long-term housing needs and long-term solutions for displaced persons and conflict-affected communities in Ukraine. The Long Term Recovery Housing Sector Manager will lead the strategic development, implementation and management of projects aimed at promoting safe, sustainable and decent housing solutions for vulnerable populations affected by the crisis. This includes ensuring the integration of community-based approaches, alignment with national policies and coordination with humanitarian and development partners.

2. Job ObjectivesSector Manager - Housing and Long-term Solutions:

  • Lead the development and implementation of housing and long-term solutions strategies within the wider TCH regeneration programme.
  • Ensure compliance sector to national frameworks and recovery priorities, especially the Ministry of Community Development, Territories and Infrastructure.
  • Coordination with international partners including IFRC, ICRC, UN, Housing and WASH Clusters, relevant Miniseries program, Institute of Housing and other entities participating in Ukraine's efforts to restore and sustain housing.
  • To promote the implementation of sustainable construction practices and innovative solutions aimed at solving energy crises and efforts to secure the future with housing construction.

Responsibilities:

Strategic leadership

• Development and management of industry strategy: Development and implementing a housing and long-term solutions strategy that supports long-term recovery and integrates with the overall recovery framework of the URCS.

• Alignment with government plans: Ensure that all sector activities are aligned with the Ukrainian government's recovery policies and framework.

• Sustainable development and sustainability focus: integrate sustainable practices such as hybrid energyethical solutions, green building and resilience to climate change, into housing programs.

Program Management

• Implementation Oversight: Oversee all phases of the project, from design and planning to implementation, monitoring and evaluation of housing projects and long-term solutions.

• Technical support: Providing recommendations to program staff and partners on housing solutions, technical aspects of construction, urban/rural planning and long-term settlements.

• Partnership management: Engage and manage relationships with key national and international stakeholders (e.g. UNHCR, IOM, "Shelter" cluster), and promote the exchange of best practices and technical expertise.

Budgetary and financial control: Ensuring effective management of industry resources and budgets in accordance with URCS financial policy.< /p>

Community-based approaches

• Community engagement: Lead efforts to engage displaced persons and conflict-affected communities, to decision-making, ensuring that decisions are made regarding the housing provision of the community.

• Capacity building: Strengthening the capacity of TCHU staff and local authorities to manage housing programs and solve future crises.

• Social cohesion: Promote durable solutions that promote social cohesion among displaced people and host communities.

Monitoring, evaluation, accountability and training (

strong>MEAL)

• Data-driven program design: Ensure program decisions are based on data collection, evaluation impact and outcomes of community consultations.

• Reporting: Preparation of regular reports on sector achievements, challenges and lessons learned for the leadership of the TCC and donors.

< strong>• Innovative solutions: Encourage innovation and continuous learning in the sector by testing new approaches and documenting best practice for future housing regeneration.

Requirements:  

  • Master's degree in architecture, civil engineering, urban planning or related field.
  • Additional training in humanitarian shelter, post-conflict recovery or resilience building preferred.
  • Education in project management would be an advantage.
  • At least 3+ years of professional experience in housing, shelter or urban planning, preferably in a post-crisis or recovery context.
  • Proven experience leading teams and managing housing projects or long-term solutions projects.
  • Clear understanding of community-based approaches and experience working with displaced populations.
  • Experience working in local or international humanitarian organizations.
  • Experience in community mobilization and cross-cutting issues (CEA; PGI, CCA).
  • Experience in managing several initiatives simultaneously at different stages.
  • Experience in writing proposalsexperience would be a plus
  • Disaster management / preparedness and response experience preferred
  • Budgeting and reporting.
  • Excellent research, analytical, organizational and communication skills.

  • Strategic thinking, conceptualization.
  • Independent computer skills for office programs.
  • Partnership: the ability to cooperate with government agencies, non-governmental organizations and other international partners.

  • Additional software knowledge such as database (eg PowerBI), GIS, CAD, EpaNet, mobile data collection (Kobo, ODK), publishing/design (Inkscape, etc.) an asset
  • Fluency in the Ukrainian language, professional knowledge of the English language
