We are hiring a Property and Personal Security Specialist in Kharkiv

Position Responsibilities

General Responsibilities:

  • Support the implementation of the Global HAS Management System at the regional level, prepare the necessary reports and HAS Operational Plan, focused on regional/field offices.
  • Contribute to the formation of a culture that ensures safe and principled humanitarian assistance and support the implementation of the Minimum Standards for Safe and Inclusive Programming. 
  • Support the development of HAS documents at the regional/field office level, including emergency plans, access strategies, and standard operating procedures (SOPs), in accordance with organizational standards.
  • Assist the HAS Manager/Coordinator in conducting Security Risk Assessments (SRA) and Access Assessments, including Rapid SRA for new operational locations, working with management to identify and implement appropriate risk mitigation and support measures secure programming.
  • Conduct access, security and security education and training for staff, as well as conduct regular briefings.
  • In coordination with the HAS manager and line manager, liaise with UN agencies, NGOs, local authorities and other external actors to share and obtain security information to inform operations and security management, as well as to increase humanitarian access and protect humanitarian space at the level district with a follow-up report to the HAS Coordinator.
  • Ensure compliance with NRC policies, guidelines and procedures, and have specific responsibility for HAS policies and procedures.
  • Conduct physical inspections of all HAS related equipment.
  • Prepare reports as required.

Specific Responsibilities:

  • Prepare and conduct HAS induction sessions for new Regional/Field Office staff as well as briefings and debriefings with colleagues or visitors, sharing relevant venue information, emphasizing practical activities onprevention and mitigation of security risks and reporting mechanisms.
  • Update all required information for HAS documents, including Secure Mission Planning (SMP), Standard Operating Procedures (SOP), Hibernation, Relocation and Evacuation Plan (HREP), and Medical Evacuation Plan (MEDEVAC).
  • Conduct assessments of all new leased facilities and ensure that all security measures and precautions that must be taken before use. Oversee the implementation of defined activities for these infrastructures.
  • Ensure vehicle and personnel movements are monitored according to procedures, and the availability and proper condition of required safety and security equipment in each vehicle.
  • Regularly accompany colleagues and/or visitors to the site to define, plan and implement HAS procedures, enrich risk assessment security and provide support in obtaining and maintaining humanitarian access.
  • Request or create accounts for new employees in the online travel authorization request system. Review and approve travel requests for events and visits within the district.
  • Update the district's employee communication scheme, conduct test activations and assist with headcount procedures.
  • Provide necessary training on the proper use of alternative means of communication in collaboration with support teams.
  • Upon certification, assist in the planning and delivery of periodic Hazardous Environment Personal Safety (HEIST), First Aid and Fire Safety training for personnel in the region, maintaining an appropriate training log.
  • Promote and facilitate the proper reporting, documentation and support of HAS incident management in the region/field office.
  • Contribute to the hibernation or relocation of personnel in emergency situations.
  • Contribute to the principles and commitments to protection in NRC and among the communities with which NRC works.
  • Perform any other HAS-related tasks and position as delegated by line manager.

General professional competencies for this position:

  • Minimum of two years of relevant experience in humanitarian or development operations.
  • Basic understanding of humanitarian principles and their application in programmatic and advocacy activities, NGO security and risk management, and as well as humanitarian access.
  • Prior experience working in challenging environments.
  • Proficiency in MS Office programs, including Word and Excel.

Contextual/specific skills, knowledge and experience:

  • Experience interacting with communities and authorities, as well as with NGO.
  • Working level volEnglish dress code and/or spoken English is an added advantage.
