NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in the north-east of Ukraine and establishing a territorial representation with an office in Kharkiv. The territorial representative office North East (AONE) will become a new territorial representative office, expanded from the current representative office in Kharkiv, and will start functioning in the first half of 2026. The Area Program Manager will be actively involved in this expansion. 
 
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key engagement sectors covered by the North East Regional Office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance. 
duties:

1. Line management of senior project staff and support functions (as well as field office management) in the region.
2. Member of the Country Management Group (CMG).
3. Adherence to and implementation of NRC policies, instructions and procedures.
4. Providing specific recommendations on CC strategies, country strategy and action plan.
5. Organization of meetings on the opening and closing of grants at the territorial level, ensuring the implementation of projects with work plans for timely implementation.
6. Implementation of projects (including overall support budget and coordination of contributions for proposals and donor reports) in the region, in accordance with contractual obligations (ie quality, synergy, timeliness, use of resources) and in accordance with regional and global strategies.
7. Assessment of needs, development of emergency response measuresations and implementation of response plans for in-kind assistance and cash interventions, as well as market programs.
8. Ensuring optimal use of resources within the allocated budgets of CC projects and strategies.
9. Presentation of NRC and establishment of connections at the territorial level.
10. Provision of training and advanced training for all employees in the region.
11. Ensuring general safety and protection of employees in the region.
12. Promotion of the rights of internally displaced persons/returnees in accordance with the advocacy strategy.

Specific duties:

1. Maintain AONE's emergency response readiness
2. Conduct a needs assessment in the region
3. Lead a partnership approach at the regional level
4. Draw up a map of national NGOs for Kharkiv and Sumy regions (update the NRC database on national NGOs for these regions) and prepare a proposal for direct/indirect cooperation with national NGOs
5. Continue to work on any remaining activities related to the expansion and transition plan in collaboration with AM AON, AM AOE, HoO, HoP, HoS
6. Continued recruitment according to organizational charts based on final decisions on direct/indirect fulfillment through partners
7. Ensuring good relations with key international and national stakeholders in the region, including local and regional authorities
8. Ensuring compliance with CO standard operating procedures and, if necessary, establishing specific standard operating procedures for the region.

          1. Professional competences:

  • Minimum 3 years of experience in country or region manager or general management positions in the humanitarian/recovery field
  • Prior experience working in complex and unstable environments
  • Documented results related to the duties of the position
  • Knowledge of own leadership skills/profile
  • Fluency in English, both written and spoken


    2. Context/skills, knowledge and experience:

  • Work experience in Ukraine and knowledge of the context
  • Experience with the scaling process
