General purpose:

Implement WASH projects related to water, sanitation and hygiene and shelter projects together with the head of the engineering and design department. With the help of theoretical research, collect data about people's needs within the framework of projects (WASH and Shelter) within the study area;  analyze and prioritize the use of measures. Conduct comprehensive technical evaluation of discussions with key project stakeholders and beneficiaries. Provide personal evaluation reports and project proposals. Increase the number of purchase applications, control project implementation, monitoring and transfer of work. Facilitate beneficiary feedback throughout the project cycle and analyze and share lessons learned to improve future project implementations.

Project overview: Medair — is an international Christian humanitarian organization that provides emergency assistance to the most vulnerable people in conflict, disease and disaster to ensure they live in dignity and hope. It began its activities in Ukraine at the beginning of March 2022 as a result of the escalation of Russia's military operations in Ukraine. Medair has implemented numerous activities in different sectors such as: housing, health care, cash and non-financial information, social support, WASH, mental health. Medair teams are located in the east, north and west of Ukraine to provide a multi-sectoral approach to assistance. We are looking for a qualified professional to join us in supporting vulnerable communities. 

Main Duties and Responsibilities

Program and Quality Management

Assistant for the operation of shelters is responsible for:

  • supporting the implementation of Shelter and WASH programs in areas where the team is working Medair.
  • observance of relevant technical instructions during project implementation.
  • control of quality, time and costs of execution of Shelter and WASH projects together with an engineer.
  • analysis and allocation of project implementation priorities based on needs identified in theoretical studies and assessments.
  • coordinating and carrying out technical evaluation after prioritization, using standard documentation for reporting.
  • enhancement of technical proposals with the help of evaluations, with a detailed description of project implementation, beneficiaries, on which it affects, costs, method of project implementation (ie through a contractor, direct reimplementation, etc.).
  • regular evaluation and feedback on the quality of project implementation.
  • participation in monitoring and assessment of project implementation and results, implementation of corrective actions based on discussion of important issues at the national level.
  • if necessary: ​​mobilization, coordination, training, equipping a team of temporary workers (skilled and unskilled) for their participation in project implementation.

Financial and Logistics Management

  • Support the logistics team in matching and rationalizing similar projects to increase procurement savings.
  • Maintain accurate records to confirm payment to suppliers and labor for assistance in the implementation of Shelter and WASH projects.
  • Representing Medair at meetings for individual sectors as needed.
  • Supporting the logistics team in quality control of purchase requests submitted for Shelter and WASH projects.

Communication and coordination

  • Collaborate closely with other people in the organization from the Infrastructure sector as well as other sectors, Finance/Logistics/HR, so that the beneficiaries can be properly assisted.
  • Weekly reporting to the immediate supervisor on WASH and Infrastructure programs.
  • As necessary, prepare 5W reporting on activities in sectors WASH and Infrastructure 
  • Communication, development and maintenance of good relations with representatives of project stakeholders in the country.

    Quality Management

    • Implementation of projects in accordance with the requirements and standards of Medair, donors, the country and international standards.
    • Regular visits to Shelter and WASH project sites to monitor the work of contractors and work teams focus on health and safety, technical quality, environmental friendliness (waste disposal), as well as beneficiary engagement and feedback.
    • Active collaboration with the Infrastructure Manager to promote standardization and strengthening the technical potential of the project.

    Candidate characteristics

    Qualification / Experience  

     Professional qualifications 

    • Bachelor's degree in engineering, science, architecture or other related field.
    • Knowledge of relevant building materials / construction methods.

    Work experience

    • One ​​year of professional work experience after qualification.
    • Experience writing reports in English. 

    Languages

    • Knowledge of the Ukrainian language
    • Good knowledge of the English language

    IT 

    • Excellent computer skills (Word & Excel, Internet, writing emails). 
    • Technical ability to select digital data collection methods. 
    • Experience using ODK software.
