Who are we

LWF World Service is the internationally recognized humanitarian and development arm of the LWF. Today, LWF is a widely recognized international organization present in more than 20 countries. In response to the crisis in Ukraine, LWF has established major humanitarian operation in Kharkiv oblast in the areas of Shelter rehabilitation, Winterization, School shelter rehabilitation, Protection including Mental Health and Psychosocial Support (MHPSS) and Food and NFIs distribution. Previously LWF Ukraine extended humanitarian support in Chernihiv Oblast and now doing need assessment to expand humanitarian support in Sumska Oblast. LWF Ukraine aims to support IDPs, returnees and other affected communities in the Kharkiv and Sumska oblasts. LWF Ukraine coordinates and works closely with the Government of Ukraine, local authorities, the LWF member church, ACT Alliance members, civil society organizations, UN inter-agencies and other relevant actors for effective implementation of the programs.

Scope of Work

Livelihood officer will l be responsible for the planning and follow up of livelihood projects implementation. The position holder will be responsible for proposal development and program strategy - ensuring the successful implementation and completion of all projects.

Main responsibilities:

  • Contribute to designing, planning, and implementing Livelihoods activities;
  • Analise areas of livelihood projects implementation;
  • Coordinate and monitor livelihood projects; 
  • Develop and oversee procedures in evaluating applications for grant funding; 
  • Monitor compliance of grant agreements;
  • Develop, coordinate and strengthen relationships with local partners, stakeholders and communities;
  • Take leadership of the programs in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with Government counterparts and coordination mechanisms;
  • Formalize and develop livelihood project related operational tools and training modules;
  • Supervise the work of grantees and evaluate interim and final reports submitted by them;
  • Ensure coordination with other INGOs, government bodies in the implementation of the projects;
  • Provide inputs for monthly, quarterly, and annual donor reports;
  • Conduct site visits to grantees in coordination with other team members;
  • Ensure compliance with internal and external reporting requirements including procurement;
  • Ensure the coordination with relevant livelihood actors in the area of intervention;
  • Perform other duties as assigned.

Required experience and competencies:

  • Minimum 2-3 years of proven experience in livelihoods projects.
  • Experience in carrying out humanitarian interventions through and in coordination with implementing partner organizations is an asset.
  • Knowledge of Livelihoods projects is an asset.
  • Proficiency in English is compulsory.
  • Fluency in Ukrainian or Russian is an asset. 
  • Experience in working with Monitoring, Evaluation and Learning.
  • Excellent reporting skills.
  • Excellent communication and strong influencing skills.

The staff member must conduct himself/herself both professionally and personally in such a manner as to bring credit to the LWF and to not jeopardize its humanitarian mission.

Context/specific skills, knowledge, and experience:

  • Knowledge of the humanitarian context in Ukraine conflict is desirable.
  • Proven ability to manage competing priorities in conflict and complex settings.
  • Good communication and strong computer skills.
  • Good organisational and prioritozation skills.
  • Self-awareness and proven ability to operate successfully in multi cultural environments.
  • Ability to achieve results and maintain consistent high standards of professional behaviour and achievement, including when working within remote management.
  • Ability to manage stress, flexible and accommodating in difficult and frustrating working circumstance.
  • High level of computer literacy.
  • Excellent language and written skills: Ukranian and English.
