Veteran Support Specialist in FHI 360

General information

FHI 360's Crisis Response Division is implementing the Ukraine Humanitarian Assistance Program (UHARP II) in Ukraine to improve the health and well-being of conflict-affected or displaced populations based on an integrated, multi-sectoral response in the East and South of Ukraine.The key task of the project is to ensure access to social protection, legal information, services and representation for veterans and vulnerable populations.

Detailed description of tasks to be performed: 

Under the general direction of a specialist in mental health and psychosocial support programs Specialist in will provide assistance to veterans and other persons in need of informational support and consultations regarding available social and legal assistance services, health care services, psychological support, opportunities for training and employment, state benefits and other assistance programs; will provide legal advice and legal assistance; will make referrals to state and non-state institutions and organizations, hospitals, educational institutions and other institutions.

Support will be provided, in particular, in the following directions:х прав; доступ до особистих офіційних документів; доступ до державних виплат, пільг або гуманітарної допомоги; житлові, земельні або майнові права, зокрема, компенсації; проблеми з працевлаштуванням і сімейні питання.

Фахівець з підтримки ветеранів тісно співпрацюватиме зі спеціалістами FHI 360, які надають допомогу у сфері охорони здоров’я, психічного здоров’я та психосоціальної підтримки, а також послуги із захисту (як у мобільних бригадах, так і завдяки іншим платформам). Фахівець з підтримки ветеранів керуватиметься стандартами FHI 360, настановами Міністерства у справах ветеранів України, керівництвами Кластера з питань захисту в Україні, а також відповідними міжнародними, державними й регіональними нормативно-правовими актами (зокрема, дійсними законами України й загальноприйнятою практикою). Очікується, що Фахівець з підтримки ветеранів співпрацюватиме з Робочою групою з ПЗПСП у питаннях ветеранів, Технічною робочою групою з юридичної допомоги, покращуватиме обізнаність і слідкуватиме за змінами в нормативно-регуляторній базі й політиках, пов’язаних зі справами ветеранів.

Поїздки до населених пунктів, де здійснюватиметься проєктна діяльність, зазвичай здійснюватиметься автомобілями FHI 360 (FHI 360 також надаватиме водіїв).

Фахівець з підтримки ветеранів виконуватиме такі основні завдання:

• Надавати високоякісні послуги з кейс-менеджменту, соціального захисту й юридичної підтримки ветеранам і тим, хто потребує допомоги, як під час особистих зустрічей, так і в онлайн-форматі. Отримувати, аналізувати й реагувати на запити, що надходять через чат-бот FHI 360 з підтримки ветеранів, на гарячу лінію FHI 360, а також на інші канали отримання відгуків, запроваджені FHI 360, стосовно доступу до соціальних виплат і пільг, юридичної допомоги, медичної допомоги, освіти, працевлаштування та інших видів підтримки ветеранів.
• Організовувати й розробляти матеріали для групових інформаційних заходів і заходів з підвищення обізнаності щодо доступу до правових послуг, процедур і поширених правових питань для ветеранів і тих, хто потребує допомоги, у зрозумілому форматі, що підходить для проведення фахівцями, які не є спеціалістами у сфері права.
• Підтримувати контакти з представниками державної влади та місцевого самоврядування, неурядовими організаціями та іншими установами для забезпечення перенаправлень і зворотних перенаправлень ветеранів і тих, хто потребує допомоги.
• Надавати допомогу у вирішенні юридичних питань ветеранів або інших осіб, які цього потребують, зокрема, що стосуються соціальних виплат, трудових спорів, реінтеграції у цивільне життя та захисту порушених або оспорюваних прав.
• Надавати індивідуальні юридичні консультації відповідно до потреб кожного ветерана. У разі необхідності здійснювати юридичний аналіз. Укладати юридичні документи й забезпечувати юридичне представництво у випадках, визначених FHI 360.
• У разі необхідності брати участь в оцінюваннях гуманітарних потреб, регулярно аналізувати тенденції у сфері соціально-правового захисту ветеранів, зокрема використовуючи національні й регіональні гуманітарні механізus.
• Monitor changes in legislation and analyze their potential impact on the legal rights and interests of veterans and their family members in particular.
• Participate in meetings and supervisory sessions related to the program FHI 360, at the request of the immediate supervisor.

• In agreement with the specialist who carries out technical supervision, prepare weekly and monthly reports.

Place of the assignment: The assignment will be performed at the FHI 360 office in Kryvyi Rih, as well as in the communities of Dnipropetrovsk, Kharkiv, Kherson and Mykolaiv regions, business trips to other eastern / southern regions of Ukraine are possible, depending on the needs for social and legal support of veterans.

Planned workload : 67th day.

 Period engagement: December 23, 2024 – February 28, 2025 with the possibility of extension.

Typecontract: Service Agreement.

Qualification Requirements

Required :

• Master's degree (specialist) by specialty "Law".
• Minimum 2 years of relevant professional experience in the field of law.
• Fluent command of the Ukrainian language.
• Ability to work in a team, willingness to learn, flexibility in work in difficult conditions.
• Advanced level of proficiency in Microsoft Word, Excel and PowerPoint.

Desirable:

• Experience that directly confirms the provision of social and legal assistance to veterans , and/or experience working in organizations that help veterans. 
• Veterans who meet the education and experience requirements.
• Knowledge and understanding of legislation on social and legal protection of veterans.
• Practical command of the English language.
• Previous work experience in an NGO in the field of humanitarian activities / social protection.

Selection Criteria

FHI 360 will evaluate proposals from consultants that meet the mandatory requirements according to the following criteria:

• Applications, that do not meet the mandatory qualification requirements will not be considered.
• Degree of compliance with mandatory and optional (additional) qualification requirements (40%). 
• Interview (60%).
