WASH Officer/ Consultant of the program for providing water and improving sanitary and hygienic conditions in Save the Children

Save the Children International is a humanitarian organization with more than 100 years of history. Save the Children was founded in May 1919 in London. 

SCI has been working in Ukraine since 2014. It started its work in the territory of the Donetsk region. Currently, SCI is expanding its activities to eight cities in Ukraine, and Mykolaiv is one of them. 

We work in the areas of education, child protection, overcoming child poverty, health care, and also conduct advocacy activities related protection of children's rights.

Main duties:

• Responsible for design, development of work specifications and price proposals, further control and evaluation of activities related to the construction of the infrastructure of water sanitation in state institutions and communities, such as:
• Construction or rehabilitation of sanitary facilities (toilets, incinerators, garbage pits). 
• Construction or restoration of drinking water supply infrastructure (self-dug wells, boreholes, pipeline network, tank, drinking water treatment device). 
objects of VSG.
• Will be responsible for the development of the technical aspect of the internal purchase order and tender documentation for the construction and rehabilitation of objects VSG.
• Will be responsible for quality control of WASH materials procured by Save the Children and its subcontractors.
• Management of construction sites: overall supervision of the work of contractors and Save the Children staff under his direction , ensuring the safety of construction sites and public participation.
• Checking the progress and quality of the work of contractors, as well as liaising with administration and logistics to ensure their payments.
• Development, implementation and organization of training from the construction of small objects WSG at the household level (hand washing device, sand filter.).
• Further logistics / budget management / site supervision in case of direct intervention Save the Children for carrying out small works (rehabilitation of water intake columns or toilets, etc.)
• Controlling the activities of local partners of Save the Children (such as local NGOs or government institutions) in the field of construction of WASH facilities and participating in the development of their capacity.

Monitoring, evaluation, accountability and training:

• Verifying that the construction and rehabilitation of WASH infrastructure (water supply, sanitation and hygiene) carried out by partners and contractors, meets the quality standards set by Save the Children using quality checklists.
• Planning and responsibility for weekly reportingdata for tracking standard project and strategic indicators (number of beneficiaries, number and type of implemented activities, etc.).

Reporting:

• Writing weekly reports to line manager and oral reports as needed.

Integration, coordination and cross-cutting aspects:

• Ensuring integration construction works with components of hygiene promotion and community participation to ensure the sustainability of built infrastructure.
• Coordination of WASH construction works with other sectors of Save the Children to integrate activities in the same geographical area and for the same beneficiaries.

• Coordination of WASH construction works with other local actors (governmental and non-governmental).
• Ensuring the integration of gender issues, child protection, HIV, environmental and other cross-cutting issues in the process of development, implementation and development of construction works WASH, as well as taking into account the needs of certain groups and individuals, in particular children, the elderly and persons with disabilities.

ROLE PURPOSE:

With support from Field Manager and WASH sector lead Be responsible for the design, implementation, follow up and evaluation of WASH infrastructure construction and rehabilitation WASH service in Collection Center/Community and institutions especially Health Care Facilities/Schools/Community Center by Save the Children in all respective Area. The post is specifically oriented towards the WASH emergency response in the context of the arm crisis, and special attention will be made on the integration of the WASH sector in other core sectors of Save The Children such as nutrition, food security, health, education and child protection.

KEY AREAS OF ACCOUNTABILITY :

Be responsible for technical part of WASH needs assessments and participate in the selection of target communities and WASH facilities to be rehabilitated and / or built in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interviews with key members of the community.

Program design and implementation:

Be responsible for the design, establishment of work specifications and quotation, follow-up and evaluation of activities related to the construction of WASH infrastructures in public institutions and communities, such as:

• Construction or rehabilitation of sanitation facilities (latrinees, incinerator, refuse pit, sokage pit…).
•  Construction or rehabilitation of drinking water infrastructures (hand dug well wells, boreholes, pipe network, reservoir, drinking water treatment device).
•  Technical training of community volunteers, members of WASH committees, governmental staff

· Planning, organization and follow up of the community mobilization in target communities on issues related to of construction, operation and maintenance of WASH facilities.

· Be responsible to establish the technical aspect of the internal purchase order and tender documents for construction and rehabilitation of WASH facilities.

· Be responsible for the quality control of materials WASH bought by Save the Children and its subcontractors. 

· Site management: general supervision of contractors and save the children staff under his management, ensuring the safety of construction sites and community participation. 

· Validate the progress and quality of work of the contractors, and make the connection with the administration and logistics to ensure their payments. 

· Design, implementation and organization of training for construction of small WASH facilities at household level (hand washing device, sand filter ...). 

· Follow up logistics / budget management / site supervision in case of direct intervention of Save the Children for small scale works (rehabilitation of water points or latrines etc ...) 

· Follow-up of activities of local partners of Save the Children (such as local NGOs or governmental agencies) in the field of WASH facilities construction, and participate in their capacity building.

Monitoring, Evaluation, Accountability and Learning: 

•  Verify that WASH infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by Save the Children through quality checklists.
• Plan and be responsible for the weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed...) 

Reporting:

• Writing weekly report to line manager, and verbal reports whenever necessary. Integration, coordinations et traversal aspects:
• Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built. 
• Coordinate WASH construction activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries. 
• Coordinate WASH construction activities with other local actors (governmental and non-governmental). 
• Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of WASH construction activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled.

EXPERIENCE AND SKILLS

• Professionnelle experience of 2 years minimum, including 1 years in the field of WASH infrastructure construction in humanitarian or development context.
• Organization, coordination and planning skills
• Good computer skills
• Ability to listen and adapt
• Good personal skills
• Perfect knowledge of written and oral Ukraine

Desirable:

• Basic of oral and written English
• Experience with working with subcontractors
• Direct experience in the geographical area of intervention of save the children
