General Purpose: Together with the Infrastructure/Wash/Wash/Housing Advisor to Housing and WASH projects in the eastern region of Ukraine. Assistance to infrastructure specialists in evaluating and developing proposals, implementation and transfer of project. The development of infrastructure officers through practical support and quality control of key results. Projects in the fields of health, mental health, housing, distribution and water supply and sanitation are carried out by a variety of professionals located throughout the country. Some are sustainable, others move to assist in several locations.

Overall Purpose, Responsibilities: Together with The Infrastructure/Wash/Wash/Washlter. Shelter and Wash Projects in Western Ukraine. Support Infrastructure officers in Assessment and Proposal Development, Project Delivery and Handover. Build The Capacity of Infrastructure Officers Through Hands on Support and Quality Control of Key Deliveables. March 2022 in Respons To a conflict arising between Russia and Ukraine. Interventions in the sectors of Health, Mental Health, Shelter, Distributions, and Water & Sanitation are delivered by a diverse team of professionals located across the country. Some are static, other are roving to support multiple locations.
Programme and Quality Management
• Ensure that relevant technical guidelines are considered during proposal writing.
• In coordination with the infrastructure/shelter advisor manage the delivery of WASH and Shelter projects in reference time, cost and especially quality.
• Regular field trips to locations where Medair is active or to new locations either alone or alongside other Medair personnel (assessment team or other single visits such as PCs, DCDs or CD).
• Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times.
• Participate in the monitoring and evaluation of programme activities and outputs, implementing corrective actions based on important points of discussion at national level.
• Support human resources in recruitment of new infrastructure colleagues.
Financial and Logistical Management
• Support logistics teams in collating and rationalising similar projects to increase economy in procurement.
• Establish and maintain appropriate systems and procedures to ensure the compliance with donor contracts and other requirements.
• Represent Medair at sector specific meetings as required.
• Support logistics teams in quality control of purchase requests raised for WASH and Shelter projects.
• Raise payment disbursement forms (PDFs) to support two week movement plans signed off by line manager.
Communication and Coordination
• Collate and report on WASH and Shelter programs each week to the line manager.
• Collate and report WASH and Shelter 3Ws for western cities.
• Develop, network and maintain good relations with the in-country representatives of relevant stakeholders in order to secure the presence of Medair in the region.
Quality Management
• Ensure projects are implemented in line with donor requirements and in accordance with Medair, donor, country and international standards.
• Provide timely and evidence-based advice to field teams
• Take a lead on developing related organisational policy in the sector
• Research and contribute to national standards in WASH and Shelter sectors and keep teams informed on relevant changes.
• Ensure the inclusion of multichannel feedback measures, data protection considerations and security aspects to be implemented to avoid fraud and corruption as well as unattended effects.
• Provide technical engineering advice to Medair leadership and technical field staff on the infrastructure aspects of projects
Person Specification
Qualification / Experience
Bachelor degree in engineering, sciences, architecture or other related field. Knowledge of appropriate construction materials/ methods
Work experience
4 years post-qualification professional experience. Experience in report writing in English. Management experience.
Languages
Ukrainian written and spoken. Very good level of English, spoken and written Excellent English
IT
Excellent computer skills (Word & Excel, Internet, e-mail writing). Technical aptitude to pick up digital data collection methods Capacity in GIS or AutoCAD. Experience of using ODK software
