ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased its humanitarian operations to respond to the multiple needs of the war-affected population of Ukraine. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.
ASB in Ukraine is currently seeking applications from qualified and dedicated professionals for the position of MEAL Manager.

Purpose of the Role
The MEAL Manager ensures the quality, accountability, and learning of ASB’s programmes by leading the development, implementation, and oversight of robust Monitoring, Evaluation, Accountability and Learning (MEAL) systems across the country. The role provides technical and strategic guidance to programme teams, oversees data quality and evidence-based decision-making, manages MEAL personnel, and ensures that MEAL processes comply with organizational standards and donor requirements. The position strengthens internal learning, supports effective reporting, and contributes to high-quality programming that is responsive to community needs.
Key Responsibilities:
Lead the monitoring and evaluation; assist in accountability and learning processes at the ountry Office:
- Lead implementation of the ethical principles in all MEAL processes at the Country Office.
- Draft and regularly update MEAL Workplans and Data Collection Plans of the Country Office.
- Support Country Director, Head of Project and MEAL team in developing accountability mechanisms, including the complaints and feedback handling process and assist in analysis.
- Facilitate project team in developing quality standards for all key program
- Promote and strengthen the understanding of the importance of MEAL within the organization.
Ensure technical, programmatic and strategic support in MEAL to the Programme Personnel at the Country Office:
- Provide input to project proposals, reviewand development of the logframes and the logic of intervention.
- Set up an adequate monitoring and evaluation system applicable for the whole programme (s) and draft monitoring and evaluation plans.
- Cooperate with programme team in needs assessments; assist in designing the tools for Needs Assessment and carry out quality control of needs assessment process and its deliverables.
- Support in beneficiary selection and verification and assist in preparing tools for data collection; when relevant collect data and process it.
- Help design and review data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency throughout project implementation.
Ensure implementation of high-quality MEAL process and delivery of adequate MEAL products at the Country Office:
- Plan, prepare, organize and conduct monitoring and evaluation activities for all projects (including baseline and end-line surveys, Post Distribution Monitoring, mid-term and post-project evaluation etc.) and provide support to external evaluators as required.
- Analyze existing monitoring and evaluation tools and generate new ones if need arises.
- Implement electronic mobile data collection systems in the MEAL processes.
- Manage and supervise MEAL team of the Country Office ensuring delivery on all internal and external MEAL requirements in a timely manner and provision of high-quality information.
- Design the complaints and response mechanism (CRM) as well as analyze collected data and share findings with Country Director and Programme Team.
- Fully implement the ASB monitoring and evaluation system as well as accountability and quality improvement measures of the Country Office.
- Lead strategic planning ofwork of MEAL department for ongoing and for potentially new projects, including planning of multisectoral or narrow sectoral assessments of needs, forecasting of potential indicators and activities according to existing needs and context.
Support internal learning, capacity building and facilitate quality improvement in relation to MEAL data:
- Carry out or assist in trainings, learning events and contribute to MEAL team members' capacity development, including trainings for enumerators and MEAL staff.
- Share knowledge and experience in MEAL and program-related knowledge based on MEAL activity.
- Facilitate project team in developing quality standards for all key program interventions to strengthen the compliance and quality aspects.
- Contribute to the project’s learning activities by generating learning papers and beneficiary profiles to document and share key insights and lessons learned.
Lead the personnel and teams responsible for MEAL processes; manage personnel in tasks related to MEAL processes:
- Review existing structure of MEAL team. Assess the workload as well as the number and performance of the MEAL employees.
- Recruit or participate in recruitment of personnel involved in MEAL processes.
- Set objectives for the employees who are directly supervised by MEAL Coordinator.
- Carry out regular employee evaluation.
- In cooperation with Country Director and Area Coordinator/Head of Program update Terms of Reference and ensure division of roles between MEAL personnel and other employees.
- Contribute to proposal writing to ensure resources for MEAL tasks/processes.
- Represent ASB in M&E working groups, workshops and other initiatives at the national or Cluster level.
- Fulfil any other task assigned by line manager.
Evaluation and Reporting:
- Facilitate mid-term, final, and other ad hoc evaluations in coordination with the program.
- Contribute to and lead on projects' narrative reporting requirements, ensuring quality, data accuracy, and analysis.
- Review and finalize MEAL reports (e.g., semiannual, endline) and provide feedback on project strategies to enhance performance and sustainability.
Requirements:
Professional Skills and Knowledge
- Bachelor’s or Master’s degree in economics, statistics, analytical, social sciences, International development or other related disciplines, or equivalent professional experience in a similar role, preferably within the humanitarian or NGO sector.
- At least 3 years of experience in Monitoring, Evaluation, Accountability, and Learning in humanitarian or development sectors.
- At least from 1 to 2 years in a managerial or leadership position.
- Proven experience designing and managing M&E systems, frameworks, logframes, and indicators.
- Solid background in data collection methodologies, qualitative and quantitative analysis, and evaluation techniques.
- Experience with accountability systems, including complaints and feedback mechanisms.
- Familiarity with donor reporting requirements, especially GFFO, BMZ, ADH, UN agencies, etc.
- Proficiency in data analysis tools.
- Familiarity with digital data collection platforms KoboToolbox, ODK, CommCare, etc.
- Understanding of project cycle management (PCM) and logical frameworks (logframes).
- Knowledge of MEAL standards and principles (particularly, Sphere, etc.).
- Fluency in Ukrainian (spoken and written) is essential.
- Fluency in English (spoken and written) is essential.
- Strong analytical and problem-solving skills.
- Excellent communication and report-writing skills.
- Ability to train and build the capacity of staff on MEAL tools and approaches.
- Strong organizational and time management skills.
- Culturally sensitive with experience in diverse teams.
