Medicos del Mundo
Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right. Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine. MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases. One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.
MdM has been implementing programs in conflict affected regions of Ukraine since September 2015. MdM intervenes to improve access and quality of health care services for vulnerable conflict affected populations in Luhansk and Donetsk Oblasts, namely internally displaced persons (IDPs) and host communities in government-controlled areas (GCA) and civilians remaining resident in non-government-controlled areas (NGCA).

Main objectives of the position
The growing complexity of the MdM operations in Ukraine makes the cross-functional program monitoring and evaluation, as well as accountability and learning management tasks increasingly important to be able to ensure the quality of MdM’s programming, pull together comprehensive information and analysis to support program design, and develop comprehensive and/or enhance existing MEAL system to support operational and strategic decision making.
The overall objective of the MEAL Officer will be to manage the Monitoring, Evaluation, Accountability and Learning functions on the base level in order to support quality programming and accountability towards beneficiaries, donors and other stakeholders.
Under the direct supervision of the Field Coordinator and technical support from MEAL Manager and relevant technical Coordinators, the MEAL Officer will be in charge of developing and implementing the MEAL system and contribute to the coordination between MEAL and Programme teams.
The holder of this position is expected to have strong coordination, organization and analytical skills, to ensure that all deliverables are produced in a quality and timely manner. The MEAL Officer will maintain regular contact with all staff involved in the monitoring and evaluation of projects and will assist the base with all the tasks related to assessments, researching, gathering and analyzing complex data to identify trends, provide evidence for advocacy and develop reports with the recommendations for improvement.
