Humanitarian Access and Safety Manager in Norwegian Refugee Council / NRC

Croatian council in the case ofx refugees (NRC)is an independent humanitarian non-governmental organization founded in 1946. We provide assistance, protect the rights and contribute to solving the problems of refugees, internally displaced persons and other persons affected by armed conflict. NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now scaling up our efforts in Ukraine and neighboring countries to help people displaced by war.

The goal of the Humanitarian Access and Security (HAS) function is to provide essential humanitarian aid in a safe environment for the communities and partners we work with, as well as for our staff. Despite the NRC's successes in helping those in need, security and access constraints remain serious challenges. NRC Ukraine also focuses its activities, both directly and through local partners, in hard-to-reach areas, most of which are located on or near the contact line, with offices in Shostka, Chernihiv, Kharkiv, Dnipro, Zaporizhzhia, Mykolaiv, Kherson and a regional office in Kyiv. and access (with the support of an advisor/coordinator/co-head of access issues in the most severe access restrictions) on the territory of the country. This role is critical to security and safety risk management, capacity building, duty of care (in direct coordination with HR and organization), development of humanitarian access strategies and contributing to the principled planning of humanitarian programmes. The Humanitarian Access and Security Manager reports to the Head of Operations, and his work is technically supervised by the Regional Humanitarian Access and Security Manager. This position is a key member of both the extended country management team and the crisis management team.  

Your duties will include:

1. Implement the NRC's Global Humanitarian Assistance Management System (HAS) at the national level, prepare required reports and implement the national HAS operational plan in line with global HAS initiatives. 
2. Contribute to the formation of a culture that ensures safe and principled humanitarian deliveryaid, observing humanitarian principles and taking into account the priority of programs.
3. Responsibility for the line management of personnel that reports directly. This includes:

o Performance management process: setting clear objectives aligned with strategic priorities, and monitoring and supporting staff achievement of objectives.

o Human resources planning, recruitment, induction and staff development, and maintaining the duty of care for staff. In coordination with regional managers, be responsible for key processes such as human resources planning, recruitment, induction and staff development, and also supporting the duty of care for HAS staff at regional level. 

4. Maintain an up-to-date and comprehensive understanding of the country's humanitarian context, including analysis and forecasting, to regularly inform country leadership of key security developments, risks to the NRC, access issues and emerging threats for informed decision-making.

5. Develops and maintains country HAS documents, procedures, guidelines, and tools, including budget strategy, ensuring consistency within the country program and compliance with organizational standards.

6. Oversees and/or conducts Security Risk Assessments (SRA) and access assessments, working with management to implement appropriate risk mitigation measures.

7. Ensure compliance with the NRC's Humanitarian Access Management System (HAS), which includes the HAS Policy and Risk Management Procedures, Minimum Operating Standards (MOS), Humanitarian Access Framework, and Crisis Management Procedure.

8. Provide training and capacity building for NRC staff and partners in the areas of access, safety and security.

9. Communicate and coordinate with relevant external actors and coordination structures, as well as establish relations with various stakeholders for the purpose of informing operations and security management, as well as expanding humanitarian access and protection of humanitarian space.

10. Ensure compliance with NRC policies, instructions, and procedures, and have specific responsibility for HAS policies and procedures.


Specific responsibilities:

1. Lead the HAS team by defining goals, aligning systems and ensuring regular communication between HAS staff across the country.

2. Collaborate with the HR and Organization Manager and Country Director to ensure compliance with Duty of Care standards that reflect the diversity of NRC staff and visitors. 

3. Collaborate with the expanded Country Management Group (CMG) on emergency preparedness and contingency planning. Provide ongoing support to operational teams and management during critical incidents and facilitate documentation and training as a key member of the Crisis Management Team (CMT).

4. Improve humanitarian access for NRC operations шляхом надання технічної підтримки щодо інструментів та стратегій, а такождопомоги командам у розробці стратегій доступу та планів взаємодії (за підтримки персоналу з питань доступу, якщотака є)

5. Співпрацювати з менеджером з питань адвокації з метою впливу на зацікавлені сторони та захисту гуманітарного простору (разом ізпрацівниками відділу доступу, якщо це можливо).

6. Сприяти формуванню культури навчання у сфері гуманітарного доступу, проводячи тренінги, такі як «Індивідуальна безпека внебезпечних умовах» (HEIST) та «Надання першої допомоги в польових умовах», а також надаючи підтримку в проведенні тренінгів з гуманітарного доступувідповідно до політик NRC, одночасно ведучи базу даних про навчання та складаючи звіти

7. Співпрацювати з членами CMG з метою врегулювання інцидентів, пов’язаних з доступом, безпекою та охороною, забезпечуючи їх документування в системі звітування про інциденти NRC, а також надавати підтримку під час аналізу інцидентів, виокремлюючипрактичні уроки та адаптуючи заходи щодо зменшення ризиків у разі необхідності.

8. Керувати та/або надавати консультації щодо взаємодії зі сторонами конфлікту, включаючи державні збройні сили.

9. Надавати підтримку у щорічному картографуванні рівня обмеженості доступу. Брати участь у розвитку бізнесу та управлінні проектним циклом, надаючи контекстуальний аналіз татехнічні консультації щодо операційних та програмних механізмів.

10. Надавати підтримку координаторам партнерських відносин у ініціативах з розбудови потенціалу та обміну знаннями з місцевими партнерамищодо управління ризиками безпеки та гуманітарного доступу.  

11. Сприяти процесу управління ризиками NRC, підтримуючи команду з ризиків та дотримання вимог та іншихвідповідальних за ризики у виявленні, оцінці та управлінні організаційними ризиками.

12. Представляти NRC на зовнішніх форумах, таких як групи з координації безпеки та цивільно-військова координація, атакож на інших форумах за необхідності. Брати активну участь у розширеній Групі з управління країною та робити внесок у розробку тареалізацію Стратегії країни.

13. Просувати принципи та зобов’язання щодо захисту в рамках NRC та серед громад, яким надає допомогуорганізація.Виконувати будь-які інші завдання, пов’язані з HAS та посадою, делеговані безпосереднім керівником.

5. Advocacy manager responsible for advocacy to mitigate access restrictions.

6. Logistics manager, finance manager, ICT (information and communication technology) coordinator and risk and compliance coordinator for planning and implementation of HAS strategy and security risk management system.

7. HAS Global Division for Global Strategy, Policy and Training.

8. Global Integrity Unit to assess security related to investigations upon request.

9. Access and Security/Protection Coordinators in partner organizations for information sharing, joint advocacy, joint training and operations.


General Professional Competencies: 

Minimum of three years of experience in a leadership role with managerial responsibilities in humanitarian relief and recovery.
Bachelor's degree in relevant field. 
In-depth understanding of humanitarian principles and their application in programmatic and advocacy activities, NGO security and risk management issues, humanitarian access, as well as civil-military coordination.
Prior experience working in complex environments and participating in access negotiations with NGOs and/or UN agencies is an added advantage. 
Qualification in humanitarian access negotiations is an added advantage.
Previous coaching experience is an added advantage.
Valid driver's license.


Skills, knowledge and experience related to the work context:

Previous work experience in the country and/or region of operation preferred.
Fluency in English is a must, both in written and oral form.
Experience in risk management in cooperation with executing partners.
Experience in remote management.
At least one year of professional experience working in high-risk environments.
