About SALAR International and its activities in Ukraine
SALAR International is a subsidiary organization of the Swedish Association of Local Authorities and Regions SALAR, which represents all 290 municipalities and 21 regions of Sweden. As an international affiliate of SALAR, we work globally to support local democracy and good governance in developing countries and countries with economies in transition. Our experience covers areas such as capacity building of municipal governance and service delivery, local and regional development planning, support of local government associations, decentralization policy and European integration. Geographically, SALAR International projects cover the countries of Eastern Europe, the Caucasus, the Middle East and Africa.
SALAR International has been working in Ukraine since 2014, providing support for the decentralization process through three main initiatives aimed at building a reliable multi-level management system, increasing availability and quality of services at the local level, as well as strengthening international cooperation between municipalities of Ukraine and the EU. After the full-scale invasion, SALAR International joined the crisis support of Ukrainian communities, providing them with material assistance.
Description of the context
SALAR International completed its current projects in Ukraine (DSP and PROSTO) that were launched before the full-scale invasion. To respond to the changing needs of Ukrainian municipalities and national entities in wartime, a new Polaris program "Supporting Multilevel Governance in Ukraine" (2024-2028) was launched, which is funded by the Swedish International Development and Cooperation Agency (Sida). The program is designed for four years, but so far activities are planned for the first 24 months.
The Polaris program aims at both short-term and long-term support, focusing on addressing the needs of a multi-level governance system, while simultaneously strengthening the capacity of communities to provide public services and participate directly in recovery and reconstruction processes, in accordance with the requirements of EU accession.
One component of the program involves cooperation with national actors and policy issues, while the other focuses on providing direct support to local self-government.< /p>
In addition, Polaris covers five thematic areas: education, fiscal decentralization and budgeting, administrative services, local government-led recovery, international community cooperation.
The program will also provide material support for crisis needs of communities and will coordinate with other international financing entities the implementation of recovery plans.
Organizational structure
The program is a joint Swedish-Ukrainian initiative with management structures in Stockholm and Kyiv. This promotes a horizontal organizational structure, which provides for a high level of autonomy and responsibility of the experts involved, as well as the active participation and level of involvement of local partners, such as stakeholders at the national level and communities of Ukraine.

Опис ролі
Посада керівника(ці) тематичної команди "Фіскальна децентралізація" передбачає провідну роль в управлінні, нагляді та керівництві роботою 3-4 місцевих і потенційно міжнародних експертів, забезпечення розробки робочих планів та досягнення результатів у межах тематичного напряму.
Ця роль включає відповідальність за розробку політики, адвокацію змін, ініціювання політичних дискусій, встановлення та підтримку комунікації з ключовими зацікавленими сторонами у сфері фіскальної децентралізації, такими як відповідні парламентські комітети та міністерства, органи місцевого самоврядування та їхні асоціації, громадські організації, аналітичні центри тощо.
На тлі викликів, спричинених повномасштабним вторгненням, керівник(ця) також має зосередитися на довгострокових реформах для зміцнення фінансових та управлінських спроможностей українських громад і підтримки інтеграції України в ЄС.

Candidates will be selected based on the following criteria: relevant work experience; understanding of the Constitution of Ukraine, the Budget Code and the Law on Local Self-Government; knowledge of processes of decentralization and reform of local self-government in Ukraine; analytical skills and experience, communication skills, a problem-solving approach.
Terms
A consulting agreement will be concluded between SALAR International and the expert, which details conditions for this position. Please note that this is not a position with formal employment, therefore applicants must be registered as a consultant and will be required to pay all relevant taxes and insurance fees in Ukraine.
The successful candidate will be offered a competitive consultancy fee. Life and travel insurance is provided for those traveling within Ukraine.
