MBF "Caritas of Ukraine" (CU) announces a competition for the vacant position of Leading expert on social housing for the project < /strong>Cash assistance and sustainability for Ukraine, Phase III" (abbreviated name - Care4U III) 


< p>Main duties:

  • development and implementation of the social housing project within the framework of the project; 
  • identification of objects for conversion and reconstruction into social housing in close cooperation with local authorities, local non-governmental organizations, community members and other interested parties.  
  • Development of detailed technical documentation for the social housing project, beneficiary selection criteria and other necessary documents and processes;
  • close cooperation with other programs and departments of Caritas of Ukraine to ensure the integration of protection issues and compliance with legal , financial and other internal processes and rules;
  • providing advisory support to the social housing engineers of the organization and coordinating their activities;
  • developing and implementing the necessary documentation for project implementation, including evaluation systems, specifications /project plan, SOP or other methodological documents;
  • cooperation with the procurement department to select external service providers and contractors;
  • monitoring and supervision of external service providers and contractors to ensure compliance with technical standards;
  • participation in the development and standardization of work processes, data collection tools, reporting forms, quality monitoring, identification of lessons learned and implementation of improvement initiatives;
  • support of the program manager in monitoring the implementation and compliance with standards , related to the work of the organization's engineers;
  • regular monitoring of objects to ensure compliance with technical standards and rules by engineers, contractors and service providers;
  • organization and coordination of working groups with the organization's engineers , participation in inter-team meetings;

Requirements:

  • University degree in construction/engineering/architecture/urban planning or other relevant field.
  • At least 3 years of experience in construction and/or project management and/or policy development and/or social housing research
  • experience in the development of social housing programs or experience in the construction/reconstruction of social housing is desirable;
  • experience working in local self-government bodies or in government projects is desirable;
  • experience working with teams in different locations and remote management.
  • knowledge of computer programs (Microsoft Office: Word, Excel, PowerPoint, etc.);
  • ability to work with construction documentation and estimates
  • a sufficient level of command of the Ukrainian and English languages ​​(oral/written) is desirable;
  • PC skills (advanced user of Microsoft Office services and Google products); 
  • having a driver's license and skillful driving will be an advantage.

 

Necessary knowledge and skills:

  • ability to work both independently and in a team;
  • < li>ability to organize local processes with the involvement of all interested parties;
  • ability to present information, negotiate and communicate effectively with foreign partners;
  • high level of communication skills,
  • ability to effectively solve problems, organization, adaptability to changes, time management, stress resistance and the ability to make decisions under conditions of uncertainty.
  • In-depth knowledge of the policy and practice of social housing in Ukraine is highly desirable.
