GENERAL MISSION 

The Health Project Supervisor is managing one Handicap International (HI) multidisciplinary team. S/he reports to the Health Project Manager (PM) and is responsible to ensure all HI team activities are implemented smoothly and team(s) is well functioning to provide qualitative services to most vulnerable people, including people with disabilities and their support persons. S/he must keep all the data confidential, and share it only with the designated persons. The job is office based with field trips according to needs, and the team to manage consists of three physical therapists, two psychologists and two Psycho-Social (PSS) workers. 

MISSIONS/RESPONSIBILITIES 

Mission 1: Ensure the qualitative and timely implementation of HI services (rehabilitation and MHPSS) and follow the referral pathways in an emergency, in collaboration and coordination with HI technical unit and relevant stakeholders 

  1. Ensure that services (MHPSS, rehabilitation, Inclusion) are reaching the most vulnerable people in respect with applicable quality standards (prioritization of cases, follow up, referrals) 

  2. Is responsible for activity planning and the identification of geographical and sectoral priorities, with the support of the Health Project Manager. 

  3. Is responsible for the logistic planning of activities (vehicles, stocks release request) up to quality standards and as requested by donors. 

  4. Is responsible for the administrative planning of activities (donation certificates, travel request). 

  5. Centralize all needs in equipment and tools identified by the health field staff and coordinate with the PM and the support team to ensure they are addressed. 

  6. Under the supervision of the PM, design, consolidate and review the weekly team planning, according to the project objectives and priorities, and taking into account security issues. 

  7. Ensure systematic and proper filling of all project related forms and tools, in liaison with the Rehabilitation Technical Officer (TO) and MHPSS TO. 

  8. Plan implementation and logistic needs of technical training (content, translation, hands out, schedule, curriculums, IEC tools needed, etc.) for HI staff 

  9. Is responsible for gathering and consolidating the mapping of services at zone/area level and submit it to his/her line manager 

  10. Close monitoring of activities to make sure they are in line with sectoral quality standards, HI, and donor requirements. 

  11. Make sure that team members are strictly maintaining the confidentiality of their beneficiaries.  

      

Mission 2:  Ensure qualitative management of the team, including capacity building, positive and constructive Teamwork 

  1. Organize the monthly planning and objectives of his/her team with action plans  

  2. Keep contact and be ready to support the mobile teams in the field 

  3. In coordination with the Logistics department, ensure that the logistic aspects of the project at field level comply with HI and donors standards and regulations and followed by each team member 

  4. Ensure the proper HR follow-up of his/her team (leaves, training), in coordination with the Health Project Manager and HR department 

  5. In collaboration with the PM, conduct staff evaluation/appraisal and address HR issues that arise 

  6. Ensure a good communication – coordination – information with your staff through regular coordination meetings 

  7. Build and maintain a team dynamic cohesion and professionalism which enables the objectives of HI to be carried out 

  8. Provide proper orientation and follow up to the team on protection issues in direct link with the technical unit, how to engage with beneficiaries, especially with children, adolescent, and women, in line with HI and donor PSEA, child protection and other relevant policies 

     

Mission 3: Reporting:Ensure the Health activities are implemented and reported in line with HI strategy. Support the monitoring and evaluation of activities, Reporting and Archiving 

  1. Ensure the implementation of all Health project tools and processes; 

  2. Send weekly reports to the Health PM on all activities conducted on the field by the teams 

  3. Centralize all the data collected in the field and coordinate with the PM and MEAL team for data entry, ensuring that data is accurate 

  4. Contribute to any internal and external project monitoring mission or project evaluation; 

  5. Orientate and follow up with the team members on how to properly fill-up, gather, and archive all tools/assessment/format provided and guided to ensure qualitative services and timely data management.  

  6. Support project monitoring and reporting by using reporting HI tools and review the progress with the support of the Health Project Manager. 

  7. In collaboration with other HI internal departments, ensure that team members are strictly following internal and external referral pathway 

  8. Collect and document case study, lessons learned as per project needs and requested by the line manager. 

Mission 4: Strategy development: Design and implement the operational framework in link with program and technical coordinators 

  1. Contribute to designing the different Health activities, strategy and operational framework in collaboration with Technical Unit and line manager; 

  2. Identify possibilities to extend the different Health activities within HI strategy; 

  3. Contribute to proposal writing and reporting by inputs concerning the Health needs and response; 

  4. Participate in strategic planning exercises of the mission as per PM or Technical Specialists request; 

Mission 5: Capitalization: Produce regular reports on activities and documents to ensure the capitalization of the project: 

  1. Provide regular activity reports when requested by PM or Technical Specialists. 

  2. Participate in the analysis of data with MEAL department upon request. 

     

Mission 6:  Representation 

  1. In cooperation with the PM, build relationships with relevant stakeholders, including other local and international humanitarian organizations, local authorities, clusters, etc... 

  2. Represent the Health Project when needed with any relevant stakeholders, local, national and international partners; 

Mission 7: Security 

  1. Ensure that the team members know and follow the security procedures 

  2. Inform the PM of any security issues faced in the field by the team, and report any eventual incidents 

 PROFILE SOUGHT

Qualification(s): 

  • Bachelor degree and/or master degree (Preferably Physical Rehabilitation or Psychology)
  • Bachelor degree and/or master degree in paramedical background. 

Experience: 

  • Previous experience in humanitarian programs in similar positions; 
  • Experience of working in emergency and crisis contexts; 
  • Experience with people with disabilities. 

Skills:

  • Personal understanding and acceptance of HI's principles and mission is essential 
  • Proven ability to mobilise community networks, raise awareness on Health. 
  • Experience in participatory approach to work with Healths 
  • Excellent reporting skills (written and oral communication) 
  • Strong people and team management/supervision skills. 
  • Proficiency in office software: word, excel, power point.

GENERAL OBLIGATIONS 

Physical and Mental Health Senior Project Specialist leads one multidisciplinary team organization "Handicap International" (HI). He/she reports to the Project Manager (PM) for Physical and Mental Health and is responsible for ensuring the smooth operation of the HI team with children, adolescents and adults, as well as for the proper functioning of the team(s) to provide quality support to the most vulnerable populations, including people with disabilities and their carers. He/she must keep all data confidential and share it only with designated persons. The work is carried out in an office setting with field trips as needed, and the team consists of three physical therapists, two psychologists and two psychosocial support workers.   

TASKS / SCOPE OF COMPETENCE 

Task 1: Ensure quality and timely provision of services on behalf of HI (rehabilitation and CPD), and following emergency diversion routes in collaboration and coordination with the NI technical team and relevant stakeholders

  1. Ensure that services (rehabilitation, rehabilitation, inclusion) are provided to the most vulnerable population groups in accordance with standards quality (prioritization of cases, follow-up, forwarding, NI case management system with clear opening and closing of each case).

  8. Responsible for the collection and consolidation of service mapping at the regional level and submits it to his immediate supervisor. 

  9. Careful monitoring of activities to ensure they meet industry quality standards, NI and donor requirements. 

  10. Ensure that team members strictly adhere to the confidentiality of their beneficiaries. 

     

Task 2: Ensuring quality management of the department, including capacity building (capacity building), positive and constructive team work

  1. Organize weekly planning activities and tasks for the team;   

  2. Maintain communication and be ready to support mobile teams in the field;

Task 3: Accountability: Ensure the conduct and reporting of the department's activities according to NI strategies. Support monitoring and evaluation of activities, reporting and archiving

  1. Ensure implementation of all project tools and processes from Physical and mental health; 

  2. Send weekly reports to the Physical and Mental Health Project Manager on all field team activities ( on the ground); 

  3. Centralize all data collected in the fields and collaborate with Project Manager and MEAL team on data entry, ensuring accuracy these data;  

  4. Help conduct internal and external project monitoring missions or evaluation; 

  5. ensuring the quality of provided services and timely data management.

Task 4: Strategy Development: Design and implement organizational structures according to the requirements of the program and technical coordinators. 

  1. Contribute to the development of various activities of the Physical and Mental Health project, create strategies and operational structures together with the technical unit and the line manager; 

  2. Identify opportunities for expansion of various activities of the Physical and Mental Health projectin accordance with the strategies of the NI organization; 

  3. Contribute to the writing of proposals and reports, providing information on and responding to health care needs; 

  4. Participate in strategic mission planning activities at the request of the project manager or technical specialists; 

Task 5: Capitalization (project analysis with in order to improve it): Regularly prepare reports on types of activities and relevant documentation for project capitalization:

  1. Provide regular reports on activities at the request of the project manager or technical specialists. 

  2. Participate in data analysis with the MEAL department as requested. 

 Task 6:  Representation:  

  1. In cooperation with the project manager, build relationships with relevant stakeholders, including other local and international humanitarian organizations, local authorities, clusters, etc... 

  2. Represent the Physical and Mental Health Project to all stakeholders, local, national and international partners as needed; 

Task 7: Security

  1. Ensure that team members know and follow safety procedures;  

  2. Inform the project manager of any security issues encountered by the team in the field and report about any possible incidents.
