We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
 
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance. 


The ICLA Project Coordinator will manage the ICLA project in Northeast Ukraine, overseeing the work of the team and activities in Kharkiv and Sumy. He will focus on implementation plans, team capacity building, skills transfer and improvement of ICLA services, ensuring legal assistance and training are delivered in accordance with NRC strategies and standards. 2026 (tentative date)

General duties:

1. Compliance with NRC policies, instructions and procedures.
2. Participation in ICLA strategy development, preparation of project proposals and provision of information on needs and gaps.
3. Coordination, management and implementation of the ICLA project portfolio (activities, budget and project documentation) in accordance with the powers delegated by the ICLA project manager, in accordance with proposals, strategies and requirements of donors, as well as ensuring high technical quality.
4. Support for the implementation of measures withproject cycle management in accordance with the NRC structure. 
5. Oversee the provision of legal services to NRC beneficiaries in the relevant field. 
6. Ensure that projects target beneficiaries most in need of legal protection, explore and evaluate new and better ways of providing assistance. 
7. Promote and share ideas for improvement and necessary changes in operations. 
 8. Monitor the work of the ICLA team located in the offices in Chernihiv and Shostka, ensure the development of their potential and the transfer of key skills; 
9. Contribute to the identification of needs and trends in the field of protection. 
10. Liaise and collaborate with relevant local authorities and other key stakeholders.

Specific Responsibilities:


1. Identify appropriate locations for ICLA outreach and events in coordination with the team. 
2. Coordinate efforts with key stakeholders on ICLA activities in the area of ​​operation. 
3. Lead and support the ICLA team, ensuring effective implementation and planning of field visits. 
4. Monitor the quality of ICLA services and resolve any issues. 
5. Conduct field visits to assess needs and identify implementation issues. 
6. Monitor and document issues during legal case management. 
7. Track project results and progress using the ICLA database and monitoring tools. 
8. Assist in the development of reporting templates and participate in the creation of standard operating procedures, checklists and tools. 
9. Provide timely and accurate implementation reports, both quantitative and qualitative. 
10. If necessary, provide support in writing proposals, drawing up reports and preparing the budget. 
11. Conduct technical assessments and provide recommendations. 
12. Coordinate activities with other NRC programs to ensure integrated activities. 
13. Share technical analysis, lessons learned and reports to support organizational learning. 
14. Organize and facilitate trainings, seminars and other events. 
15. Ensure effective use of internal and external referral systems. 
16. Provide regular progress reports and maintain proper document flow. 
17. Perform other tasks at the request of the management.

General professional competencies:

• Minimum of 3 years of relevant work experience in a similar position, preferably in the humanitarian sector
• Documented results related to the duties of the position
• Proven experience in coordinating activities and interacting with external entities
• Previous experience in complex and unstable environment 
• Fluency in Microsoft Office programs, including Word, Excel and PowerPoint
• Above average fluency in English, both written and spoken. 
 
Context/specific skills, knowledge and experience:
