GENERAL INFORMATION
BF "Right to Defense" (hereinafter - the Fund) is a sector leader in the protection of people who have suffered from war, veterans, refugees and stateless persons. We seek recovery and integration for those we help. Our team protects people's rights and influences laws and decisions in Ukraine and the world to become fairer. We are actively developing a network of partners for localized support of those who need it. The fund is 13 years old. Today, the team of BF "Right to Defense" has about 1,200 specialists. Geography: 22 regions of Ukraine, as well as a representative office in Poland. More than 3,300,000 people have received aid since the start of the full-scale invasion. Our work was recognized at the national level: in 2024, the Foundation won first place in the "Charity Ukraine" competition in the "All-Ukrainian Charity" category, entered the top 10 of the Forbes Ukraine "50 Best Charitable Organizations" rating, and took 9th place in the integrity rating of Ukrainian charitable foundations.
Consortium MEAL Coordinator will be accountable to the Coordinator of the Fund's Monitoring and Evaluation Department and will work in close cooperation with the Development and Fundraising Departments, the Communication and Advocacy Department, as well as with the support of the Financial and Administrative Department.

OOBLIGATIONS AND RESPONSIBILITIES
1. Coordination of the MEAL architecture of the consortium
Development and coordination of the MEAL Framework for all partners.
Formation of joint indicators (output/outcome/impact) - coordinated with the donor.
2. Development of data collection tools
Preparation of unified Kobo forms.
Consulting on reporting on ActivityInfo (5W/agreements, reporting entities, activity lists).
Ensure Data Sharing Agreement and PD/GDPR rules.
3. Data quality control (DQA) and technical support of partners
Kobo Data Consistency Checker - Monthly Reports - ActivityInfo.
Training and support of partners (Kobo, AI, ITT, CFM, AAP).
4. Data analysis and joint reporting
Consolidation of partner reports (indicators, log frames).
Analysis of the progress of targets (achievement rate, ITT).
Integrated briefings for donors.
Development and update of dashboards (Looker Studio/Sheets).
Formation of quarterly/annual reports.
5. Coordination of accountability and AAP/CFM in collaboration with the Expert on Accountability to Affected Populations
Ensuring a single Consortium-wide Feedback & Complaints Mechanism.
Harmonization of SOPs (especially: child safeguarding, GBV-safe disclosure, PSEA).
Integration of CFM in Kobo/CRM systempartner networks.
Aggregation and analysis of appeals from all channels (hotlines, help desks, boxes, WhatsApp).
Preparation of recommendations for AAP/CFM systems.
6. Knowledge management and learning
Organization of joint lessons learn session (quarterly learning reviews).
Systematization of best practices.
EXPECTED WORK RESULTS
Created and maintained ITT (Indicator Tracking Table) with clear linking of indicators to activities/partners, calculation formula, disaggregations and reporting frequency.
Set up and working MEAL Reporting Calendar (deadlines, responsible, submission format, approval process).
A suite of unified Kobo forms for data collection (logging/monitoring/PDM/CFM, etc.), including skip logic, validations and indicator coding.
Developed and documented approach to ActivityInfo/5W reporting (structure, reporting entities, activity lists, agreements), as well as support of partners in filling.
Prepared and signed Data Sharing Agreement, as well as implemented PD/GDPR/Data Protection rules (access, storage, transfer, depersonalization).
Started DQA procedures and regular verification of data consistency between Kobo - monthly reports - ActivityInfo with error capture and corrective action plan.
Conducted and documented training & coaching for partners (Kobo, ActivityInfo, ITT, CFM, AAP) with training materials and confirmation of learning the approaches.
Consolidation of partner reports into a single consortium analytics (by indicators, logframe, targets) with a transparent calculation methodology.
Regular analysis of progress towards targets (achievement rate) and timely identification of deviations/risks with recommendations for program adaptation.
Prepared integrated donor briefings (short, evidence-based, data-based) with key findings and solutions.
Developed and updated dashboards (Looker Studio/Google Sheets) to track key metrics, disaggregations and data quality.
Prepared and submitted quarterly/annual reports of the consortium in accordance with donor requirements, including consolidated conclusions and lessons learned.
A single CFM for the consortium is up and running (channels, logging, routing, SLA/response times, reporting).
Harmonized and implemented SOPs for sensitive cases (child safeguarding,GBV-safe disclosure, PSEA) with clear roles and escalation procedure.
Implemented integration of CFM into Kobo/CRM partner system (unified fields, classifications, recording standards, accesses).
Adjusted aggregation and analysis of appeals from all channels with regular reviews of trends and risks.
PROFESSIONAL REQUIREMENTS
Experience in developing evaluation designs, methodologies and data collection tools.
Experience in preparing analytical and narrative reports, lessons learned, case studies.
Experience in managing/leading consortia is also an advantage.
Understanding the principles of results-based management, theory of change and learning approaches.
Experience with indicator systems and donor requirements would be an advantage.
Experience in organizing and facilitating learning sessions, reflection meetings, after-action reviews will be an advantage.
Ability to transform data and assessment results into practical recommendations and training materials.
Knowledge of data collection tools (KoboToolBox, Google Forms, etc.).
Analytical thinking, systematicity, attention to details.
Strong interpersonal and communication skills.
Ability to work independently on agreed tasks and in complex coordination environments.
Fluency in Ukrainian and English.
Understanding and following the Code of Conduct and other policies of the Foundation.
