  • Support the implementation of policies and in-country monitoring, evaluation and reporting procedures, especially regarding obligations to affected populations and basic humanitarian standards.

 Project design and planning

  • Participate in needs assessment by providing training for enumerators on assessment methodology and tools, selecting respondents, and overseeing the field team to ensure the integrity of data collected in the field.
  • Ensure , so that monitoring measuresand evaluations were participatory, transparent, and contributed to the reliable and effective functioning of monitoring and evaluation systems.
    • Provide support in the development of a results framework and logic matrix, including indicators, for simple projects. 

Monitoring and evaluation system

  • Ensure the functioning and relevance of various components of the monitoring and evaluation system (M&E) and maintain the Indicator Tracking Table (IPTT) for monitoring output, outcome and impact indicators and their measurement in various relevant sectors.
  • Support the Monitoring and Evaluation department in the development of databases for all programs using available technologies.
  • Organize and lead data collection activities according to the data collection and reporting procedures established for the project.
  • Use tools to track progress and identify project issues and develop simple collection tools data based on monitoring indicators.
  • Maintain an effective system (ensure the transfer of collected data to the Indicator Tracking Table (IPTT)).
  • Conduct regular visits to project/program implementation sites.
  • Conduct periodic analysis and triangulation of data obtained during other monitoring and evaluation activities.

Data quality management

    < li>Conduct periodic data quality audits to assess the quality of data collected for indicators.
  • Identify and resolve data deficiencies and problems, and ensure implementation of strategies to ensure data quality.
  • Report on data quality issues to the Senior Monitoring and Evaluation Specialist / Manager.
  • Adhere to the fundamental principles of data quality assurance.
  • Conduct regular on-site data quality audits in the community.
  • Assess the quality of data collected for indicators.
  • Perform supporting data quality oversight at the facility and community level. 
    Sampling
    • Apply probability and non-probability sampling techniques when appropriate and in consultation with manager.
    • Develop a sampling design and select according to instructions (manager, recommendations). 

Qualitative and quantitative methods

  • Use different qualitative and quantitative data collection methods, in particular structured and semi-structured interviews, key witness interviews, in-depth interviews, group discussions, focus group discussions and direct observation as tools. 
  • Conduct training on qualitative data collection methods for Monitoring and Evaluation staff, program staff and interviewers.
  • Develop and use key qualitative tools (observation checklists, group discussion guides and interviews) for monitoring purposes.
  • Use different interview methods (structured/semi-structured) and use appropriate questionnaires for monitoring purposes when appropriate.
  • Interact with communities on accountability, conduct consultations taking into account social dynamics and zabecompile representative population data collection.
    • Perform site visits regularly/as needed to monitor data collection process to ensure data quality. 

Mobile data collection and manual data collection

  • Identify the appropriate data collection tool, based on the purpose, advantages and disadvantages of mobile data collection methods.
  • Install and configure mobile data collection tools (OKD collect, Kobo collect, ONA collect, etc.) on smartphones or tablets.
  • Develop a simple questionnaire using an XLS form and set up mobile phones and tablets for mobile data collection.
  • Use smartphones/tablets for data collection.
  • Provide training for Monitoring and Evaluation staff and registrars on mechanisms and software for mobile data collection, as well as provide technical support and troubleshooting at all stages of mobile data collection, ensure data transfer from mobile devices and their safe storage (entry/exit system for loggers), as well as device charging.
  • Analyze data using statistical software.
  • Regularly clean data and ensure data integrity prior to analysis.
  • Organize and supervise data entry and consolidation.

  • Perform descriptive one-dimensional and two-dimensional data analysis using Excel pivot tables or statistical software.
  • Interpret frequency tables, two-dimensional cross-tabulations, arithmetic mean, and median.

Evaluation Development

  • Contribute to the preparation of the project evaluation and organization of field work.
  • Use and monitor the use of quantitative, qualitative and mixed methods data collection during evaluation.

Techniques of presentation and presentation of information:

  • Clearly report the results of monitoring activities and reviews, comparing them with the goals set by the project.
  • Collect data and indicators for project reporting in a clear and concise form, providing all necessary information.
  • Create informative materials to present the results of data analysis and monitoring .
  • Compile reports based on the results of assessments and surveys. 

Knowledge management and training

  • Organize documentation of project monitoring and evaluation activities, results and processes.
  • < li>Form secondary data (from internal and external sources).

Community-level feedback and response mechanism

  • Provide support to the Accountability Specialist and/or Monitoring and Evaluation Manager/Coordinator in strengthening and monitoring the feedback and response mechanism, accountability initiatives and practices within the Mission.
  • Support the implementation of methodologies for consultations with communities regarding their preferences, taking into account the local context.

Cross-cutting themes:

  • Monitor the general context through regular visits per monththis is program/project implementation and reporting on issues affecting beneficiaries and relationships within the community.
  • Consult with and interact with communities to ensure accountability using various interview methods (structured/semi-structured).
  • Ensure the representativeness of the collected data in relation to the population and demonstrate an understanding of social dynamics.
  • Contribute to the consideration of the different needs of vulnerable population groups, including people of different genders, ages and disability status, in all systems and measures with monitoring and evaluation. 
  • Support or lead the implementation of gender analysis and assessments, as appropriate, including staff training on tools and protocols, data collection, data analysis and report writing.  
  • Ensure the availability of tools and systems to study and make decisions about the needs of vulnerable populations, including disaggregation of all data, development of integrated and specific indicators, specific research questions and targeted recommendations in reports.  

 Other

  •  Any other tasks at the request of the immediate supervisor or an authorized person. 
  • Additional duties include temporary expansion of territorial responsibility, filling vacant positions for a certain period, filling in for colleagues who are on sick/annual leave/business trip, internal duplication of positions, as well as any specific tasks, related to the needs of the organization.

Minimum Requirements

  • Bachelor's degree in social sciences, public health, statistics or international development with experience in monitoring and evaluation. An appropriate combination of education and experience may be substituted for equivalent ones.
  • More than 2 years of relevant work experience in a humanitarian organization, in particular in the implementation and management of monitoring and evaluation systems.
  • Knowledge of common mistakes, problems and strategies for assessing the quality of collected data.
  • Knowledge of commonly used methods of probability and purposive sampling, as well as various methods of collecting and analyzing qualitative and quantitative data.
  • Knowledge of descriptive one-dimensional and two-dimensional data analysis using summary Excel spreadsheets or other modern software for analysis.
  • Knowledge of indicators and methods of their measurement in various relevant sectors. 
  • Understanding of the concept of participatory monitoring, evaluation, accountability, training and needs assessment.
  • Excellent command of Microsoft Office programs including Word, Excel, Outlook and PowerPoint.
  • Excellent teaching facilitation and presentation skills.
  • Excellent communication and interpersonal skills. 
  • Have analytical, conceptual and strategic thinking skills.
  • Effectively manage performance by setting clear goals.
  • High level of English language skills (oral, readinglanguage, writing)
  • High level of command of the LANGUAGE OF THE MISSION (oral language, reading, writing).
