About PIN Ukraine:

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person: 

The purpose of the LLH Program Coordinator position is to lead the implementation of LLH projects for people affected by conflict and displacement in the West Area region of Ukraine, in alignment with the Country Program and the strategic orientations for economic recovery. The LLH Program Coordinator is responsible for overseeing the planning, design, and supervision of LLH activities across projects implemented by PIN in the relevant area, ensuring their synergy, complementarity, and alignment with the overall country and program strategy.

Main duties and responsibilities: 

  • Oversee the timely and high-quality implementation of LLH project(s) in the West Area region of Ukraine, with support from the Area Manager (AM) and Green Recovery Coordinator.
  • Coordinate and lead all stages of technical assessments to inform LLH programming.
  • Contribute to and support the integration of cash-based interventions and market-based approaches within the LLH Core Competency (CC), where appropriate.
  • Coordinate the distribution of business grants to ensure transparency, efficiency, and alignment with project goals.
  • Lead the piloting of new microbusiness grant activities, leveraging the experience gained to expand the Early Recovery component of future grants.
  • Plan and coordinate the execution of activities across various grants for Livelihoods in the West areas.
  • Coordinate LLH Early Recovery interventions in targeted areas to ensure effective implementation and impact.
  • Ensure projects reach the defined target population as outlined in the LLH Strategy by effectively sensitizing communities about planned activities.
  • Participate in field-level coordination with community stakeholders, including attending Sub-Cluster Livelihoods and Food Security (LFS) meetings, and actively represent Livelihoods activities in the Cash Working Group.
  • Actively participate in needs assessments, project proposaldevelopment, and the preparation of sector-specific studies and reports.
  • Ensure compliance with the mission strategy, program strategy, and project commitments to donors.
  • Ensure that feedback received through the Complaint and Feedback Response Mechanism (CFRM) is addressed and integrated for program improvement.
  • Continuously enhance Post-Distribution Monitoring (PDM) questionnaires and other surveys to create feedback loops for program improvement.
  • Line manage LLH Area Coordinators and Senior Program Officers in the West Area Office, focusing on capacity building and the transfer of key skills.
  • Recruit, train, and provide guidance to team members, fostering a culture of continuous development.
  • Support the drafting of reports and contribute to Concept Note and Proposal development, as required.
  • Liaise and collaborate with local authorities, technical ministries, and other key stakeholders to ensure alignment and integration of LLH activities.
  • Incorporate a gender and protection lens into all LLH activities and ensure environmental and nutritional sensitivities are considered.
  • Collaborate across other CCs to ensure integrated programming, including working with local partners.
  • Assist with any other duties as assigned by the Line Manager.

Required background and competences:

  • A university degree in fields related to livelihoods (such as business, agriculture, or development studies) is desired.
  • A minimum of 2 years of relevant experience in livelihoods programming (LLH), ideally at the Team Leader or Coordinator level.
  • Demonstrated knowledge and skills in LLH-related analysis and microenterprise development.
  • Strong interpersonal and networking skills, with the ability to liaise effectively with individuals from the humanitarian community, local government/military authorities, and other relevant stakeholders.
  • Ability to work under pressure and independently with minimal supervision, while adhering to basic security protocols.
  • Proficient computer skills.
  • Previous experience working in complex and volatile environments.
  • Fluency in Ukrainian is essential.
  • Proficiency in English (both written and verbal) is essential.
  • Willingness to work in demanding and stressful situations while respecting basic security rules.
  • Experience working with humanitarian organizations, the private sector, donors, or international agencies.
