Together with national, regional and local authorities, civil societies, private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop people’s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development. The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighbouring countries; and devastating destruction of infrastructure. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible. UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs. Responding to the challenges posed by the full-scale war, the United Nations Development Programme (UNDP) in Ukraine is supporting national authorities in Ukraine to conduct recovery planning and implementation based on verifiable evidence and quantitative data. UNDP project ‘Strengthening Evidence-Based Recovery in Ukraine’ (Project) aims to address emerging needs for enhanced data-driven recovery planning identified through continuous consultations with national and local stakeholders and international community members. The Project will leverage the comprehensive data collected during its initiation phase, including digital maps from the building damage assessment (BDA), satellite imagery, and orthophoto plans. This data will be used to enhance resilience and efficiency in recovery and development through a collaborative, multi-faceted approach that includes further investment in capacity development for data handling, digital literacy, and geospatial analysis for the target community members and partners, i.e., local, regional and national authorities as appropriate. The Project also emphasizes the establishment of systematic and gender and disability-disaggregated data, wherever applicable, aswell as collection methods to enhance local service delivery, planning, and monitoring for targeted communities. To ensure sustainability and national ownership, the Project will facilitate the establishment of a Knowledge Recovery and Replication (RKR) Hub to support communities in adopting digital tools, exchanging best practices, and conducting research on data usage for improved recovery processes. Based on the above, UNDP Ukraine is seeking a qualified Data Analyst who will join the Project team under the overall supervision of the Project Manager and will work on providing actionable analysis for UNDP Ukraine and the national partners.Task descriptionUnder the supervision of the Strengthening Evidence-Based Recovery in Ukraine Project Manager, the incumbent will be responsible for the following key tasks:Platform development/ customization- Translate UNDP’s business/information needs into a common Management Information System (MIS).- Utilize available UNDP CO-endorsed IM tools. i.e. ActivityInfo, to facilitate the data and information management across projects and portfolios.- Develop and maintain the digital infrastructure, via e.g. ActivityInfo among other available solutions, for the RKR Hub by building the Hub’s MIS and ensuring that it can facilitate knowledge sharing, data exchange, and the replication of best practices across communities.- Design, develop and keep up to date the reporting dashboards, reports, data extracts and other business intelligence solutions such as Power BI, Power Apps and Flows linkages.- Design, manage and compile analysis reports for online surveys and assessments.Data Collection- Source, collect relevant datasets and establish connections with relevant organizations as necessary.- Support collection of data that supports the RKR Hub’s objectives, such as gender and disability-disaggregated data, environmental impact data, and other thematic data essential for comprehensive recovery programming.- Participate in the Secondary Data Review (SDR) process to support the SDR team in tagging and visualizing the compiled data.Data Management & Analysis- Ensure that all collected data is stored in line with global best practice Data Management Guidelines- Ensure that data is revised and cleaned and that all revisions are recorded.- Utilize advanced analytics tools like AI and machine learning to analyze data collected for the RKR Hub, providing actionable insights that can be shared across communities to support evidence-based recovery strategies.- Keep relevant reporting documents and internal UNDP pages updated within his/her area of responsibility.Capacity development- Prepare and deliver capacity development modules internally and to government counterparts on relevant topics. - Provide other consultations to the UNDP Ukraine upon request. - Organize and participate in relevant meetings and prepare presentations and briefings.QualificationsMaster's degree or equivalent in IT, Informatics, Data Analysis or related fields.7 years of experience in solution development using SharePoint, SharePoint Online, Power Platform or similar technologies.English, Level: Fluent, RequiredUkrainian, Level: Mother tongue, RequiredExcellent interpersonal skillsKnowledge of office software packages (Word, Excel etc.)Analytical and system thinking.Excellent communication and organization skills.Allowances:• Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 2076• USD 400 entry lump sum, one-time payment.Medical and life insurance:• Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage.
