WeWorld Background: 

WeWorld is an INGO working across 25 countries and is part of ChildFund Alliance. WeWorld has a long-term experience in implementing multi-sectorial responses emergencies (e.g., Syria, Palestine, Haiti, Mali). In Ukraine WeWorld has been providing multi-sectoral lifesaving assistance in Kyiv, Kharkiv, Donetsk and Mykolaiv Oblasts, and in newly liberated areas leveraging on existing partnership and capacity to timely identify and respond to needs. WeWorld offices are so far established in Kyiv and Kharkiv. 

Under the overall supervision of the Programme Manager and Head of Programme, and in close coordination with the Project Officer, the Child Protection & Education Consultant will support the technical development, implementation, and evaluation of WeWorld’s project “Rebuilding Childhoods: Integrated Support for Vulnerable Children in Kyiv” within the Child Protection and Education sectors under the Kyiv Office. 

The Consultant will be responsible for the planning, design, and development of programmatic activities in these sectors, contributing to their expansion while ensuring alignment with project objectives and strategic priorities.

Main tasks and responsibilities  

Technical Consultancy and Advisory 

- Provide technical support on Child Protection and Education-related issues across projects, ensuring quality and compliance with international standards (e.g. Sphere, Protection and Education Cluster guidelines). 

- Support the integration of gender-sensitive, inclusive, and Child Protection approaches (including PSS) into project design and implementation. 

- Ensure alignment and integration of project activities with the ongoing child care reform in Ukraine.

Needs Assessments and Programme Development 

- Lead the development of Child Protection and Education baselines for the Rebuilding Childhoods project. 

- Support programme design and adaptation based on existing assessment data and the evolving context.

- In collaboration with the MEAL department contribute to design monitoring tools, establish means of verifications and provide data analysis 

- Develop relevant Standard Operations Procedures

Programme Implementation (Rebuilding Childhoods project focus) 

- Provide technical guidance and oversight for Child Protection and Education activities in family-type homes and institutional care settings. 

- Support partners and project teams in the planning, implementation, monitoring, and evaluation of activities. 

- Deliver trainings and capacity-building sessions for national staff and partners on Child Protection and Education approaches and related methodologies.

Strategy Development 

- Lead the development of WeWorld’s Child Protection and Education Country Strategy for Ukraine, ensuring alignment with the Humanitarian Response Plan and national priorities. 

- Identify opportunities for programme scale-up, partnerships, and innovative approaches. 

- Contribute to organizational knowledge management by documenting lessons learned and best practices from Ukraine.

Other Duties 

- Perform any other tasks requested by the Programme Manager and Head of Programme, to support the effective implementation of WeWorld’s mission in Ukraine.

Job specifications 

ESSENTIAL REQUIREMENTS 

Qualifications and Knowledge 

  • Advanced degree in Sociology, Education, Psychology, Social Work, Child Protection, or related field. 

  • Strong knowledge of CPMS and INEE Minimum Standards. 

  • Good understanding of child safeguarding protocols. 

  • Excellent written and spoken English 

  • Excellent written and spoken Ukrainian 

Professional experience 

  • Minimum 3 years’ professional experience in CHILD PROTECTION/EDUCATION programming, including at least 1 year in conflict/emergency/recovery contexts. 

  • NGO previous experience and experience in emergency developing countries 

  • Experience in needs assessments, project design.

  • Experience in working with governmental authorities in Child Protection/Education
