The IMPACT Project (Immediate Multisectoral Priority Assistance for Conflict-affected Territories) provides rapid multisectoral humanitarian assistance to conflict-affected populations in frontline areas and to newly displaced people. The project focuses on life-saving support within the 0-50 km frontline zone, including emergency cash assistance, in-kind distributions, health support, and evacuation services.
Due to the high-risk operational context and the multi-partner implementation model, strong project management and monitoring systems are essential to ensure coordination, accountability, and compliance with donor requirements.
2. Purpose of the Assignment
The Localization and Finance Officer supports the implementation of the IMPACT project by strengthening collaboration with local partners and ensuring financial accountability and transparent reporting.
The role focuses on partner coordination, financial verification, capacity building of local actors, and compliance monitoring. Acting as a key liaison between the project team and local implementing organizations, the officer contributes to the effective implementation of localization commitments and financial oversight.
3. Key Responsibilities
A. Localization and Partner Support
- Support identification, onboarding, and follow-up of local partner organizations and volunteer groups.
- Facilitate communication and coordination between the project team and implementing partners.
- Support implementation of partnership agreements and compliance processes.
- Promote localization principles, including participation of local actors and accountability to communities.
B. Capacity Building and Training
- Organize and deliver training sessions for partners and volunteers on project management, financial accountability, and reporting standards.
- Identify capacity gaps among partners and propose strengthening activities.
- Provide mentoring and follow-up support after training activities.
C. Financial Verification and Documentation
- Review partner financial documentation and supporting evidence to ensure accuracy and eligibility of costs.
- Assist partners in preparing financial reports according to project guidelines.
- Provide guidance on financial procedures and eligible expenses.
- Support the finance team in identifying inconsistencies or risks.
D. Monitoring and Reporting
- Review partner narrative reports for completeness and consistency.
- Verify reported activities and supporting documentation.
- Support preparation of project progress reports and donor reporting inputs.
E. Field Coordination
- Maintain regular contact with partners operating in frontline areas.
- Support field monitoring missions when security conditions allow.
- Collect feedback from partners and communities to support adaptive project implementation.
F. Risk Management and Compliance
- Identify financial or operational risks in partner activities.
- Ensure partner documentation complies with audit and reporting standards.
- Monitor fraud-risk indicators and escalate concerns when necessary.
4. Deliverables

5. Qualifications and Experience
Education:
- University degree in finance, international development, humanitarian affairs, public administration, or related field.
Experience:
- Minimum 3-5 years of experience in humanitarian or development programs.
- Experience working with local NGOs or volunteer networks.
- Understanding of financial compliance and documentation.
- Experience in training or capacity-building activities is an advantage.
Skills:
- Strong organizational and coordination skills.
- Proficiency in MS Office and Google Workspace.
- Good analytical and reporting skills.
Languages:
- Fluency in Ukrainian and working knowledge of English.
6. Supervision and Reporting
The Localization and Finance Officer reports to the Project Manager and works in close coordination with the Finance Department, project teams, and local implementing partners.
7. Duration and Duty Station
Duration: 6 months (project-based) Duty Station: Dnipro, Ukraine, with potential travel to project locations.

У зв’язку з триваючими бойовими діями в Україні громади, розташовані поблизу лінії фронту та у нещодавно постраждалих районах, продовжують стикатися з гострими гуманітарними потребами через руйнування інфраструктури, переміщення населення та обмежений доступ до базових послуг.
Проєкт IMPACT (Immediate Multisectoral Priority Assistance for Conflict-affected Territories) спрямований на надання швидкої мультисекторальної допомоги населенню, що проживає у зоні до 50 км від лінії фронту, новопереміщеним домогосподарствам та громадам, які постраждали від обстрілів.
Проєкт реалізується через партнерів консорціуму TERA та спеціалізовані організації і передбачає надання грошової допомоги, гуманітарних наборів, медичних та захисних послуг.
Для ефективної реалізації проєкту необхідна надійна система операційної підтримки, що забезпечує прозорість, відповідність процедурам та своєчасне виконання проєктних заходів.
2. Мета посади
Фахівець із локалізації та фінансів сприяє ефективній реалізації проєкту IMPACT через підтримку співпраці з місцевими партнерами та забезпечення фінансової підзвітності.

3. Main duties
A. Support for localization and work with partners
- Support for the selection, involvement and support of local partner organizations and volunteer groups.
- Ensuring effective communication between the project team and partners.
- Support for the implementation of partnership agreements and compliance procedures.
B. Capacity development
- Organizing and conducting training for partners on project management, financial accountability and reporting standards.
- Identifying partner capacity development needs.
- Providing mentoring support after training events.
B. Checking financial documents
- Checking partners' financial documents for compliance with budgets and donor requirements.
- Providing recommendations on financial procedures and allowable costs.
- Supporting the finance department in identifying risks or inconsistencies.
G. Monitoring and reporting
- Checking narrative reports of partners.
- Checking supporting documentation and activity results.
- Supporting the preparation of project and donor reporting.
D. Field coordination
- Maintaining regular contact with partners in frontline regions.
- Participation in field monitoring missions when possible.
- Gathering feedback from partners and communities.
E. Risk management
- Identification of financial and operational risks in the activities of partners.
- Control of compliance of documentation with audit and donor requirements.
- Informing management about potential risks.

The localization and finance specialist reports to the Project Manager and works in close coordination with the finance department, project teams and partner organizations.
