Introduction:

Daily shelling of Kharkiv Oblast, Sumy Oblast, and Donetsk Oblast has led to significant internal migration, and more than 15,000 civilians in Pokrovsk are under immediate threat. According to the UN, more than 300,000 people in these regions need support, but financial resources for evacuation are limited.

The project "Emergency assistance and evacuation support" from Team4UA offers a comprehensive solution that provides safe transportation and temporary housing for civilians from risk zones. The TERA Consortium, created by Team4UA together with Ukrainian NGOs, includes East SOS as a leading associate partner, as well as the Charitable Organization Aid Coordination Center and Angels of Salvation as members of the Consortium, coordinating evacuation efforts with a focus on vulnerable population groups.

Team4UA Description:

Ukrainian a charity established in March 2022 with experience in emergency relief, recovery and innovative reconstruction projects. We cooperate with UN agencies (WFP, UNICEF) and international organizations and foundations (Mercy Corps, TED). Since its founding, Team4UA has provided humanitarian assistance to 2.3 million people, including implementing projects such as the construction of a school in Lviv using 3D concrete printing technology.

Team4UA was created by a team of former technology entrepreneurs who combined their skills and experience to address Ukraine's most important long-term needs. The organization has extensive experience working in frontline regions and areas most affected by hostilities, in particular near the border with Russia. Since the beginning of the full-scale invasion, our activities have covered the most difficult-to-reach regions, as well as those with the highest concentrations of internally displaced persons or people returning home.

Team4UA teams are based in Lviv, where they provide administrative and financial support, in Kyiv, where our headquarters is located, and in Dnipro, where operational activities, monitoring and evaluation of projects are carried out.

General description of the position:

Monitoring and evaluation manager is important a position in the Team4UA program department, responsible for providing oversight of monitoring and evaluation (M&E) staff at the country level, ensuring the quality of M&E and timely reporting to donors, as well as internal information managementthereby improving policies, SOPs, M&O and other systems that the M&E manager may develop and implement. The Monitoring and Evaluation Manager will provide overall oversight of the Emergency Assistance and Evacuation Support (EASE) project from a regional perspective, leading the Monitoring and Evaluation team. Under the supervision of the Program Manager, the Monitoring and Evaluation Manager will be responsible for ensuring a robust monitoring and evaluation system that will provide the evidence needed for learning and adaptation throughout the project's life cycle, right through to a final impact study at the end of monitoring.

Tasks and responsibilities:

System tuning: Quality assurance of M&E implementation, continuous review and adaptation of policies M&E, SOPs of systems and tools to the relevant needs with safe storage and protection of personal data.

Collection data: Ensuring the implementation and maintenance of gender and age disaggregated data collection processes so that the project team can develop gender -sensitive and socially inclusive activities.

Project monitoring and evaluation: Overseeing the work of a monitoring and evaluation expert during the collection, analysis, management, visualization, mapping and reporting of quantitative and qualitative indicators related to the overall operational context of the project and its performance.< /p>

Internal monitoring and evaluation: Ensuring timely implementation of direct monitoring and evaluation activities carried out by Team4UA staff and CSOs/NNGOs selected as local partners, in accordance with Team4UA's internal policies, project goals and planning, humanitarian principles and standards.

Consortium verification: Responsible for monitoring and evaluating EASE project activities carried out by Consortium members in accordance with donor rules and requirements, as well as project indicators and goals.

Data processing: Development of data visualization and reporting templates that facilitate the collection and sharing of information and expertise within the Department of Programsframeworks and operations, as well as with partners, Consortium members, OCHA clusters, donors.

Information management: Ensuring the functioning of the data management system (collection, cleaning, analysis, storage, reporting and visualization ) in at all locations of the project implementation to provide quality data within the established deadlines to the program manager, senior and top management.

Timely reporting: Responsible for providing weekly short reports to the program manager and performance evaluations with analytics and achieved indicators, monthly consolidated reports and impact studies during the last month of the project for an overall assessment of the achieved performance results.

Adherence to donor requirements: Ensuring activity tracking in accordance with donor regulations and requirements, while facilitating reporting to donors together with the Reporting Economist to partners.

Program improvements: Collaboration with the program manager and department heads to ensure effective and adaptive management of the implementation of activities within and outside the framework of EASE.

Team management: Creating and maintaining mutual respect in a work environment where team members strive for excellence while promoting staff accountability, awareness of internal policies, team communication. Providing constructive feedback informally and formally through regular individual meetings.

Requirements:

  • Minimum 4 years of relevant monitoring and evaluation experience.

  • Higher education in research methods, statistics, economics, monitoring and evaluation or other relevant field preferred.

  • Experience in managing monitoring and evaluation and activities funded by institutional donors (USAID, FCDO, SIDA, etc.) and/or UN agencies in NGOs is preferred.

  • Proven experience in developing, implementing and overseeing program monitoring and evaluation systems from launch to closure.

  • Knowledge of MS Office software (Word, Excel and PowerPoint) is a must.

  • Ability to use visualization software data (for example, PowerBI).

  • Proven ability to create documents (eg curriculum and monitoring and evaluation plan) for donors.

  • Research skills, including participatory qualitative and quantitative methodologies and techniques, planning and managing surveys, and developing and improving data collection tools.

  • Ability to analyze data and use lessons learned to continuously improve program implementation and foster a learning culture.

  • Strong interpersonal and communication skills, as well as a proven ability to establish and maintain effective working relationships with various entities.

  • Experience and understanding of major defense and emergency programs, as well as how to monitor and evaluate them.

  • Ability to work autonomously and remotely with regular field trips. 

  • Previous work experience in the front-line areas of Ukraine or in places of reception of IDPs is important.

  • Fluent command of the English language (especially written) and excellent command of the Ukrainian language (both written and spoken).
