BF "Right to Defense" (Fund)- a charitable organization that focuses on providing assistance to internally displaced persons (IDPs), persons in need of international protection, persons at high risk of statelessness and without documents The Fund is an executive partner of the UNHCR and implements programs for the provision of direct legal assistance throughout Ukraine, promotes changes in the national legal framework, bringing it into line with international standards in the field of human rights.  

Project "Advocacy, Protection and Legal Assistance to Internally Displaced Persons" is aimed at protecting and supporting the rights of internally displaced persons and the population affected by hostilities at the national, local and individual levels. Within the framework of this project, during 2024, the Fund will monitor the protection of the rights of IDPs and provide free legal assistance to internally displaced persons in the regions of Ukraine. The project is looking forSpecialist (position) in monitoring the situation of IDPs inm. Lutsk.

Duties and tasks

Under the direct supervision of the regional team leader, and the general supervision of the protection coordinator, the employee must:< /p>

  • monitor compliance with the rights and freedoms of internally displaced persons (hereinafter - IDPs) and persons injured as a result of hostilities, on a permanent basis in the given locations according to the existing methodology;

  • carry out regular monitoring of state border crossing points and provide advisory assistance;

  • according to the existing methodology, conduct surveys of people who cross or try to cross the state border through international checkpoints.

  • visit state bodies that serve IDPs, places of compact settlement of IDPs, activities aimed at IDPs, etc.;

  • to communicate with IDPs, persons affected by hostilities, representatives of government institutions and non-governmental organizations, in order to collect information about the humanitarian situation as a whole;

  • provide timely and daily reports of the prescribed form based on the results of monitoring visits;

  • if necessary, conduct emergency monitoring visits to places of military incidents within the region (this may also apply to weekends)

  • prepare reports on a specific incident and/or the humanitarian situation in general;

  • identify the most vulnerable IDPs and their needs;

  • clarify the norms of legislation for IDPs and persons injured as a result of hostilities, counseling on other issues;

  • provide other individual assistance to IDPs;

  • timely and fully display information in the IDPs CRM system;

  • identify potential beneficiaries for participation in the IPA cash program;

  • understanding and compliance with the Code of Conduct and other Foundation policies;

  • perform other duties as needed.

Professional requirements

  • higher education (preferably: sociology, law, journalism);

  • preferred knowledge of human rights;

  • readiness for significant work in the "fields";

  • readiness for a large number of trips and overtime;< /p>

  • knowledge and understanding of the OOC legislation;

  • the ability to collect information according to the goals and objectives of the project;

  • skills to prepare reports (analytical, regarding a separate incident);

  • understanding humanitarian principles;

  • excellent communication skills, readiness for daily communication with people (IDPs, representatives of government institutions);

  • preference is given to IDPs who lost their jobs due to displacement;

  • self-motivation;

  • flexibility.

Residence in the specified location and awareness of the local situation will be significant advantages.
