Duties of the chief specialist:

1) organization and conduct of work on personnel management issues;

2) provision of planning of individual programs of civil servants;

3) ensuring the preparation of draft orders from the personnel, from the main activity, regarding the granting of vacations and other personnel issues as necessary;

4) ensuring the registration, formation and storage of personal files of the employees of the Department;

5) ensuring selection of qualified personnel, and in the case of resumption of public service competitions, preparation and conducting them;

6) organization of keeping military records of employees of the Office;

7) control over the development of job instructions for civil servants in structural divisions of the Office;

8) compliance with the requirements for filling out the employee's work books;

9) maintaining the HRMIS program for filling in information on personnel issues; style="font-style: normal; font-weight: 400">11) interaction with employees of the Department regarding the provision of consulting assistance on problematic issues;

12) conducting work on issues of prevention and detection of corruption (implementation of anti-corruption measures, risk assessment, counseling of employees, identification of conflicts of interest, monitoring of compliance with anti-corruption legislation)

13) communication with the Head Office of the State Treasury Service of Ukraine in the Ternopil region;

14) execution of other instructions of the head of the institution.

Requirements for the position:

1. Having a higher education not lower than a junior bachelor or bachelor;

2. Fluency in the state language.

Remuneration conditions:

positional salary - UAH 13,633.00, seniority allowance and allowance for the official salary for the rank of civil servant in compliance with the current legislation of Ukraine.

Work schedule:

Mon-Thurs from 9:00 a.m. to 6:00 p.m., Fri from 9:00 a.m. to 4:45 p.m.

Lunch break from 13.00 to 13.45.

By the Decree of the President of Ukraine dated 24.02.2022 No. 64/2022 "On the introduction of martial law in Ukraine", approved by the Law of Ukraine dated 24.02.2022 No. 2102-IX, martial law was introduced on the territory of Ukraine, and by the Decree of the President of Ukraine dated 17.05.2022 No. 341/2022 "On the extension of martial law", approved by the Law of Ukraine No. 2263-IX of 22.05.2022, martial law was extended on the territory of Ukraine for 90 days. The Law of Ukraine "On the Legal Regime of Martial Law" No. 389-VIII of May 12, 2015 defines, in particular, the norm regarding the appointment to a civil service position during the period of effect Therefore, the candidate, in the case of accepting a civil service position during martial law, is obliged from the date of termination or cancellation of martial law:

  • but no later than six months to pass a competition for a civil service position;
  • within three months to submit a document confirming the level of proficiency in the state language in accordance with the Law of Ukraine "On Ensuring the Functioning of the Ukrainian Language as a State Language" (if such a document was not previously submitted to the institution).

During the period of martial law, persons are appointed to public service positions on the basis of a submitted application, a filled-in identity card of the established model and documents confirming that such persons have Ukrainian citizenship, education, as well as the presence in the Unified State Register of declarations of persons authorized to perform functions of the state or local self-government, declarations of persons authorized for performing the functions of the state or local self-government, for the past year.
