Save the Children
Humanitarian NGO Platform in Ukraine was founded in February 2023. It currently accepts applications for membership from local, national and international non-governmental organizations that are actively involved in humanitarian response in Ukraine. The platform aims to support and facilitate the work of its members in order to effectively and efficiently respond to the humanitarian needs of people affected by the conflict. This is done through advocacy, coordination, information exchange, representation and interaction with external stakeholders.
The three strategic directions of the NGO Platform include: advocacy, localization and coordination at the national and sub-national levels. The Secretariat currently consists of a Director, a Deputy Director, a Policy and Advocacy Advisor, and a Communications and Administration Specialist, and is supported by a Steering Committee comprised of five NGOs, including the host organization of the NGO Platform, Save the Children. Currently, the NGO Platform has more than 130 members.
Purpose of the position:
The Director of the NGO Platform heads the activities of the Platform under the leadership of the Executive committee The Director ensures the achievement of results in accordance with the decisions of the General Assembly and the Statute, mobilizes the appropriate resources for the work of the NGO Platform and guarantees the proper representation of NGOs in various coordination mechanisms. A key component of the role is to directly manage a small Secretariat team, ensuring clarity of priorities, consistent application of internal procedures, effective planning and monitoring of tasks, and close coordination between work areas (coordination, advocacy, communications and sub-national engagement).
The Director also represents the NGO Platform and its members in coordination groups and is responsible for building and maintaining effective external relations stakeholders, in particular with the UN Humanitarian Coordinator, ECHO and other donors, civil society networks and authorities. The platform must effectively interact with the Government of Ukraine on issues of access and legal aspects of collective importance to its members. The Director of the NGO Platform contributes to the observance of humanitarian principles and the preservation of the humanitarian space.
Main duties:
General responsibilities
Ensure effective coordination and communication between NGOs, working groups, donors, the UN and other stakeholders. Coordination is one of the key elements of this position.
Prespromote the NGO Platform at the external level.
Lead the development, implementation and periodic review of the NGO Platform Strategy and the annual work plan.
Provide the leadership of the Platform in conditions of operational, political or financial shocks affecting the NGO.
Directly manage the staff of the Platform Secretariat NGOs to fulfill defined tasks and responsibilities.
Attract and manage financial resources for the operational activities of the NGO Platform, prepare project proposals, budgets and reports in coordination with Save the Children.
Promote the active involvement of members and ensure that the activities of the Platform meet their needs.
Provide leadership in the field of localization - promote meaningful participation of Ukrainian NGOs and fair interaction between national and international actors.
Report to the Steering Committee and represent the Secretariat at its meetings.
Manage risks, understand their nature and implement appropriate measures to minimize them as needed.
Ensure compliance and compliance with Save the Children policies, procedures and guidelines and donors.
Within his role, support coordination of strategic interagency efforts in the areas of protection (Protection), accountability to the affected population (AAP) and prevention of sexual exploitation and violence (PSEA) through active interaction with relevant working groups (Protection Sector WG, AAP WG, PSEA Task Force).
Lead effective interaction with key national and international coordination mechanisms and networks (Alliance of Ukrainian CSOs, ISAR Yednannia, ICVA, InterAction, etc.).
Be the main contact person/entry point for the UN, donors, global networks and NGO consortia, as well as, if necessary, for authorities in interaction with the NGO humanitarian community.
Lead strategic interaction with the Government of Ukraine on access issues and legislative initiatives identified as priority by Platform members.
Together with NGO Platform members, the Steering Committee and the Advisor on issues advocacy and policy to develop and articulate common advocacy positions, key messages and strategies; prepare high-quality, thoroughly researched analytical and positional documents.
To be successful, you must have:
Minimum 5 years of experience in a managerial position in humanitarianor restorative context.
Experience of working in complex and unstable environments.
Experience as a head of mission/director of representation and/or NGO forum coordinator.
Deep understanding of humanitarian architecture and its mechanisms.
Proven experience of representation in interaction with donors and diplomatic missions; developed tact and diplomacy skills.
Effective team, operational and budget management skills.
Knowledge and hands-on experience in coordination and advocacy.
Proven ability to work autonomously under pressure and remain flexible, including meeting deadlines, multi-tasking and responding to competing and changing circumstances requirements.
Fluency in English (oral and written).
Preferred:
Knowledge of one or more languages relevant to the region is an advantage.
Experience in developing and implementing tools and resources to support NGO networks - national, joint and/or international advantage.
