We are looking for a competent and experienced occupational safety, fire safety and environmental protection specialist for a management position to ensure and develop a culture of occupational safety, industrial and environmental safety in the drilling company.

The successful candidate will be responsible for ensuring the highest standards in the field of occupational health, industrial safety, environmental protection and security. This role involves developing from scratch, implementing and monitoring HSSE policies and procedures with the aim of minimizing risks and ensuring a safe working environment.

The HSSE Manager works closely with production units, promotes a safety culture and ensures compliance with local (Turkmenistan) and corporate legislation standards.

Main responsibilities:

• Development, support, implementation and maintenance of HSSE policies, procedures and programs in accordance with local, national and international requirements (development and implementation of a full-fledged integrated system HSSE).
• Conducting regular audits and inspections to ensure compliance with HSSE requirements and standards.
• Management, supervision, training of rig HSSE Field Officer (Rig HSSE Field Officer)
• Monitoring and reporting on HSSE key performance indicators (including injury rates and compliance rates).
• Investigations accidents, incidents and potentially dangerous situations (near-miss), development of corrective and preventive measures.
• Identification and assessment of potential hazards and risks associated with production activities.
• Implementation of risk management strategies and control measures.
• Conducting risk assessments and safety audits for new projects, processes and equipment.
• Conducting HSSE training programs and seminars for company employees.
• Forming a culture of safety and environmental responsibility in the organization.
• Ensuring staff awareness of HSSE policies and procedures and monitoring their compliance.
• Developing and updating emergency response plans.
• Conducting emergency drills and training to test readiness for response.
• Coordinating interaction with emergency and rescue services and external organizations as needed.
• Maintaining up-to-date knowledge in the field of legislation, regulatory requirements and industry standards.
• Interaction with state regulatory bodies and ensuring timely reporting.
• Maintain accurate documentation of HSSE activities, incidents, inspections and training.
• Prepare and submit HSSE reports to company management.
• Track industry best practices and new trends in the HSSE industry.
• Develop and implement continuous improvement measures and HSSE compliance.

Qualifications and Experience:

• Higher education in the field of occupational health and safety, ecology, engineering or a related specialty (work experience may be counted instead of specialized education).
• Experience in the field of HSSE at least 7 years.
• Professional certificates: NEBOSH, IOSH, BCSP (CSP, SMS, OHST, CHST).
• Knowledge of international IOGP standards in the field of HSSE and Life Saving Rules, as well as practical experience in their implementation.
• In-depth understanding of local (Turkmenistan) and international legislation, standards and best practices in the field of HSSE (ISO, OSHA, IADC).
• Excellent communication, management and leadership skills.
• Ability analyze complex situations, develop effective solutions and ensure continuous process improvement.

• Develop and implement continuous improvement initiatives to enhance HSSE performance and compliance.

• Minimum of 7 years of experience in the HSSE field.

• Knowledge of international IOGP HSSE standards and Life Saving Rules, with practical implementation experience.
• In-depth understanding of local (Turkmenistan) and international HSSE legislation, standards, and best practices (ISO, OSHA, IADC).
