The objectives of the mission are to improve or restore equal access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.


The MEAL consortium specialist works as part of the team of the consortium management department. He/she will be in close contact with the 5 partner organizations in order to unify the MEAL strategy at the level of the entire consortium. He/she will be tasked with preparing analysis (including maps, charts, graphs and/or dashboards) of data resulting from project implementation process monitoring and providing technical report writing support. He/she will also be involved in improving the quality of collection processes, the consortium's accountability strategies and training.


TASKS AND RESPONSIBILITIES 

Analysis and protection data 

  • Supported by the MEAL Consortium Manager, he/she will provide regular analysis of data generated through the partner feedback and complaint mechanisms.
  • He/she will communicate key findings to the organizational and program teams of the partner organizations and the management of the consortium.
  • He/she will support the collection and analysis of all relevant information on project implementation and will develop dashboards, maps and/or charts and send them to partner contacts, consortium management and other stakeholders.
  • Supported by the MEAL Consortium Manager, he/she will conduct quality assessments data to find solutions on how to improve the quality of the data collected.
  • The MEAL specialist will primarily work with secondary data collected partners.

Communication with communities and other stakeholders

  • He/she will provide programmatic information about the project to the communications manager and assist with the creation of key messages for target communities and other stakeholders. 
  • Supported by the MEAL Consortium Manager, he/she will develop strategies to inform communities and other stakeholders about key programming points.

Organizational< strong>/project learning

  • With the support of the MEAL Consortium Manager, he/she will develop tools and plan practical sessions to identify and accumulate best practices and lessons learned among all consortium partners.
  • Working closely with the MEAL Consortium Manager, he/she will conduct assessments and collect/report onand relevant results related to the accountability systems implemented by each partner.

Territory coordination and management

  • He/she will liaise with members of the Consortium Executive Office team and perform tasks as directed.
  • He/she will communicate with partner teams and other field personnel as needed, receiving and providing information.
  • He/she will compile the results accountability reports provided by the partners and will assist in the writing of the result accountability consortium report.
  • He/she will participate in MEAL Working Group meetings, Consortium Management Unit meetings, and MEAL Consortium Team meetings.


QUALIFICATION REQUIREMENTS

Education:

At least a bachelor's degree in administration, " economy" or a related specialty with social sciences.

Work experience:

At least 2 years of experience with data quality processes, data analysis, information management.

It is also expected that the candidate is familiar with humanitarian work.

Languages:

Fluency in Ukrainian and English at a professional level

< strong>Knowledge and skills:

data collection, excellent communication skills, data security.

PC proficiency:

Experienced package user Microsoft Office (with a focus on Excel and Word). Data analysis and/or visualization tools (eg Power Bi)

GENERAL OBJECTIVE

Consortium MEAL Officer will work as part of the Consortium Management Unit team. S/he will be in close contact with the 5 partners to support on the harmonization of the MEAL strategy consortium wide. S/he will be asked to provide analysis (including maps, charts, graphs and/or dashboards) from the data resulting from the monitoring of the project implementation and provide support in the writing of technical reports. Also, s/he will support the improvement of the data collection and management processes, accountability and learning consortium’s strategies.

TASKS AND DUTIES

Data Analysis and data protection 

  • With the support of the consortium MEAL manager, s/he will provide regular analysis of the reported data from the partners’ Feedback and Complaint Response Mechanisms (FCRM).
  • S/he will communicate key findings to the partner organization’s programmatic teams, and the Consortium Management Unit (CMU).
  • S/he will support the collection and analysis of all relevant information (such as surveys) regarding project implementation, and will design dashboards, graphs, maps and/or charts and share them with partners’ focal points, Consortium Management Unit members and other stakeholders.
     
     
  • The MEAL officer will work mainly with the secondary data collected by the partners.
  • S/he will support the implementation of strong data security measures within the Consortium.
  • With the support of the Consortium MEAL Manager, s/he will contribute to the data quality assessments, in the search of how to improve the quality of the data collected.
     

Communication towards communities and other stakeholders

  • S/he will provide programmatic information regarding to the project to the communication manager and support the design of key messages for the targeted communities and other stakeholders.
  • With the support of the consortium MEAL manager, s/he will design strategies to inform implementing partners regarding the programmatic milestones.


Data management and reporting

  • Design and dissemination of indicator reporting tables, as needed and required by donor reporting milestones and partners preferences.
  • Review and compile monthly, semi-annual, and annual indicators’ measures, ensuring consistency across different consortium documentation. 
  • Storage and backup of data used at CMU.
     
  • In collaboration with the MEAL Manager and MEAL focal points, to contribute to the documentation and harmonization of beneficiary counting and reporting methodologies. 
  • Provide technical support and recommendation to partner organizations regarding data management when needed. 

Co-ordination and area Management

  • S/he will liaise with the Consortium Management Unit team members and undertake tasks as instructed. 
  • S/he will communicate with partners’ teams and other staff in the field as required, obtaining and delivering information.
  • S/he will participate in the MEAL WG meetings, in the CMU meetings and in the Consortium MEAL team meetings.


QUALIFICATIONS

Education Degree: 

At minimum BA degree in an administration, economics or social sciences related field.

Work experience: 

At least 2 year of experience with data quality processes, data analysis, information management.

It’s also expected that the candidate is familiarized with humanitarian work.

Language Skills: 

Fluent in Ukrainian, Russian, and English at professional level

Knowledge & skills: 

Data collection, excellent communication skills, data security.

Computer skills: 

Advanced user of Microsoft Office (with focus on Excel and Word). Data analysis and/or visualization tools (e.g., Power Bi)
