According to the UN, more than 300,000 people in these regions need support, but financial resources for evacuation are limited.
Project "Emergency assistance and evacuation support" from Team4UA offers a comprehensive solution that provides safe transportation and temporary housing for civilians from risk areas. The TERA Consortium, created by Team4UA together with Ukrainian NGOs, includes East SOS as a leading associate partner, as well as the Charitable Organization Aid Coordination Center and Angels of Salvation as members of the Consortium, coordinating evacuation efforts with a focus on vulnerable population groups.
Team4UA Description:
Team4UA is a Ukrainian charitable organization established in March 2022 with experience in the field of emergency relief, recovery and innovative reconstruction projects. We cooperate with UN agencies (WFP, UNICEF) and international organizations and foundations (Mercy Corps, TED). Since its founding, Team4UA has provided humanitarian assistance to 2.3 million people, including implementing projects such as the construction of a school in Lviv using 3D concrete printing technology.
Team4UA was created by a team of former technology entrepreneurs who combined their skills and experience to solve the most important long-term needs of Ukraine. The organization has extensive experience working in frontline regions and areas most affected by hostilities, in particular near the border with Russia. Since the beginning of the full-scale invasion, our activities have covered the most difficult-to-reach areas, as well as those with the highest concentration of internally displaced persons or people returning home.
Team4UA teams are based in Lviv, where they provide administrative and financial support, in Kyiv, where our headquarters is located, and in Dnipro, where operational activities, monitoring and evaluation of projects are carried out.
General summary of the position: p>
The Consortium Manager is responsible for the implementation of the project "Emergency assistance and evacuation support » and coordinates the activities of the TERA Consortium created by Team4UA. This unique operating structure requires daily coordination to ensure quality work.
Under the direction of the Operations Director, the Consortium Manager provides strategic project management, effectively allocates resources and leads a team to achieve goals on time, within budget and in accordance with internal policies and donor requirements.
He/she works closely with the operational and program departments, controls the quality, monitoring and evaluation of the project, and also ensures accountability. The manager also maintains communication with partners, donors, government agencies and other stakeholders, representing the interests of the Consortium TERA.
Tasks and duties:
1. Strategy and vision:
- Support the Director of Operations in the implementation of the strategic vision of the project, covering all aspects of its development, implementation and management.
- Ensure high quality of programs through the implementation of innovations, use of experience gained, adaptation to change and integration of related programs to maximize impact.
- Create an environment that encourages innovative approaches and alternative points of view
- Contribute to the monitoring, evaluation and analysis of the program department to identify areas for improvement of the projects.
- Lead TERA Consortium task forces by acting as the head of the project management team projects or their representatives from all members of the Consortium.
- Prevent or minimize risks associated with implementation project, following the plan, as well as share best practices and lessons to improve the efficiency and expertise of the Consortium as a whole.
2. Project management:
- Responsible for the organization and implementation of field operations and project activities in accordance with the work plan, project documentation and strategy. Develop and implement standard operating procedures (SOPs), including partnership frameworks, beneficiary selection and capacity development processes NGO/CSO.
- Support the head of the operational department in coordinating the work of the team, ensuring timely implementation project according to objectives, budget and plan, using effective monitoring and evaluation systems.
- Oversee field teams, ensuring that all activities comply with humanitarian principles, the Team4UA Code of Conduct, as well as the principles of gender equality, diversity and inclusion.
- Coordinate with Program Manager, Executive Director, and administrative and financial staff to ensure appropriate logistics, HR resources and transport, adhering to the Team4UA policy.
- Provide management support for office staff in Dniprori, promote harmonious work of the team, open communication and compliance with the reporting schedule.
- Control the activities of Consortium members and partners by monitoring their agreements, ensuring compliance with the goals, budget and rules of donors and Team4UA.
- Develop and maintain partnerships with local communities, government agencies and other stakeholders.
- Together with the monitoring team, integrate analysis and evaluation at all stages of project implementation, contributing to adaptive management and improvement.
- Perform additional tasks of the head of the operations department.
3. Team Management:
- Provide support to new team members, including orientation and mentoring as needed .
- Provide the team with the necessary resources, tools and information to achieve goals and increase efficiency.
- Form a work environment that promotes professional growth, sustainability and well-being in complex tasks.
- Support teamwork, assist in problem solving, and involve all members in decision-making processes.
- Set clear expectations, promote accountability, and provide regular constructive feedback.< /li>
- Develop planning and performance management systems, consolidate work plans to ensure timely completion of tasks.
4. Financial management and compliance:
- Monitor compliance with donor and Team4UA rules, ensuring transparent use of financial resources.
- Support the operations director in the implementation of systems for effective budget and financial management.
- Control costs, forecast possible balances or deficits and make timely changes to the budget.
- Ensure compliance with internal control procedures, high standards of accountability, and timely preparation of reports for donors and internal needs.
5. Coordination and representation:
- Build and strengthen partnerships with Consortium members and local partners .
- Ensure effective communication to achieve project goals and fulfill obligations to donors.
- Represent Team4UA in front of state structures, donors, NGOs and other stakeholders at the regional and national levels.
- Coordinate the activities of the Consortium members (East SOS, RCC, AOS) and the CSO network, supporting interaction and joint work.
- Establish communication relations with local authorities, partners and communities to ensure support and recognition of the Team4UA project and the Consortium TERA.
- Demonstrate high flexibility, professionalism, ethical standards and integrityhu to all participants in the process.
- Coordinate work with partners, sub-grantees, the government and other executors, as well as interact with Team4UA employees.
Candidate requirements:
- Bachelor's degree in program management, development or humanities (Master's degree preferred).
- At least 5 years of management experience, including 2+ years of work in the field of humanitarian response.
- Experience in managing intersectoral programs. Desired experience in the following areas: program management, protection, resettlement of IDPs.
- Strong team coordination skills, ability to listen and reach consensus.
- Fluent command of the Ukrainian language and a high level of English (oral and written communication).
- Excellent interpersonal and communication skills, ability to build partnerships and represent the organization at various levels, including working with government officials, community leaders, local and international organizations.
- Attention to details, adherence to procedures and deadlines, ability to work independently and in a team, taking initiative.
- Desirable experience of working on UHF-funded programs and in the regions of Eastern or Southern Ukraine.

Contract: until August 29, 2025 (in connection with the end of the project) with the possibility of extension if there are new ones.
