MISSION :

MdM provides emergency medical aid in disaster and crisis situations, works collaboratively to ensure universal access to healthcare and, if possible, assists with reconstruction measures. The MdM Network works collaboratively to ensure universal access to healthcare. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background. We provide care, bear witness, and advocate for social change, as well as fighting injustice. 

MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field office in Vinnytsia. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

The Consortium Manager is based in Dnipro (with field visits to other MdM’s Germany locations).

JOB SUMMARY

Under the supervision of the Programme Coordinator, she/he will be responsible for successful implementation of the projects funded by German institutional and private donors, implemented by MdM GE in consortia with other MdM chapters and partner NGOs. The Consortium Manager will oversee coordination, operations, communication, grants compliance and MEAL- related responsibilities to ensure that the project delivers its objectives effectively, on time, and in compliance with the donors’ requirements.

RESPONSIBILITIES DESCRIPTION: 

Key responsibilities

Project Coordination and Management

  • Mange implementation of the MdM German donor funded projects in Ukraine according to the projects’ strategy, chronogram of activities and budget.  
  • Facilitate effective collaboration and communication between the consortia partners to ensure smooth implementation and synergy, by organizing coordination meetings, participating in coordination mechanisms, and tracking and facilitating accomplishment of agreed actions, including follow-up on these actions.
  • Lead the new project proposal writing, in coordination with MdM Health, Mental Health and Programme Teams.
  • Work with the MEAL officers of the operational partners to track project progress against indicators and targets, to consolidate any identified challenges or deviations, and suggest corrective action. 
  • Track the quality of project implementation by monitoring compliance with donor requirements, technical standards, and recommend best practices in collaboration with technical referents from all the consortia partners. Facilitate the design and implementation of program quality tools according to teams’ needs and recommendations. 
  • Risk management: Identify and assess potential risks to the project, recommend mitigation strategies, and monitor risks throughout the project lifecycle.
  • Guide partners to ensure compliance with donors’ and partners’ policies related to financial management, procurement, and reporting through providing presentations and sharing timely and up-to-date key documents on important contractual stipulations, donor compliance, and deadlines
  • Ensure timely and accurate maintenance of the project files on MdM SharePoint.
  • Prepare the required documentation whenever modification requests have to be submitted to the donors.
  • Plan and coordinate donor reporting processes, including definition of roles and responsibilities of each partner; compiling, editing and providing feedback to ensure the development of high-quality reports, plans and other related key documents. 
  • Consolidate operational partner reports, review and ensure consistency across all submission documents including Annexes, highlighting key achievements, challenges, and learning.
  • Guarantee timely submissions, complying with donor reporting requirements.
  • Ensure smooth financial management of the project: in collaboration with the operational partners’ finance and admin teams, track the budget monitoring, forecasts, and financial reporting and participate in monthly budget follow-ups (BFUs), document and follow-up BFU actions.
  • Prepare necessary documentation, such as reports, presentations and organizational documentation, to share with Consortium stakeholders, including briefings for external entities.
  • Foster program sustainability by maintaining relations with the donors, in coordination with MdM-GE HQ.
  • Support the visibility and communication actions of MdM in Ukraine, in coordination with MdM-GE HQ team and the operational partners’ Communication teams. 

Capacity building

  • Foster an environment of knowledge-sharing among consortium members and local partners.
  • Identify the needs of capacity building and technical support amongst consortium members and coordinate with the technical teams of MdM-GE and operational partners to provide the requested support. 

Other duties 

  • Represent MdM GE in external coordination meetings and establish/maintain good relationships and regular contacts with national/regional stakeholders.
  • At the request of the General Coordinator, provide support during assessments, surveys and/or field visits.
  • Contribute to the monthly situation report (SITREP).
  • Participate actively in regular MdM meetings.
  • Contribute to the compliance with security rules on the mission and share all information related to security with the General Coordinator.
  • Performs other duties on request of the Programme Coordinator.

REQUIRED QUALIFICATIONS:

University graduate/post-graduate degree.

REQUIREMENTS:

  • Language requirements: Full working proficiency in English and Ukrainian is a must.
  • Analytical mindset and good writing skills.
  • Computer requirements: Competency in MS Word and Excel. 

EXPERIENCE:

The successful candidate must have:

  • At least 5 years of total work experience of those at least 3 years of working experience in Ukraine.
  • At least 2 years of working experience with an NGO or UN agency, in a position directly related to project/grant management.
  • Experience in working with GFFO/BMZ funding is a strong plus.
  • Willingness to travel between Oblasts and perform monitoring/field visits.
