Institute of Analytics and Advocacy (IAA) is a leading Ukrainian analytical center, which works on policy and data analysis, development and implementation of innovative digital solutions.
IAA is expanding its presence in the field of regional policy and public investment management. We are looking for a mature leader and recognized expert who will lead the direction of regional development and take responsibility for strengthening the capacity of Ukrainian municipalities in the context of the PIM reform and European integration.
This position is for a specialist who understands the architecture of public finances on the ground and is able to promote systemic changes at the level of legislation and implementation practices.
Your role and strategic tasks will be include:
development of the direction of regional development of the IAA and coordination of the entire portfolio of projects in this area.
participation in the development of comparative analyses, conclusions, analytical documents, draft regulations, methodologies, recommendations, programs and others documents.
coordination of the development, expert discussion and promotion of proposals and projects for changes to acts of the current legislation of Ukraine with a focus on Section 22 ("Regional policy and coordination of structural elements").
high-level interaction and representation of the interests of the IAA with ministries, donor organizations, industry associations and foreign government missions.
preparation and pitching of projects for international development agencies, international governmental and non-governmental organizations.
media promoting the direction of the regional development of IAA (comments, columns, interviews, podcasts, participation in events, etc.).
mentoring, facilitating changes and implementing a culture of innovation in the team.
Our ideal candidate:
Has a higher education (master's degree). Additional education in the field of management, European integration, regional development or public investment management will be a significant advantage.
Has 6 years of experience in the field of regional development or municipal management (public sector, business, NGO or international projects), with of which over 3 years — in management positions.
Has deep expertise in the reform of public investment management (PIM), decentralization and state regional policy.
Understands
public investment management reform (PIM);
decentralization reforms;
state regional policy;
normative and legal regulations of the foundations of the organization and activities of local self-government bodies;
strategic planning at the local level;
budget process at the local level;
funding tools for communities;
regional development in the context of European integration.
Fluent English language (level C1), which allows autonomously representing the interests of the IAA in cooperation with international donors and government missions.
Capable of strategic influence and predictive modeling of development industry.
Has a high level of automation of working with data.
Demonstrates full autonomy in work, responsibility for direction results and the ability to be a facilitator of change.
An additional advantage will be:n presence of recognized expertise in the market or in the regional development sector (research, publications, authorship of methods, etc.); dtraining in communications with state bodies (clarification of requirements, conducting presentations)
What we offer:
Contract with the possibility of implementing long-term strategies.
Salary: UAH 80,000 - 120,000 (depending on the level of competence and work experience).
Flexibility: hybrid work format (offices in Kyiv or Poltava or remotely).
