The international charity fund Caritas of Ukraine is looking for a Lead Expert (full cycle of evacuation) to join its team, who will be responsible for providing comprehensive support for evacuation processes, implementing the strategy of the full evacuation cycle, including meeting the basic needs of the affected persons within the framework of the project.
Main responsibilities:
Leadership and management of evacuation processes in the project
- Ensuring overall management and coordination of project evacuation processes project documentation, standards of Caritas of Ukraine, requirements of donors and legislation of Ukraine.
- Ensuring a complementary approach to the implementation of a multisectoral project.
- Execution of the functions of a sectoral leader in evacuation processes, responsible for the integrity, logic, quality and consistency of all activities of the full evacuation cycle in the project.
Planning and support of the project cycle (FSRR)
- Participation in the development and updating of project documentation with a focus on the FSRR direction (logic of interventions, indicators, risks, sustainability).
- Coordination of the involvement of local Caritas organizations in the planning and detailing of FSRR activities the full evacuation cycle taking into account the context and capabilities.
- Support of the FSRR component at all stages of the project cycle: launch, implementation, adjustment, completion and reporting.
Control of execution, quality and results
- Control of adherence to schedules, plans and progress of the implementation of FSRR-activities of the full evacuation cycle based on quantitative, qualitative and financial indicators provided by local organizations.
- Managing the risks of FSRR-activities (technical, operational, managerial) and initiating corrective actions in coordination with the project and program team.
Coordination of teams and internal interaction
- Ensuring support for the internal and external communication system of the project: coordination between project specialists, technical advisors, MEAL, finance, procurement and other structural units.
- Participation in the formation of the composition of the FSRR team during evacuation at the national level; at the local level – providing professional support in coordinating the full evacuation cycle, including informing host communities.
- Planning and support of profile training and team activities for FSRR teams within the project.
- Ensuring a comprehensive approach to monitoring implementation and acceptancesolutions with the involvement of local teams and specialized project specialists.
Reporting and interaction with donors
- Coordination of the preparation of descriptive reports on the FSRR component of the full evacuation cycle, ensuring their consistency with the general project reporting.
- Active coordination with the National Project Manager regarding communication with donors and partner organizations on issues of the full evacuation cycle.
- Ensuring timely information of the project management on the status of implementation of the direction of the full evacuation cycle in accordance with internal procedures.
- Participation in the preparation of reports at the request of the project management.
Requirements:
- Higher education in management or related fields. Additional education or certification in the field of project management or humanitarian aid will be an advantage.
- At least 2 years of experience in the field of infrastructure projects, humanitarian or development programs.
- Understanding the principles of planning, implementation and control of project execution, project life cycle, logic of results, indicators, risks and sustainability of approaches to quality management, risks and complementarity of activities in multisectoral projects.
- Availability of written recommendations from a previous employer.
Necessary knowledge and professional skills:
- Languages: Ukrainian - fluent, English - not lower than B1 level.
- Planning, coordination and control of the execution of project tasks.
- Monitoring and analysis of progress by quantitative, qualitative and financial indicators.
- Preparation of reports and project documentation.
- Coordination of the work of teams in a matrix structure (program / project / local organization).
- Conducting working meetings, including with partners and donors.
