Who are we

LWF World Service is the internationally recognized humanitarian and development arm of The Lutheran World Federation (LWF). Today, LWF is a widely recognized international organization present in over 20 countries. In response to the crisis in Ukraine, LWF Ukraine has established major humanitarian operation in Kharkiv City/Oblast in the areas of Shelter rehabilitation, Winterization, School shelter rehabilitation, Protection including Mental Health and Psychosocial Support (MHPSS) and Food and NFIs distribution. Previously, LWF Ukraine had extended humanitarian support in Chernihiv Oblast and is now carrying out needs assessment to expand humanitarian support to the affected population in Sumska Oblast. LWF Ukraine aims to support IDPs, returnees and other affected communities in the Kharkiv and Sumska Oblasts. LWF Ukraine coordinates and works closely with the Government of Ukraine, local authorities, the LWF member church, ACT Alliance members, civil society organizations, UN inter-agencies and other relevant actors for effective implementation of the programs.

Short summary of the position 

The Field Coordinator based in Romny of Sumy Oblast will work closely with LWF Ukraine Program, Finance, Construction and LWF Sub-Office Kharkiv Teams to coordinate and implement LWF Humanitarian Programs in Sumska Oblast ensuring timely, standards, and quality assurance of the livelihood, protection, MHPSS, repair of shelter/apartments, hospital and school renovation program activities in Sumska Oblast. He/she will work in accordance with LWF scheduled work plans, budget and overall policies and guidelines related to different sectors in the targeted LWF project areas in Sumska Oblast. S/he will report to LWF PC.

 Job description, requirements, and skills 

ROLE AND REPONSIBILITIES

A. Project Design and Implementation

  • Conduct need assessment of IDPs, returning and hosts particularly focusing in the areas of winterization, livelihood, education, shelter and MHPSS activities in Sumska Oblast.
  • Design humanitarian response program based on need assessment and gaps identified by local authorities and UN inter-agency clusters/sectors in Sumska Oblast.
  • Identify feasible livelihood and economic recovery options, such as agriculture and non-agriculture businesses or the IDPs, returnees and hosts and recommend startup grants for new businesses.
  • Identify quick impact activities to integrate IDPs, promote social cohesion, foster cooperation, and ensure the participation of community in livelihood, employment creation.
  • Regularly map out the local UN entities and I/NGOs working in the Sumska Oblast and recommend to the country programs for appropriate partnership and funding opportunities. 
  • Ensure effective and timely delivery of LWF planned activities as per project proposals and donors’ requirements.
  • Monitor project implementation, outputs and outcomes and ensure that all cross-cutting activities are integrated.
  • Represent LWF in clusters and coordination meeting organized by UN OCHA in Sumy Oblast to assist to IDPs residing in collective centers to provide immediate food, NFIs and winterization support to the affected population.
  • Liaising with local authorities, UN OCHA and other NGOs in Sumska Oblast to understand priorities, what is being done about them and how the LWF can intervene the programs.
  • Recommend joint programs of consortium with NGOs to create favorable conditions for IDPs, constructing modular towns and renovating schools based on the government requirements to run school on-site.
  • Facilitate in creating suitable conditions for livelihood and business development for targeted people. 
  • Maintain accurate, clear and project documentation at field office.
  • Submit high quality, analytical, and timely progress and periodic reports on project activities in compliance with LWF’s requirements and other relevant donor requirements.
  • Organize meeting with local authorities, related NGOs and UN working in Sumska Oblast and arrange all necessary logistics for LWF and donors’ visits in the project sites. 
  • Work with LWF Security Officer and ensure compliance with the Ukraine Safety and Security procedures and policies as determined by the LWF Country Security Plan.
  1. Coordination and Team Management
  • Represent LWF at General Coordination Meeting (GCM) jointly organized by Sumska Governor Office and UN OCHA.
  • Actively engage in Shelter/NFI, Food Security and Livelihood Clusters, along with NGOs R2P, "Innovative Solution," and other coordination meeting organized in Sumska Oblast.
  • Coordinate with locally operating UN and I/NGOs to effectively coordinate to consistently provide humanitarian assistance to people in need in the Sumska Oblast. 
  • Contribute LWF part in the Inter-Cluster Preparedness Plan in Sumska Oblast. 
  • Ensure efficient strategic partnerships and advocacy efforts with all relevant stakeholders.
  • Contribute to LWF Ukraine country team-building efforts, help team members identify problem solving options and engage into relevant decision-making processes.
  • Be the member of OCHA Humanitarian Notification system and utilize for LWF program designing perspective.

POSITION REQUIREMENTS

Education and experiences

  • Bachelor or Master's degree in Economics, or Management or Social Science or Agriculture or Humanitarian Affairs or any other relevant field.
  • Minimum 5-year senior experience in project management, livelihood, education, protection, recovery, etc.
  • Experience working in emergency/humanitarian/recovery context.
  • Strong management experiences in small and medium sized work-force.
  • Excellent proposal and reporting skills.

Professional standards

  • The LWF and LWF staff and volunteers must adhere to the values and principles outlined in the LWF Employee Code of Conduct (CoC) including provisions on Fraud, Corruption and Conflict of Interests as well as the Core Humanitarian Standard (CHS) and relevant LWF policies such as Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA) and Gender Justice. The staff member must conduct himself/herself both professionally and personally in such a manner as to bring credit to the LWF and to not jeopardize its humanitarian mission in Ukraine.

Personal requirements

  • Knowledge of the humanitarian context in Ukraine conflict is desirable.
  • Knowledge on Core Humanitarian Standard (CHS), Sphere Standards and other UN Inter-agencies guidelines. 
  • Proven ability to manage competing priorities in conflict and complex settings.
  • Good communication, prioritization and strong computer skills.
  • Self-awareness and proven ability to operate successfully in multi-cultural environments.
  • Ability to achieve results with high standards of professional behavior, including working in remote setting.
  • Ability to manage stress, flexible and accommodating in difficult and frustrating working circumstance.
  • Excellent language and written skills: Ukrainian and English.
