The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people whose lives and livelihoods have been destroyed by conflict and disaster to survive, recover and gain control over your life. Founded in 1933 at the request of Albert Einstein, the IRC works with people who have been forced to flee war, conflict and disaster, with the host communities that support them, and with those who remain in their homes and communities. Working today in more than 40 countries around the world and 22 US cities, we improve living conditions in the areas of health, safety, economic well-being, education and energy. Given the inequalities faced by women and girls, the IRC aims to reduce gender inequality and ensure the social inclusion of all vulnerable groups in the overall processes and actions that affect their lives. In Ukraine, the IRC launched emergency programs in April 2022 in the areas of child protection (CP), protection and rule of law (ProL), women's protection and empowerment (WPE) (i.e. gender-based violence), health, monetary and basic needs.

< li>The position directly manages: Coordinator- Internal cooperation in IRC:Child Protection Manager (CP); Rule of Law (PRoL) Manager; Economic Recovery and Development Manager (ERD); Health Manager
- External cooperation with the IRC:Entities, organizations and agencies involved in the prevention and response to GHGs
Women's Protection and Empowerment (WPE) Manager at the regional level responsible for the IRC's Gender-Based Violence Response and Prevention (GBV) program in Ukraine, which responds to new protection risks and needs of women and girls, related to the crisis in Ukraine. The geography of activity is Dnipropetrovsk, Zaporizhzhya, Donetsk regions.
The WPE manager will be responsible for:
- Assessment of the context: Working with other sectoral teams, will monitor events , deployed in Ukraine, in particular:
- Continuously identify areas of displacement, high needs and emerging risks of IDF, taking into account protection analysis and context reference tools/reports
- Conduct stakeholder analysis: continually review existing stakeholder mapping to establish/strengthen partnerships focused on providing HSE response and prevention services
2. Program design: Based on the new needs in Ukraine, will work with potential partners/partners to develop high-quality and operational measures for response to GHGs and prevention, in particular:
- Collaboration with partners in development and implementation of HSE services, based on needs and context
- Joint planning of training sessions with partners, other sectors and other relevant stakeholders
- Implementation and updating of strategies for responding to identified risks and needs GZN, outline of the problem,response methods, interventions and necessary funding
- In collaboration with other protection streams and other sectors, ensuring complementary and coordinated interventions through partnerships and direct implementation
3. Program Management and Implementation: Ensuring the operation of the WPE program (through direct implementation and support of partners), including:
- Recruitment and training of WPE staff where necessary
- Technical support, including preparation and training, for partners and staff (as needed and requested). Training content may include, but not be limited to, group psychosocial support, safe spaces for women and girls, case management of domestic violence, referrals, etc.
- Purchase Planning and Management
- Budget Planning and Management
- Development and control of the implementation of the work plan
- Development of the monitoring and evaluation plan in cooperation with the monitoring and evaluation group
- Conduct program monitoring
- Writing the program report< /li>
4. Coordination and Representation: Cooperation with relevant stakeholders, including the technical team, supporting the development of the coordination system, in particular:
- Continuous identification of strategic actors to strengthen the countermeasures and prevention of GHGs
< li>Participate in coordination mechanisms such as recurring meetings, mapping of actors and services- Represent the IRC in external forums, including coordination such as gender-based violence working groups, with donors and others
5. Program quality: Maintaining program quality through technical supervision and training, ensuring compliance with global standards, including:
- Development/contextualization of program tools and processes
- Program monitoring in order to support quality supervision
- Conducting trainings on the topics and programs of GZN
- Developing integrated approaches to joint use of technical potential and partnership
Requirements:
- Language: Compulsory spoken English and Ukrainian
- University degree (Masters or equivalent) in social work , human rights, social sciences, humanities or other related fields
- Experience in organizing group events, trainings and seminars, as well as mentoring others
- Consulting or case management experience preferred
- Experience in compact housing or other emergency programming settings
- A clear understanding and interest in addressing violence against women and girls, the well-being of women and girls, supporting their healing from experiences of violence, human rights and gender
- Excellent communication skills
- Demonstrated understanding and ability to maintain confidentiality and respect for clients/beneficiaries
- Positive and professional attitude including the ability to lead and work well in a team
- High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and meetingsattention to detail
- Computer skills including Microsoft Word and Excel
