The MEAL deputy manager will be responsible for the implementation of MEAL strategies and implementation plans throughout Ukraine.   He/she will support the MEAL Manager in the development of strategies, work plans, data collection tools and SOPs and provide key input to Area MEAL staff. The Deputy MEAL Manager will ensure that MEAL strategies reach baseline and are updated based on learning generated at baseline.

Responsibilities and Responsibilities

  1. Line management and capacity building of territorial officersMEAL

a) Support in the development of a work plan for MEAL regional offices and oversee the implementation of MEAL activities in the implementation areas;

b) Provide ongoing technical support and capacity building for MEAL staff in areas of implementation; 

c) Conduct staff evaluations and provide recommendations to the MEAL manager regarding staff retention and/or promotion.

2. Oversee the implementation of MEAL activities in the designated areas of activity in the Office in Ukraine

a) Development and management of the MEAL work plan at the country level;

b) Manage mobilizing resources for MEAL activities, coordinating with human resources and logistics departments as needed;

c) Develop and update data collection templates and ensure availability of appropriate tools for all MEAL activities taking place in the defined focus area;< /p>

d) Develop TOR for all MEAL activities,  including recommendation sampling strategy, timelines, work planning and resource mobilization.  

3. Lead data analysis and training activities;

a) Develop PowerBI dashboards and Excel databases to ensure data collected by regional staff can be analyzed in real-time ;

b) Support   MEAL reporting processes, including PDM reports, evaluation reports and project updates; 

c) Help in the transformation of MEAL data into programmatic training at the regional and country level.

4. Support the development and implementation of the MEAL strategy across the country

a) Collaborate with the MEAL manager to develop MEAL strategies and approaches at the country level;

b) Ensure that country-level strategies are below baseline and includebase-level findings in strategy updates.

Key qualifications

  • Bachelor degree in international relations, project management, statistics or relevant degree;
  • Professional experience in data collection, analysis and reporting;
  • Fluency in Ukrainian and Russian languages;
  • Fluency in English;
  • li>Experience in managing personnel and management teams;
  • Experience in data visualization using Power BI;
  • Flexibility and adaptability to constantly changing needs and responsibilities;
  • Ability to work independently, willingness to learn;
  • Good organizational, communication and interpersonal skills;
  • Experience in humanitarian monitoring and evaluation.
