OBJECTIVE OF THE POSITION< /strong>
The capacity development specialist will lead the implementation of the localization program within the framework of the Save the Children humanitarian response in Ukraine. This role will focus on building equal partnerships with local actors, empowering local leadership and ensuring that local organizations are key actors in the humanitarian response. The Fellow will work with all Save the Children teams to promote adherence to the Chemical Principles of Localization, facilitating the transition to program development focused on local communities and their interests.
KEY AREAS OF RESPONSIBILITY
Overall implementation of the cycle of partnerships
- Facilitation deployment and implementation of the partnership strategy at the local level
- Support in identifying and exploring new partnerships that will contribute to the implementation of the Strategic Plan of the "Save the Children" program
- Creating a network and identifying potential partners for joint work
- Conduct stakeholder and partner mapping as required for new and ongoing projects
- Identify networking opportunities and visits conferences and events in order to expand knowledge about the experience of potential partners
- Assist in the assessment of organizational capacity in accordance with Save the Children tools and procedures for attracting new implementing partners.
- At the request of the AO management or CO to provide the necessary data regarding the partner portfolio and performance results partners.
Localization:
Financing
- Monitor and evaluate the quality of funding provided to ensure its effectiveness and compliance with localization goals.
- Maintain transparent and efficient distribution of funds between local organizations.
- Cooperate with local partners to increase their capacity in the area of budgeting, financial reporting and compliance with donor requirements.
- Prepare reports and presentations on localization funding progress and areas for improvement.
- Enhance local partners' understanding of allowable overhead and compliance requirements related to ICR.
Equitable Partnerships
- Conduct regular reviews and evaluations so that partnerships remain mutually beneficial and mutually supportive
- Promote ongoing dialogue to understand and meet needs and perspectiveswith local partners.
- Organize periodic partnership reviews, taking into account feedback from both local partners and the SCI team to identify strengths and areas for improvement.
- Create channels and platforms for regular communication with local partners so that their voices are heard and feedback is taken into account in decision-making.
- Advocate for mutual accountability when and "Save the Children' and local partners are held to the same compliance standards.
Capacity
- Conduct comprehensive assessments to identify capacity gaps and local partner growth opportunities.
- Identify and implement local partner institutional development initiatives with a focus on sustainable growth.
- Develop and monitor capacity-building programs tailored to the specific needs of local partners.
- Regularly evaluate the effectiveness of programs and adapt them based on feedback from partners and emerging challenges.
- Collaborate with technical, financial, operational and other teams to integrate them into capacity building activities.
- Facilitate a shift from unilateral approaches to capacity building to capacity-sharing models that leverage mutual strengths.
- Collect and disseminate success stories and lessons learned from capacity-building initiatives for informing future strategies.
Participatory revolution
- Promote local leadership in humanitarian activities
- Collaborate with partners and other agencies to increase community visibility and representation at all stages of program development and implementation.
- Collaborate with the MEAL team to support the creation of feedback and accountability mechanisms ( surveys and complaint systems)
Coordinating mechanisms
- Cooperate with partner NGOs and existing coordination platforms for streamlining processes and strengthening local leadership.
- Document and disseminate best practices to enhance the role of local actors in coordination mechanisms.
- Work with partners and SCI team to simplify bureaucratic processes, ensuring effective participation of local organizations.
- li>Support local organizations in the development of skills and knowledge necessary to represent themselves and their communities within the framework of coordination platforms.
Visibility
- Collaborate with ACSM and other stakeholders to highlight and document the roles, results and innovations achieved by national subjects, in project reports and communications.
- Collaborate with communication teams to create narratives that strengthen the influence of national actors.
- Support the development of communication strategies with local partners and strengthen the communication capacity of partners
Policy
- Support the development of policy briefs and statements that reflect local perspectives and priorities.
- Monitoring the development of local, national and international policies related to humanitarian aid and the localization of humanitarian needs.
Support the implementation of the principles of localization in the internal policies and strategies of Save the Children. Other between Save the Children and local partners, facilitating knowledge sharing and mutual growth.- Ensure that all initiatives and activities are aligned with Save the Children's global commitments and localization framework.
- Other tasks as requested by the manager, including administrative work as part of the normal partnership cycle
Key skills, qualifications and experience

Education: Bachelor's degree in international development, political science or related major. Master's degree preferred.
Experience:
- Minimum 1 year in a similar position with an emphasis on partnership building, capacity building or public engagement.
- Experience in the humanitarian or development field, preferably with local organizations or government institutions.
- Confirmed understanding of localization principles and experience implementing initiatives at the local level levels.
Skills:
- Strong interpersonal and communication skills, ability to work effectively in different cultural contexts.
- Experience in partnership and/or capacity building.
- Strong analytical skills.
- Ability to advocate for local priorities in meetings and coordination forums.
- Possession of skills generalization and the ability to reduce complex discussions or events to short, clear summaries that reflect the main points, decisions and actions.
Language: Fluency in English is desirable.
Travel: Willingness to travel around Ukraine is mandatory.

ROLE PURPOSE
The Capacity sharing officer will drive the implementation of localization agenda within Save the Children’s Ukrainian response. This role will focus on building equitable partnerships with local actors, empowering local leadership, and ensuring local organizations are key stakeholders in humanitarian response efforts. The officer will work across Save the Children teams to promote alignment with the Seven Pillars of Localization, fostering a shift towards locally led and community-centered programming.
KEY AREAS OF ACCOUNTABILITY
Overall Partnerships cycle implementation
- Assist the partnerships strategy roll out and implementation at the field level
- Support with Identification and exploring new partnerships that will support the implementation of Save the Children’s Country Strategic Plan
- Network and identify potentional partners for collaborative work
- Conduct stakeholder and partners mapping as required for new and ongoing projects
- Identify networking opportunities and attend conferences and events to expand knowledge on potential partners’ expertise

Key Skills, Qualifications, and Experience
