The goal of the USAID Health Care Reform Support Project (the Project) is to support a transparent, accountable and effective health care system capable of satisfying needs of the population of Ukraine. Promoting health sector reform, increasing transparency, and fighting corruption will reduce citizens' out-of-pocket health care costs and improve Ukrainians' access to high-quality, evidence-based medical services. Eliminating corruption is a component of each component that must be implemented within the framework of the Project, namely:
- Improving governance in the health sector i.
- Promoting the transformation of the health care financing model.
- Strengthening the personnel potential of the health care sector.
- Increasing the transparency and accountability of the health care system and its sensitivity to changes.
- Improving the service delivery system at all levels.
General information
Deputy head of the monitoring and evaluation (M&E) team in close in cooperation with the Head of the M&E team ensures the development and management of the M&E system of the Project for effective and timely documentation and reporting on all the results of the Project's work. He/she participates in the collection and analysis of Project data, as well as reporting on the work performed in comparison with the indicators of the work plan. The Deputy Head of the M&E Team works directly with each component of the Project to ensure a comprehensive assessment of the Project's activities and to inform USAID of the results of such work.
Deputy Head of the M&E Team reports to the Head of the M&E team and coordinates its activities with all components of the Project and with the company's head office.
Responsibilities
- Together with the Head of the M&E team, ensure the overall management of the M&E processes in the Project, in including communicating with technical team leaders on the topic of data collection and providing advice on data collection.
- Coordinate elements of monitoring, evaluation and training in all activities of the Project, including work planning, development of performance indicators and context, selection of methods of data collection and analysis, development and monitoring of the implementation of the MiON plan, training, reports and other results.
< li>With the support of the M&E Team Leader, coordinate the planning and implementation of program evaluation activities and data collection to illustrate the progress and impact of Project activities.- Participate in overseeing the conduct of various types of research to ensure adherence to best practices and high quality standards, including ethical principles.
- Help develop, update and monitor the implementation of the M&E plan.
- Help develop, update and monitor the implementation of the M&E plan.
- Facilitate targeted data collection and analyze efforts to evaluate the effectiveness of the Project's programs.
- With the support of the M&E Team Leader, manage M&E training and provide technical assistance to Project partners, particularly grantees, to ensure the quality of their reporting.< /li>
- Plan and implement measures to ensure data quality.
- With the support of the M&E team leader, coordinate the work on the assessment of Project results and final reporting with the head office staff.
- Execute other tasks according to the instructions of the Head of the M&E team and the Project management as a whole.
Eligibility Requirements
- Bachelor's degree required; Master's degree in relevant discipline or in statistics would be a strong advantage.
- At least five years of experience monitoring and evaluating USAID or other projects donor projects; additional experience in related fields such as research, health care, civil society, humanitarian aid, economic development, strategic communications will be a strong advantage.
- Proven ability to conduct statistical analysis is highly desirable.
- Prior experience managing M&E in USAID-funded projects.
- Practical skills in reporting on key indicators to measure project effectiveness and program impact.
- Proven process management experience M&E and knowledge, including data collection and quality assurance.
- Strong interpersonal and team communication skills, ability to work with people of different backgrounds and cultures.
- Fluency in Ukrainian and professional English language.
- Strong reporting preparation skills.
- Initiative in communication with the Project technical team and strict adherence to deadlines.
- Ability to work effectively with a team of highly qualified specialists and experts and perform assigned tasks.
- Flexibility, adaptability, ability to work in different time zones.
- Mandatory mastery of the Microsoft technology package (Microsoft Office). It is desirable to be able to use MS Teams, Project, MS Share Point and Power BI.

Project Description
The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include: /p>
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve the service delivery system at all levels.
Position Summary
The Monitoring and Evaluation (M&E) Deputy Lead will collaborate closely with the M&E Lead to develop and manage the project's M&E system, ensuring effective capture and timely reporting of all project deliverables. This role involves supporting data collection, analysis, and reporting on progress against performance management plan indicators. The M&E Deputy Lead will work directly with each component lead to ensure a comprehensive evaluation of project progress and effective communication of findings to USAID.
The M&E Deputy Lead will report to the M&E Lead and will be expected to coordinate with all project components and the home office.
Tasks and Responsibilities:
Duties and responsibilities will include, but will not be limited to:
- Support the M&E Lead with the overall management of M&E processes across the team, including liaising with technical leads to capture data and advise on data collection efforts.
- Coordinate the monitoring, evaluation, and learning components of all project activities, including project work planning, performance and context indicator development, outline data collection and analysis methods, MEL plan development and tracking, learning, reports, and other deliverables.
- Coordinate planning and implementation of program evaluation activities and data collection, illustrating project activities progress and impact with support from M&E Lead.
- Support with the supervision or research, evaluation, and assessment activities to ensure adherence to best practices and high-quality standards, including compliance with ethical guidelines.
- Provide assistance with the development, updating, and monitoring of the MEL plan.
- Provide assistance with the development, updating, and monitoring of the Monitoring Plan.
- Support with targeted data collection and analysis efforts to assess the effectiveness of project programs.
- Lead delivery of M&E training and technical assistance to project counterparts, such as grantees to ensure the quality of their reporting with support from M&E Lead.
- Plan and perform data quality assurance activities.
- Coordinate the project outcome assessment activity and final reporting in collaboration with the Home office staff with support from the M&E Lead.
- Perform other functions as directed by the M&E Lead, and ultimately the project’s Leadership team.
Qualifications/Requirements
- Bachelor’s degree required, and Master’s degree in a relevant discipline, statistics background highly valued.
- Minimum of five years demonstrated experience working on M&E for USAID or other donor projects with additional years of experience in related fields such as research, healthcare, civil society, humanitarian assistance, economic development, and strategic communications highly valued.
- Demonstrated ability to carry out statistical analysis is highly preferred.
- Possess prior experience in leading MEL in USAID-funded projects.
- Working knowledge of tracking and reporting on key indicators for measuring project effectiveness and impact for programs.
- Demonstrated experience in M&E and knowledge management processes, including data collection with attention to data quality assurance.
- Strong interpersonal and team skills, with the ability to work with individuals from diverse backgrounds and cultures.
- Fluency in Ukrainian and working proficiency in English required.
