General information

The Partnership for a Strong Ukraine Phase 2 (PFRU-2) program is a multi-year donor program implemented under the management of the UK Foreign, Commonwealth and Development (Foreign) Ministry in cooperation with the Ukrainian government. The goal of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.

Activities of the strategic project "Reclaim" PFRU-2 are focused on purposeful interaction with Ukrainian state bodies at the national and local levels and civil society in order to maintain political attention, social awareness, communications and operational readiness regarding temporarily occupied territories (TOT). The project aims to counteract the Russian Federation's attempts to isolate these territories and, instead, to improve the conditions for long-term reintegration and strengthening of social cohesion. Reclaim strengthens Ukraine's capacity to develop and implement a coherent, inclusive, evidence-based response to TOT-related challenges by harmonizing public policy processes, coordinating stakeholders and ensuring effective knowledge sharing between authorities, civil society and international partners.

Purpose:The task of the consultant(s) is to provide analytical expertise to the Reclaim strategic project PFRU-2 with emphasis on temporarily occupied territories (TOT). The consultant will provide support to components 1, 2, 3 by processing, systematizing, analyzing and visualizing data from socio-political, media and other research. Thanks to this work, evidence-based recommendations and conclusions will contribute to the achievement of program goals, will be taken into account in decision-making and will strengthen the sustainability of TOT of Ukraine.

Main responsibilities. The consultant will perform the following tasks:

  • Creation of visually compelling, interactive dashboards and maps to present research results and provide practical conclusions.
  • Processing and systematization of datasets from socio-political, media and other research.
  • Comprehensive analysis of datasets from research conducted with the support of Reclaim, integrating various sources into unified models to identify trends, correlations and dependencies.
  • Preparation of comprehensive reports with detailed information on analysis results and recommendations for expert and non-expert audiences of interested parties.
  • Creation and maintenance of a repository of research materials for the Knowledge to Action (K2A) platform in the format of a dashboard.
  • Analytical support K2A.

Qualifications:

  • Bachelor's degree in sociology, economics or related field preferred.
  • Minimum five years of professional data analysis experience.
  • Proven experience with statistical/analytical tools (SPSS, Python, R) and data visualization platforms (Tableau, PowerBI, Excel, others).
  • Proven ability to systematize and analyze complex data setsx and form practical conclusions.
  • Strong organizational, reporting and communication skills.
  • Knowledge of the Ukrainian socio-political context, in particular regarding issues related to TOT, as well as familiarity with local NGOs, public organizations and stakeholders in government structures.
  • Fluent command of the Ukrainian language in written and oral form; command of the English language is desirable.

Management of the work of the consultant:
The consultant will report to the senior advisor on analytical work and work in close cooperation with the RECLAIM team.

Period of work:

February 23, 2026 - June 29, 2027 r.

Level of engagement (LoE):

15 days per month

The position involves working in Kyiv (Ukraine).

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded program managed by the UK's Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Within PFRU-2, the Reclaim Strategic Project focuses on targeted engagement with the Government of Ukraine at national and local levels, as well as with civil society, to sustain political attention, social awareness, connections, and operational preparedness regarding the Temporarily Occupied Territories (TOTs). The project seeks to counteract Russia's efforts to isolate these areas and instead improve conditions for long-term reintegration and social cohesion. Reclaim strengthens Ukraine’s capacity to design and implement coherent, inclusive, and evidence-based responses to TOT-related challenges by harmonising policy processes, coordinating stakeholders, and ensuring effective knowledge flows across government, civil society, and international partners.

Purpose: The purpose of this assignment is to provide analytical expertise to the Reclaim Strategic Project under PFRU-2, with a focus on Temporarily Occupied Territories (TOTs). The consultant will support Workstreams 1, 2, and 3 by processing, systematizing, analyzing, and visualizing data from socio-political, media, and other studies. This work will ensure that data-driven insights reinforce programme objectives, inform decision-making, and strengthen the resilience of Ukraine’s TOTs.

Principal Duties and Responsibilities:

The consultant will carry out the following tasks: 

  • Create visually compelling and interactive dashboards and maps to communicate research outcomes and provide actionable insights.
  • Process and systematize the datasets from socio-political, media, and other studies.
  • Perform comprehensive analysis of datasets from Reclaim-supported studies, integrating multiple sources into unified models to identify trends, correlations, and dependencies.
  • Generate comprehensive reports detailing analytical results and recommendations for technical and non-technical stakeholders.
  • Maintaining a repository of studies for the Knowledge-to-Action (K2A) Platform in dashboard format.
  • Analytical support to the K2A.

Qualifications:

The consultant will report to Senior Analytical Advisor while working in close cooperation with RECLAIM team.
