Key Expectations:

  • Hands-On Execution: The HR Manager is expected to actively execute tasks, not just coordinate or oversee processes. This includes creating documents, managing workflows, and directly contributing to team deliverables.
  • Time Management: With the HR department managing multiple priorities, the role requires effective time distribution to ensure all tasks are completed within deadlines.
  • Flexibility and Initiative: The individual should proactively identify and address needs, ensuring the department’s smooth operation.

Helvetas is an organization specialized in development cooperation and humanitarian response, anchored in Switzerland. A Separate Division of Helvetas has been operating in Ukraine for about two (2) years.
For Helvetas operations in Ukraine, we are looking for a proactive and dynamic individual to join our organization upon agreement.


1. Role and responsibilities
The purpose of the HR Manager role is to ensure that the HR system aligns with Helvetas standards while actively supporting and contributing to the implementation of programs and projects. This is a hands-on role requiring initiative, execution, and efficient time management.

The following is a brief description of the responsibilities:
Generic responsibilities
· Actively implement Helvetas HR and admin systems and procedures.
· Ensure the country setup adheres to employment standards, HR policies, and other Helvetas policies.
· Ensure compliance with local labor laws.
· Actively recruit, train, support, and develop team members, ensuring tasks are executed and deliverables met.
· Train and guide all staff involved in HR responsibilities or personnel management.
· Regularly analyze and report on HR activities.
· Safely and systematically manage personnel documents across all offices.

Specific responsibilities
1. Recruitment and Sourcing:
· Lead the full recruitment cycle, from analyzing requirements and drafting job advertisements to interviewing and onboarding new hires.
· Actively develop effective sourcing strategies and create pipelines for potential candidates.
· Take direct ownership of drafting contracts and finalizing hiring processes while supporting probationary period reviews.
· Collaborate with line managers to plan current and future personnel needs proactively.
2. Employer Branding:
· Create initiatives to enhance Helvetas’ employer brand by actively showcasing its culture and values.
3. Performance Management
· Ensure that there is a yearly cycle for performance appraisals
· Advice managers on poor performance and ensure the documentation stored on the employees’ personnel file is stored properly; act as an impartial mediator in the process
· Drive the onboarding and induction process in the regional office
· Advise managers or staff on training and development opportunities
4. Duty of Care
· Ensure management and staff receives sufficient support and advise on staff well-being initiatives in the organization
· Advise managers on responding to staff feedback and stress management
· Develop staff well-being initiatives
5. Contract management
· Ensure that national staff terms of employment are aligned with Helvetas minimum standards and the local labour law.
· Ensure that all staff and short & long consultancy contracts are up to date.
· Lead salary benchmark process every two years or more frequently if needed
6. Quality Assurance and Compliance monitoring
· Ensuring roll-out and implementation of Helvetas HR policies and initiatives are completed
· Draft HR policies and procedures
· Ensuring the operations are following global / regional HR processes, policies
· Ensuring that global policies and regional HR frameworks are localized and they are aligned with local labor laws
7. Administration
· Manage personnel files and data storage actively, adhering to data protection guidelines.
· Support personnel with embracing the change

Competencies
Professional competencies:
· A minimum of 3 years of experience in a senior HR role, preferably in humanitarian or recovery contexts.
· Proven ability to directly execute tasks, take initiative, and deliver results in complex environments.
· Demonstrated success in leading recruitment, training, and HR policy implementation.
· Excellent organizational skills and the ability to manage multiple priorities effectively.
· Proactive, flexible and curious and are characterised by a customer-oriented and communicative personality
· Knowledge about own leadership skills/profile
· Good level of English & Ukrainian, both written and verbal

  • Ensure an annual performance review cycle.
  • Advise managers on managing poor performance, documenting and mediating the process.
  • Carry out the process of adaptation and induction.
  • Provide advice on training and development opportunities.

4. Duty of care for staff:

  • Advise managers and staff on employee welfare initiatives.
