Leading expert in the field of "Emergency response" in Karitas Ukrayini, Mizhnarodniy Blagodiyniy Fond

The international charity fund Caritas of Ukraine is looking for a Leading expert in the field"Extraordinary response".

Main responsibilities:

• Working in dual reporting to: the multi-sectoral project manager and the WASH program manager, with the coordination of actions in accordance with the approved project and program decisions.
• Emergency response support in the direction of WASH and others program components within the project in accordance with the Caritas Ukraine Response Plan, current SOPs and Emergency Response Protocols. During the emergency response, coordination of actions with other programs and compliance with the tasks of the Caritas Ukraine Emergency Headquarters.
• Initiation, completion and maintenance of Emergency Response Protocols as a basis for launching, adjusting and documenting the response.
• Planning, monitoring and control of humanitarian aid reserves for emergencies, including accounting for warehouse balances, minimum stocks, rotation and readiness for operational use.
• Procurement support for emergency response, in particular, participation in the preparation of technical requirements, tender documentation and framework agreements for the supply of WASH goods and other necessary items.
• Coordination of the transfer of humanitarian aid from Caritas warehouses with agreement on the volumes, logistics and targeting of aid.
• Operational support for the implementation of emergency response measures on the ground with a focus on WASH-interventions and other types of assistance provided by the relevant project.
• Coordination with local Caritas organizations, local self-government bodies, military administrations, State Emergency Service and other involved structures regarding the launch and implementation of the response.
• Participation in intersectoral and cluster coordination within the emergency response, including coordination of roles, aid volumes and zones responsibilities.
• Collection and analysis of information on needs, response progress, operational limitations and security risks for the preparation of management decisions.
• Organization and conducting of training and briefings for staff and volunteers on emergency response procedures, safety and ethics.
• Control of mandatory documentation and preparation of operational, analytical and donor reports on relevant emergency response activities of projects.

Requirements:

• Full higher education.
• Experience in humanitarian response from 3 years, with practical experience in multisectoral projects.
• Understanding of processes ER: response activation, inventory management, distribution, logistics, coordination with partners.
• Practical experience with SOPs, response plans, emergency protocols,internal procedures of humanitarian organizations.
• Experience of planning and control of warehouse stocks, rotation of reserves, preparation of aid for rapid use.
• Experience of participation in procurement for emergencies: preparation of technical requirements, participation in tenders, framework agreements, interaction with procurement and logistics departments.
• Experience of field coordination with local organizations, local government and other actors response.
• Experience in preparing operational and donor reports on emergency response.
• Skills in working with computer programs, in particular Microsoft Office (MS Word, Excel, PowerPoint, etc.).
• Fluent command of Ukrainian and preferably English.

Necessary professional skills and personal qualities:

• Systemic thinking and the ability to work simultaneously with operational, methodological and coordination tasks.
• Resistance to stress and the ability to make decisions in conditions of uncertainty, limited time and security risks.
• High coordination and communication skills, in particular in conditions of dual reporting and intersectoral interactions.
• Proactiveness and responsibility – the ability to independently lead a direction within the limits of defined powers.
• Teamwork and ethics, willingness to work with different teams.
