WeWorld Background:
WeWorld is an INGO working across 25 countries and is part of ChildFund Alliance. WeWorld has a long-term experience in implementing multi-sectorial responses emergencies (e.g., Syria, Palestine, Haiti, Mali). In Ukraine WeWorld has been providing multi-sectoral lifesaving assistance in Kyiv, Kharkiv, Donetsk and Mykolaiv Oblasts, and in newly liberated areas leveraging on existing partnership and capacity to timely identify and respond to needs. WeWorld offices are so far established in Kyiv and Kharkiv.
Under the direction and supervision of the Programme Manager and Head of Programme, the Field Coordinator will be responsible for the coordination, implementation, monitoring, and reporting of WeWorld’s projects under the responsibility of Kyiv Office. The role entails acting as the focal point for local partners, authorities, and clusters, ensuring compliance with WeWorld and donor requirements, and supporting the strategic development of programmatic activities.
MAIN TASKS AND RESPONSIBILITIES
Job Purpose The Field Coordinator of the Kharkiv office is responsible for overall management, coordination, and quality implementation of WeWorld’s field activities within the office’s area of responsibility. The role includes strategic planning of field operations, team management, and administration of the Kharkiv office, ensuring project results are achieved, and representing the organization at the local level.
The Field Coordinator plays a key role in ensuring effective engagement with local partners, authorities, and beneficiaries, while ensuring compliance with WeWorld internal policies and donor requirements.
Field Operations Management
· Develop and coordinate work plans, ensuring timelines, quality, and results are met.
· Make operational decisions to resolve challenges in project implementation in coordination with the Programme Manager and Head of Programme.
· Ensure achievement of key performance indicators (KPIs) and project results.
· Regularly analyze project progress and initiate corrective actions.
Team Management
· Directly manage and coordinate the work of Kharkiv field staff
· Plan and allocate tasks among team members according to projectpriorities.
· Monitor the quality of work and performance of each team member.
· Provide technical and managerial support, regular feedback, and mentorship.
· Conduct regular coordination meetings with the field team.
· Evaluate team performance together with the Program Manager and provide recommendations for development.
· Support effective collaboration between technical staff and other departments (MEAL, logistics, finance).
Office Administration
· Manage daily administrative operations of the Kharkiv office.
· Oversee office organization, coordination of resources, and provision of necessary equipment and materials in coordination with the Logistics and Procurement department.
· Ensure smooth office operations and coordinate internal logistics processes in coordination with the Logistics and Procurement department.
Logistics and Operational Support
- Coordinate with Logistics and Procurement departments to support field activities.
- Monitor quality and compliance of delivered goods and services.
- Plan and organize field trips and movements.
- Manage the fleet in Kharkiv area, including scheduling, and tracking of vehicle usage with support from logistics department. Oversee maintenance and servicing schedules, and support the logistics department by providing accurate/complete documentation to Kyiv office (logbooks, insurance, and permits).
- Oversee field-level security management, including implementation of security procedures, movement tracking, and risk mitigation measures. Ensure compliance with organizational security protocols, conduct regular briefings to staff, liaise with security focal points, and monitor the evolving security context in Kharkiv to support safe and effective programme delivery.
Strategic Contribution and Program Development
- Provide recommendations to improve programmatic activities based on field experience.
- Participate in the development of new project ideas and proposals.
- Identify local needs and new intervention opportunities.
- Support documentation of best practices and lessons learned.
Coordination and Representation
- Act as the main point of contact for WeWorld at the field level with local authorities, partners, and other stakeholders.
- Ensure effective coordination with local NGOs, CSOs, and humanitarian actors.
- Represent the organization in local coordination meetings, as delegated.
- Promote partnerships and strengthen collaboration.
Planning, Monitoring, and Reporting
- Participate in the development of detailed field activity plans in coordination with the Programme Manager.
- Ensure timely and quality preparation of project reports (weekly and monthly) for the office and donors.
- Oversee collection, verification, and validation of project indicators.
- Provide substantive input to donor and internal reporting.
- Ensure proper documentation of all activities.
- Prepare, monitor, and ensure the signing of all necessary activity-related documents, including memoranda, contracts, and handover/acceptance certificates.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Ensure implementation of MEAL processes in collaboration with the MEAL department.
- Monitor the quality and accuracy of collected data.
- Support the implementation of feedback and accountability mechanisms to beneficiaries.
- Identify risks and issues and promptly inform management.
Compliance and Standards
- Ensure field activities comply with WeWorld policies and donor requirements.
- Monitor proper use of resources, materials, and equipment.
- Follow procurement procedures within the scope of responsibility.
- Ensure compliance with local laws and regulations.
- Prepare and review documentation for audits.
Other Duties
- Perform any other tasks requested by the Programme Manager and Head of Programme, to support the effective implementation of WeWorld’s mission in Ukraine.
Job specifications
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge:
· Bachelor’s degree in Social Sciences, International Development, or related field.
· Knowledge of humanitarian and development programming.
· Understanding of project management principles, monitoring, and reporting.
Professional Experience:
· Minimum 2 years of relevant experience in humanitarian or development projects.
· Experience working with local authorities, NGOs, or community-based organizations in Ukraine.
· Proven track record of implementing field activities and managing project logistics.
Skills and Abilities:
· Strong organizational and time management skills.
· Excellent communication and interpersonal skills, able to work effectively with diverse stakeholders.
· Ability to work independently and in a team under pressure.
· Competent in MS Office; familiarity with project management and reporting tools.
· Fluency in Ukrainian and English (written and spoken).
DESIRABLE REQUIREMENTS
· Knowledge of donor reporting requirements and project cycle management.
· Experience in staff supervision and capacity building.
