General Information:
This position involves supporting International Medical Corps response activities in Ukraine, particularly infrastructure-related activities. The employee will be responsible for the planning, coordination, organization and management of all aspects of infrastructure activities from start to finish.
The main responsibilities of the Senior Infrastructure Manager include supporting the team in the assessment, planning , design, implementation, supervision, administration and management of contracts within the framework of infrastructure rehabilitation/construction activities in Ukraine, in particular health care facilities, water supply and drainage infrastructure, within the framework of the main sector programs of the International Medical Corps. The senior manager must have special knowledge of the legal framework that regulates these types of activities in Ukraine and procurement processes in this area.
The senior infrastructure managerwill be responsible for advising the MMK Construction Team in Ukraine regarding government regulations and rules relating to restoration, repair, reconstruction, modernization, new construction, necessary expertise and any other issues related to construction, including but not limited to health care facilities (such as hospitals and dispensaries), facilities of WASH (water supply, sanitation and hygiene), collective centers, homes for the elderly and other public buildings. In addition, the Infrastructure Advisor will support the training of relevant staff and stakeholders on infrastructure and construction related issues.
The following responsibilities reflect the nature and level of work performed by the Senior Infrastructure Manager , but are not limited to them.
Main tasks and responsibilities
Evaluation
- Develop technical infrastructure assessment tools that can be used in the development of appropriate projects for a variety of infrastructure construction works, such as repair, rehabilitation, expansion and construction of new facilities.
- Participate in the initial rapid assessment of the state of conservation health and OSH for project deployment and ensure adherence to international standards in health and OSH in site selection, as well as infectious disease prevention and control (IPC).
- Provide capacity building support for carrying out technical assessments of the infrastructure and their analysis, which must be related to activity plans, information on the scope of work and the budgetus.
- Support assessment of in-country resources and capacity, including personnel, material and financial resources for construction-related activities, together with relevant personnel and organizations.
Development of programs:
- Advise on the development of appropriate phased technical measures for building infrastructure to ensure timely, safe and high-quality provision of medical care at existing facilities and premises for personnel, including preparation for potential outbreaks of infectious diseases, should they occur, in accordance with instructions.
- Ensure that issues of protection, gender equality, infection control, climate conditions, environmental safety, security, accessibility, safe operations and maintenance have been considered in the development of the response plan.
- Ensure that minimum standards, both qualitative and quantitative, are addressed and documented.
- Advise the team in the development of letters of intent, conceptual documents, budgets and proposals in accordance with donor and MMK standards, particularly for infrastructure.
- Check and approve designs, specifications and estimates for all infrastructure-related works.
Implementation of programs
- Advise the Construction team as part of the VSG team on state requirements for construction works.
- Ensure that tenders for restoration work are held on time , within scope and in close coordination with the procurement team.
- Exercise close control over all renovation budgets to ensure budget consistency and spending.
- Proactively monitor all construction contracts, ensure thorough monitoring, problem solving, ensure high quality and timeliness of work.
- Advise the procurement team on the preparation and signing of relevant contract documents with suppliers.
- Make visits to critical facilities to determine the next phase of construction work.
- Analyze and verify all scopes of work and payment documents prepared by the field team and the contractor.
- Analyze any possible change requests and advise higher guidance on the necessary actions.
- Check all payment acts and confirm the relevance and validity of the request.
- Manage the general support of construction contracts of all MMK infrastructure projects, maintaining communication with all relevant departments and external stakeholders to enforce contracts.
- Conduct regular meetings with construction crews and contractors to review and track the progress of all infrastructure-related construction work against key milestones.
- Develop construction SOPs and process maps.
- Manage the construction crew and contractors on a daily basis.
Manage contracts
- Support contract negotiations and maintain relations with contractors, suppliers, vendors.
- Ensure compliance of allx contracts to legislative and regulatory requirements.
Quality control
- Implement and maintain strict quality control measures to ensure compliance construction works to the required standards and specifications.
- Conduct regular inspections and audits to identify and resolve any potential problems.

- Provide regular updates and technical guidance to the team on progress, priorities and challenges - verbally and in writing.
li>Represent the International Medical Corps before governmental and non-governmental organizations as necessary and on assignment.Responsible for the organization of technical validation (external company), validation with beneficiaries and legal support in obtaining permits for all infrastructure and construction projects.Support the program team in the preparation of all necessary documentation to obtain the necessary government permits for infrastructure construction and repair/rehabilitation work.Compliance and ethics

Minimum Requirements
< li>Bachelor's degree in construction, architecture, construction management or other relevant engineering discipline with a minimum of eight years of work experience. The presence of an appropriate specialization in the field of construction with appropriate certification, technical training and ten years of practical work experience can be considered as a bachelor's degree.- Minimum five years of work in the field of development and coordination of infrastructure projects in Ukraine.

- Knowledge and understanding of the infrastructure sector of Ukraine and its license/permit requirements.
- Work experience and understanding government policies, guidelines and strategies.
- Ability to effectively present information (both written and verbal) and respond appropriately to questions from senior management on the ground and government partners.
- Ability to understand gender issues in groups of beneficiaries.
- Proven analytical, motivational, communication skills, as well as project conceptualization and planning skills.
- Proven experience of close cooperation with support departments (finance and logistics) on issues activity and procurement planning.
- Fluency in Ukrainian and English (written and spoken).
