GENERAL MISSION
Reporting to the Country MEAL manager, the Area MEAL Manager is responsible for ensuring the proper implementation of monitoring evaluation, accountability learning and information management systems of the projects in the geographical area(s) to which he or she is assigned.
MISSIONS / RESPONSIBILITIES
Mission 1. Management
Responsibility 1 : Staff Management, Mentorship, and Development
Lead the MEAL team in the East Hub programme, forming a solid team identity within the organization and creating cohesion between team members working in different geographic areas.
Oversee the recruitment of appropriate MEAL staffing in East Hub.
Manage the MEAL team to ensure that the MEAL system operates effectively with the support and resources required and that there are clear links and reporting lines between field and country office level and between MEAL and other East Hub departments.
Support the MEAL team progress on specific projects, providing management oversight on progress and problem-solving in case of challenges.
Define expectations, provide leadership and technical support as needed so that MEAL staff are able to perform their roles as required
Manage the performance of direct reports in the MEAL unit through performance management, coaching, mentoring, training and development.
At the organizational level, devise and manage a MEAL training programme with the goal of increasing capacity and awareness of MEAL for all staff. Assess training needs and engage MEAL team staff to roll-out the training programme.
Responsibility 2 : System Design and Promoting MEAL
Contribute in the development and oversee the roll-out of an organizational MEAL system, ensuring accountability to donors and beneficiaries.
Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming.
Build strong relationships with colleagues and provide support as required to ensure MEAL system is understood and supported at field.
Work closely with the programme teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability and impact.
Mission 2. Strategy and steering
In close collaboration with the Programme / Regional MEAL Manager and the project managers, ensures the implementation of systems for monitoring, data collection, information management, evaluation, accountability to affected populations, learning and knowledge management that are adapted to the intervention context and enable compliance with HI standards;
Forwards to the Programme / Regional MEAL manager any information or difficulties that could help to improve these systems;
Helps drive the performance of the ME AL department.
Participates in strengthening the MEAL/IM skills of partners
Mission 3. Operational implementation
Responsibility 1 : Supports projects managers and partners to implement the minimum project management processes described in PME (Planning, Monitoring & Evaluation) policy and guidelines
Trains and accompanies project managers in the PME methodology guidelines and their application on the programme.
Ensures the proper planning and implementation of essential project management processes on each project.
Responsibility 2: Is responsible for setting up systems for monitoring outcomes and for ensuring compliance with methodological standards when conducting surveys
Ensures the systematic drafting of monitoring plans and the regular monitoring of project indicators;
Provides project managers and partners with technical support and trains project teams and survey or monitoring methods and conducting surveys. In particular, supports the design of questionnaires and survey protocols;
According to the needs and monitoring plans, contributes to certain surveys or monitoring activities through supervision or direct implementation.
Responsibility 3: If there is no Database Officer in the area/country, is responsible for the implementation of the data and management systems defined at programme level.
Develops databases as required and ensures the recording and processing of data for the surveys implemented.
Contributes to the compilation of needs for data analyses and to the creation of dashboards;
Ensures access to relevant internal and external operational information for all staff.
Responsibility 4: Is responsible for compliance with the HI standards applicable to project evaluations
Ensures that evaluation activities are carried out, including annual self-evaluations and follow-up to internal evaluations;
Ensures that feedback sessions on the findings of evaluations are held with the beneficiaries and other stakeholders in the projects.
Responsibility 5: Is responsible for the application of the mechanisms defined by the Programme / Regional MEAL manager to provide accountability to affected populations
Helps to define population accountability mechanisms and is responsible for the facilitation of these mechanisms;
Provides regular feedback to the Programme / Regional MEAL manager on the accountability mechanisms in place to enable the continuous improvement of interventions.
Responsibility 6: Contributes to learning and the continuous improvement of HI’s interventions
Is responsible for implementing processes and methods for collecting, analysing, modelling and ownership of the knowledge produced, in accordance with the frameworks defined by the Programme / Regional MEAL manager.
Contributes to the analyses of the information collected and the knowledge produced to strengthen collective learning;
Ensures the sharing of knowledge produced internally on the programme and more broadly at organisation level by using HI Library.
Responsibility 7: Contributes to the external representation and promotion of HI’s MEAL expertise.
Represents HI’s MEAL and IM expertise in all relevant networks in his or her geographical area of intervention.
Mission 4. Emergency preparedness and response
Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

GENERAL DUTIES
Reporting to the Country Monitoring, Evaluation, Accounting and Training Manager, the Regional Monitoring, Evaluation, Accounting and Training Manager (Manager) is responsible for ensuring the proper implementation of monitoring, evaluation, accounting, training and information management systems in projects in the geographic region(s) to which he/she is assigned.
TASK / SCOPE OF COMPETENCE
Task 1. Management

Manages the monitoring, evaluation, accounting and training team (hereafter MEAL) in the East hub program, forming a strong team identity within the organization and creating cohesion between team members working in different geographic regions.
Oversees the recruitment of appropriate MEAL personnel in the East hub.
Sets expectations, providing leadership and technical support as needed to enable the MEAL team to perform their functions effectively.
Manages the performance of direct reports in the MEAL department through performance management, coaching, mentoring, training and development.

Helps draw up an action plan for monitoring departments, assessment, accounting, training and information management, monitors its implementation.
Helps improve the functionality of the monitoring, evaluation, accounting and training department.
Participates in strengthening partners' skills in monitoring, evaluation, accounting and training/information management.
Task 3. Operational implementation
Duty 1: Supports the work of project managers and partners during the implementation of processes project management described in the Planning, Monitoring and Evaluation policy and other instructions.
Conducts training and supports the work of project managers in planning, monitoring and evaluating actions and their use within the framework of the program.
Ensures appropriate planning and implementation of critical management processes for each project.
Duty 2: Responsible for setting up results monitoring systems and ensuring compliance with methodological standards when conducting surveys.
< ul>Ensures systematic drawing up of monitoring plans and regular tracking of project indicators.
Provides technical support to project managers and partners and provides training to survey project teams on monitoring techniques and conducts surveys. Develops survey letters and survey protocols;
According to monitoring needs and plans, supplements questionnaires and monitoring protocols.
Duty 3: In the absence of a database specialist in the region/country, is responsible for the operation of the data management system depending on the program level. p>
Develops databases as necessary, records and processes data on conducted surveys.
Helps systematize information about needs and data analysis, creates indicator panels;
Gives staff access to relevant internal and external information.
Duty 4: Responsible for meeting HI company standards requirements as per project evaluation;
Monitors the implementation of actions taken, including conducting annual self-evaluations and successive mutual evaluations;
provides feedback evaluation sessions with beneficiaries and other stakeholders;
Duty 5: Responsible for the implementation of the mechanisms defined by the program / regional head of the monitoring, evaluation, accounting and training department for the accounting of the affected population;
Helps define accounting mechanisms, is responsible for supporting the operation of these mechanisms;
Provides regular feedback to the program/regional head of the monitoring, evaluation, accounting and training department regarding the operation of the reporting mechanisms for continuous improvement of the project.
Duty 6: Assists in analyzing and implementing best practices in company interventions NO;
Helps analyze the collected information and experience gained to improve collective learning;
Duty 7: Makes an effort to external presentation and promotion of NI company's experience in the field of monitoring, evaluation, accounting and training.
Represents NI's expertise in monitoring, evaluation, accounting and training in all relevant networks of geographical area of interventions.
Task 4. Emergency Preparedness and Response
Contributes to the emergency preparedness action plan and in the event of an emergency adapts its respective actions to ensure the effective implementation of the humanitarian approach of the NI company.
