СТАБІЛІЗАЦІЯ ТА ВІДНОВЛЕННЯ БІЗНЕСУ

Проєкт USAID бере участь у розвитку стійкої та інклюзивної моделі зростання економіки в регіонах, які сильно постраждали. Проєкт USAID дає змогу українцям створювати та розвивати мікро-, малі та середні підприємства (ММСП) у перспективних секторах економіки, впроваджувати інновації та виходити на нові ринки в Україні, Європейському Союзі (ЄС) та інших регіонах. Проєкт USAID наголошує на залученні внутрішньо переміщених осіб (ВПО), жінок, молоді, ветеранів, людей похилого віку, ЛГБТКІ+ та інших вразливих груп, щоб гарантувати, що ці люди також беруть участь у розбудові економіки регіону.

Починаючи з 2025 року, Проєкт USAID відновлює свою діяльність в галузі стабілізації та відродження бізнесу у 4 східних областях (Луганській, Донецькій, Запорізькій, Херсонській) і 3 прилеглих областях (Харківській, Дніпропетровській, Миколаївській); і меншою мірою у 4 постраждалих від війни областях (Сумській, Полтавській, Чернігівській, Одеській). Програма «Стабілізація та відродження бізнесу» спрямована на підвищення економічної стійкості східної України шляхом виконання таких задач:

? ЦІЛЬ 1: Допомогти стабілізувати економіку України; та

? ЦІЛЬ 2: Підтримати стійкий розвиток мікро-, малі та середні підприємств (ММСП) в Україні.

Таким чином економіка східних і прифронтових регіонів України зможе протистояти викликам, пов’язаним із вторгненням Росії та знищенням критичної інфраструктури. Окремі особи, підприємства та органи державної влади зможуть відновити своє життя та роботу в цих регіонах, тим самим покращуючи економічну стійкість регіону.

На додачу до програми «Стабілізація та відродження бізнесу» в східних та прифронтових областях Проєкт USAID продовжує реалізувати суміжні проєкти:

· ЛОГІСТИКА ЕКСПОРТУ ЗЕРНОВИХ «AGRI-UKRAINE»; Проєкт USAID «Економічні підтримка України» є одним із ключових партнерів USAID, які реалізують «Ініціативу стійкості сільського господарства в Україні» (AGRI) із загальним бюджетом в 350 мільйонів доларів США. Ця ініціатива була розпочата у 2022 році для посилення експорту сільськогосподарської продукції з України та подолання глобальної кризи продовольства, що була загострена війною. В рамках цієї ініціативи Проєкт USAID співпрацює із громадськими організаціями та приватними компаніями з метою доповнення та залучення терміново необхідних інвестицій у транспортування та перевалку зерна.

· РОЗБУДОВА ПУНКТІВ ПРОПУСКУ ЧЕРЕЗ КОРДОН (BCP); Проєкт USAID «Економічні підтримка України» безпосередньо підтримує Уряд України, включаючи Державне агентство відновлення та розвитку інфраструктури України, Державну Митну Службу України та Укрзалізницю. В рамках цієї support The USAID project improves 42 crossing points across the state border. Modern and more efficient border infrastructure and customs procedures will reduce export costs and increase export capacity, which will allow Ukraine to increase trade volumes and advance on the path to EU integration.

· ENERGY EMERGENCY RESPONSE PROGRAM; This is one of USAID's most flexible programs. Its purpose is to solve urgent and sudden needs. The USAID Project "Economic Support of Ukraine" (USAID Project) will provide support to Ukrainian communities, state and private enterprises in solving problems with energy supply in the fall and winter (September 2024 - December 2025). The goal of the program is to minimize the impact of electricity shortages on the population and economy of Ukraine. This is an adaptive component. The USAID project may respond to other emergency needs in the context of ongoing Russian aggression and attacks on Ukraine's critical infrastructure.

About the position

Energy Security and Response Analyst for emergency situations for analyzing the implementation of energy efficiency measures together with the technical and operational teams to ensure that they are carried out on schedule and with the best quality, as well as for monitoring and evaluating their progress. The Energy Security and Emergency Response Analyst is based in Kyiv or Odesa and reports to the Energy Response Manager.

Responsibilities:

Coordination and reporting

  • Collecting factual information from beneficiaries and providing regular analysis and updated information on the progress of implementation of energy efficiency measures to the Director of Environmental Affairs and Response emergencies and to the Energy Response Manager.
  • Provide input for weekly/bi-weekly/quarterly and annual reports and presentations on EER activities and performance, followed by development of practical steps that will improve implementation processes and optimize outcomes.
  • Provide input for EER technical team reports to ensure clear and timely information is provided to management for prompt adoption solutions.
  • Conduct comprehensive screening of potential beneficiaries and suppliers.
  • Maintain accurate project documentation and reporting.
  • Provide support to the project manager and coordinator in the preparation of accurate and timely field reports and other project documentation as needed.
  • Maintain appropriate activity records in the DAI corporate system (TAMIS).
  • Cooperate with other departments and teams to ensure compliance with overall goals and objectives.
  • Maintain appropriate communication with beneficiaries on matters related to EER activities.
  • Collect and maintain data and documents related to communication and supporting beneficiaries, in accordance with USAID ERA standards.  
  • Provide assistance with written/interpreting as requested.

Procurement and Merchandise Inventory: In coordination with Procurement and Inventory teams:

  • Coordination of information and document collectionto conduct procurement procedures, environmental assessment, and inventory and transfer of goods and equipment purchased for private partners of the EER component.
  • Monitoring the progress of procurement and supplies and ensuring compliance of activities with USAID project performance plans and indicators.

Monitoring and evaluation:in coordination with the monitoring team:

  • Providing support to the monitoring team in conducting data collection required for reporting on performance indicators.
  • Coordinating and analyzing data to measure project impact and results.
  • Supporting the identification and synthesis of best practices and lessons learned to share experiences and training in the organization.

Communications:In close collaboration with the communications and process management team of changes

  • Participate in the development of monthly equipment supply and event schedules.
  • Facilitate the organization of public events, mission visits and work in close coordination with administration/logistics/liaison with in order to implement all necessary measures.

Qualifications:

  • Master's degree in project management analysis, economic analysis, business/government management or in related fields.
  • A minimum of five (5) years of experience supporting coordination, analysis or project management in an international organization is required. 
  • Proficiency in office programs (MS Word, Excel, PowerPoint, etc.)
  • Excellent professional communication and negotiation skills, the ability to find a common language with people at all levels of the organization.
  • li>Ability to work independently and in close collaboration with a team remotely. 
  • Energetic, thoughtful and creative individual with high ethical standards and appropriate professional image.
  • Extremely well-organized and goal-oriented individual with good technical skills, analytical skills, judgment and strong operational focus.< /li>
  • Fluency in English and Ukrainian, both oral and written skills communication.

ERA BACKGROUND

The USAID Economic Resilience Activity (ERA) is designed as an adaptive and flexible mechanism that supports Ukraine's immediate development needs and overall economic resilience. Ukraine's efforts to win the future – emerging from Russia's full-scale war ready to accelerate its development as a sovereign, independent, democratic, and prosperous state – require a dynamic, inclusive economic recovery.

STABILIZATION AND BUSINESS REVIVAL

ERA participates in developing a resilient, inclusive, and growth-oriented economy in severely damaged areas. ERA empowers Ukrainians to establish and develop micro, small, and medium enterprises (MSMEs) in promising economic sectors, innovate, and enter new markets in Ukraine, the European Union (EU), and other regions. ERA emphasizes the inclusion of internally displaced persons (IDPs), women, young adults, veterans, the elderly, LGBTQI+ and other vulnerable groups to ensure that these people also participate in building the region's economic success.

Starting in 2025, ERA is reviving its interventions around Stabilization and Business Revival and re-establishing a core focus on 4 eastern oblasts (Luhansk, Donetsk, Zaporizhzhia, Kherson) and 3 adjacent oblasts (Kharkiv, Dnipropetrovsk, Mykolaiv); and, to a lesser extent, in 4 war-affected areas (Sumy, Poltava, Chernihiv, Odesa). This Stabilization and Business Revival intervention area aims to improve the economic resilience of eastern Ukraine by achieving the following goals:

? OBJECTIVE 1: Provide assistance to stabilize the economy of Ukraine; and

? OBJECTIVE 2: Support the sustainable development of micro, small and medium enterprises (SMEs) in Ukraine.

Consequently, the economy of eastern and frontline communities in Ukraine will be able to withstand and respond to the challenge presented by Russia's invasion and destruction of critical infrastructure; and individuals, businesses and government partners will be able to rebuild their lives and operate in these regions, thereby improving the economic resilience of the region.

In addition to Stabilization and Business Revival in the east and frontline oblasts, ERA continues to support complementary intervention areas:

· AGRI-UKRAINE GRAIN EXPORT LOGISTICS; USAID’s Economic Resilience Activity (ERA) is one of USAID’s core partners implementing the $350 million Agriculture Resilience Initiative – Ukraine (AGRI) that was established in 2022 to bolster Ukrainian agricultural exports and alleviate the global food security crisis exacerbated by the war. Under AGRI-Ukraine, ERA partners with public and private companies to complement and leverage urgently needed grain transportation and transshipment investments.

· BORDER CROSSING POINTS (BCP) IMPROVEMENTS; ERA directly supports the Government of Ukraine, including the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI), the State Customs Service and Ukrainian Railways, to upgrade 42 of Ukraine’s BCPs. Modern and more efficient border infrastructure and customs procedures will reduce export costs and increase export capacity, enabling Ukraine to scale trade and advance its path to EU integration.

· ENERGY AND EMERGENCY RESPONSE SUPPORT; As one of USAID’s most flexible activities that responds to emerging and/or emergency needs, ERA is expanding its interventions that assist Ukraine businesses, communities or individuals in the fall and winter (September 2024-December 2025). The goal is to minimize the impact on the Ukrainian people and economy given recent power deficits. This is an adaptive component and ERA may also need to respond to other emergency needs in the face of ongoing Russian aggression and attacks on Ukraine’s critical infrastructure.

JOB OVERVIEW 

The EER Analyst is responsible for analyzing the implementation of EER interventions with Technical and Operations teams to ensure they are implemented according to schedule and to the best quality, as well as for monitoring and evaluating on their progress. The EER Analyst is based in Kyiv or Odesa and reports to the Energy Response Manager.

RESPONSIBILITIES:

Emergency & Energy Response (EER) Coordination and Reporting:

  • Collect the actual information from the beneficiaries and provide regular analysis and updates on the progress of EER interventions implementation to the Director for the Environment and Emergency Response and Energy Response Manager.
  • Provide inputs to weekly/biweekly/quarterly, and annual reports and presentations on EER activities and performance results with further development of actionable steps that will improve implementation processes and optimize results.
  • Provide inputs to the EER Technical Team reports to ensure clear and timely information is provided to the management for prompt decision-making.
  • Conduct Due Diligence of potential beneficiaries and vendors.
  • Maintain accurate project documentation and records.
  • Support EER Manager and EER Coordinator on accurate and timely field reports and other project documentation as required.
  • Keep respective activity records in the DAI corporate system (TAMIS).
  • Collaborate with other departments and teams to ensure alignment with overall goals and objectives.
  • Maintain proper communication with the EER’s beneficiaries on the issues related the EER activities.
  • Collect and maintain the data and the documents related to the beneficiaries’ communication and support according to USAID ERA standards.  
  • Assist with translation/interpretation when requested.

Procurement and Inventory of goods: in coordination with the Procurement and Inventory Teams:

  • Coordinate gathering information and documents for procurement procedures, Environmental Assessments, and inventory and transfer of the goods and equipment purchased for the EER private partners.
  • Monitor procurement and delivery progress and ensure that activities are aligned with the USAID ERA plans and performance indicators.

Monitoring & Evaluation: in coordination with the M&E Team:

  • Support the MEL team in conducting necessary data collection to report against EER performance indicators.
  • Coordinate and analyze data to measure project impact and outcomes.
  • Support identification and synthesis of best practices and lessons learned for organizational sharing and learning.

Communication: in coordination with the Communications Team:

  • Contribute to development of monthly equipment delivery and event schedules.
  • Facilitate the organization of public events, mission visits, and work in close coordination with Admin/Logistics/Communications to make all necessary arrangements. 

QUALIFICATIONS

  • Master's degree in Project Management Analysis, Economic Analysis, Business/Public Administration, or related fields.
  • Minimum five (5) years of experience supporting project coordination, analysis or management with an international organization is required. 
  • Proficiency in office software applications (MS Word, Excel, PowerPoint etc.)
  • Excellent professional communications and negotiation skills and who can relate to people at all levels of an organization.
  • Ability to work independently and in close cooperation with a team remotely. 
  • An energetic, thinking-forward, and creative individual with high ethical standards and an appropriate professional image.
  • An extremely well-organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
  • Fluent English and Ukrainian communication skills, both oral and written.
