About the organization and the project
IOM (International Organization for Migration) has been working in Ukraine since 1996 and implements programs at the intersection of humanitarian aid, recovery and long-term solutions.
The position is involved in the project “Supporting National and International Comprehensive Reparation and Transitional Justice (TJ) Mechanisms for Ukraine” justice), which helps the Government of Ukraine and civil society develop effective mechanisms to support victims of gross human rights violations, including victims of CRSV.
You will support the Coordinating Center for Victim and Witness Support of the Office of the Prosecutor General of Ukraine (OGP): analysis of processes, information flows and development of digital tools to improve case management, data collection and communication with victims/witnesses.
Role
As a business analyst/digital systems development specialist, you will strengthen the institutional capacity of the OGP in the protection and support of victims and witnesses of war crimes and other international crimes through needs assessment, process analysis, data analysis and design/implementation of digital solutions (portal, registers, databases, communication templates).
Responsibilities
Collect and analyze the requirements and needs of the Coordination Center staff (meetings/interviews with stakeholders), identify gaps and areas for improvement.
Create process maps of current work processes, analyze inefficiencies, duplication and risks.
Support the launch, operation and updating of the information portal for victims and witnesses.
Analyze data on victim/witness support, identify trends and formulate practical recommendations for improving services and processes.
Coordinate interaction with national and international organizations (including NGOs), who provide services to victims and witnesses.
Participate in the design and development of systems and tools to improve the effectiveness of the Center: case management systems, databases, registries, communication tools/templates based on requirements and process maps.
Prepare analytical notes and informational materials for the Center's management.
Prepare official documents within the scope of functions unit.
Other tasks as assigned by the manager.
Requirements
Education: bachelor’s degree in law, public administration, management, IT/information systems, computer science, data science or related areas.
Experience: minimum 3 years of relevant experience (business process analysis / systems development / digital solutions / data analysis), preferably in the public sector, justice sector or international development projects.
Practice in:
mapping and analysis of institutional processes and workflow (with suggestions for improvements);
development/improvement of digital systems (databases, registries, case management);
collection and analysis of data for decision-making and service improvement;
interaction with state bodies/CSOs/international organizations.
Strong analytical and organizational skills, ability to transform complex information into clear recommendations.
We offer (volunteering, with UNV payments)
Volunteer Living Allowance (VLA): 1690 USD/month (equivalent in UAH).
Entry lump sum: 350 USD (one time).
Medical and life insurance for the duration of the contract.
Vacations according to UN Volunteers policies.
Full-time, 6 months (with the possibility of extension).
Expected start: 04/05/2026.
