We invite to our team the Head of the Department of Interaction with State Authorities and Regulatory Relations!

Role Purpose:
Ensuring strategic interaction with state authorities, regulators and external stakeholders to protect the legitimate interests of the Group of Companies in in the field of electronic communications and a software service provider. Formation and implementation of a regulatory strategy, control of compliance with legislation and licensing requirements, minimization of regulatory risks and preparation of analytical and legal conclusions for management.

The following interesting tasks await you:

• Development and implementation of a corporate regulatory strategy; analytical assessment of risks and opportunities based on legislation, regulatory environment and international experience.
• Preparation and approval of legal opinions, official documents and proposals for regulatory changes; participation in public discussions and working groups.
• Establishment and maintenance of effective relations with state authorities, regulators and industry associations (TELAS, ATP, EBA) and international organizations (ITU, EU, GSMA, BEREC).
• Control of compliance with license requirements and requirements of regulatory authorities; timely informing the management about changes in legislation and potential risks.
• Planning the work of the department, setting tasks, monitoring implementation and reporting to the management according to key performance indicators (KPI).
• Providing advice to management and divisions on legal and regulatory issues.

We would like to see you have the following experience and qualities:

• Higher education - law or economics/related with legal and regulatory experience.
• 7+ years of experience in GR, regulatory relations or related fields (telecommunications experience preferred).
• Team and project management experience, including goal setting, performance monitoring and results evaluation.
• Experience in economic analysis, negotiation and stakeholder management.
• In-depth knowledge of Ukrainian and international legislation (knowledge of the Telecommunications Actrecency will be an advantage).
• Analytical abilities, strategic thinking, the ability to make decisions under conditions of change.
• High level of communication skills; experience in the preparation of official documents and negotiations at various levels.
• Fluency in Ukrainian and English (official business style), including preparation of legal and regulatory documents, participation in negotiations, public discussions and presentations.
• MS Office (Outlook, Word, Excel, PowerPoint), Liga, SAP, work with legal frameworks.
