Project information:
The goal of the USAID Project "Health Care Reform Support" (the Project) is to support a transparent, accountable and effective health care system capable of meeting the needs of the population of Ukraine. Promoting health sector reform, increasing transparency, and fighting corruption will reduce citizens' out-of-pocket health care costs and improve Ukrainians' access to high-quality, evidence-based medical services. Eliminating corruption is a component of each component that must be implemented within the framework of the Project, namely:
- Improving management in the health sector i.
- Promoting the transformation of the health care financing model.
- Strengthening the personnel potential of the health care sector.
- Increasing transparency, accountability of the system health care and its sensitivity to changes.
- Improving the service delivery system at all levels.
HRS supports the Government of Ukraine and regional/local authorities in planning and implementation recovery and reconstruction measures, focusing on the restoration and transformation of the network of health facilities, as well as on strengthening health services to meet the special needs of people affected by war.
Tasks
Under the leadership of the Head of the Office of Health Care Restoration Projects (RPO) at the Ministry of Health of Ukraine (MOH), Specialist/ The health care infrastructure development officer of the health care system restoration project office will provide advice to the Ministry of Health and regional authorities on the health care infrastructure restoration and development, and will also ensure effective coordination, facilitation and communication during the implementation of infrastructure projects for the restoration of medical facilities, analysis and quality control of project documentation in accordance with modern standards.
Responsibilities
Facilitation and communication:
- Organization and coordination of work between interested parties (medical institutions, designers, builders, donors, government representatives).
- Ensuring effective exchange of information between participants of the project.
- Preparation of presentations, reports and analytical materials for donors and the leadership of the Ministry of Health.
Analysis of project documentation:
- Checking the compliance of design and estimate documentation with the requirements of Ukrainian legislation, building regulations and medical tasks.
- Providing recommendations for improving technical solutions to meet the needs of medical institutions.
- Assessing the compliance of infrastructure solutions modern ecological and energy-efficient standards.
Participation in the development and monitoring of solutions for the development of otherhealthcare infrastructure:
- Analysis of medical tasks for the development of project documentation.
- Ensuring consideration of the needs of hospitals and patients in the project documentation.
< li> Support for the development and assistance in the approval of project documentation and working documents at all stages.
Coordination of projects in the field of security infrastructure health:
- Supporting the implementation of projects for the restoration of medical facilities.
- Interaction with contractors and customers to ensure compliance with deadlines and quality of work.
- Resolving organizational and technical issues that arise during project implementation.
Compliance with the regulatory framework:
- Constant monitoring changes in construction and medical legislation.
- Ensuring compliance of projects with current regulations.
- Providing other support at the request of HRS.
Place of work and travel >
The health care infrastructure development specialist of the health care system restoration project office will work in Kyiv, in a joint office with the Ministry of Health. The position involves traveling up to 20% of the working time.
Requirements for the candidate
Education and experience:
- Higher education in construction, architecture or related field.
- At least 3 years of experience in design, construction or construction project management.
- Experience working in national or international infrastructure projects will be an advantage.
Knowledge:
- Deep understanding of construction regulations of Ukraine.
- Knowledge of modern approaches to the design of medical facilities (including inclusiveness, energy efficiency, environmental friendliness).
- Basic understanding of the specifics of medical facilities and their needs.
Skills:
- Analytical thinking, ability to work with large volumes of technical information.
- High communication skills, experience in facilitating processes.
- Skills in preparing analytical and presentation materials.
- Organization and ability to work with many tasks at the same time.
Languages:
- Fluent command of the Ukrainian language.
- Basic knowledge of English is desirable.

Project Description
The purpose of USAID Health Reform Support (HRS) is to support a transparent, accountable, and effective healthcare system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high-quality, evidence-based healthcare services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which includes:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability, and responsiveness of the health care system.
- Improve service delivery system at all levels.
HRS provides support to the Government of Ukraine and regional/local authorities in planning and implementing recovery and restoration activities, focusing on healthcare facility network recovery and transformation and strengthening healthcare services to address the special needs of people affected by the war.
Objective
Under the direction of the Head of the Health Recovery Project Office (RPO) at the Ministry of Health of Ukraine (MOH), the RPO Health Infrastructure Development Specialist will provide guidance to the MOH and regional authorities on recovery and development of health infrastructure, and ensure effective coordination, facilitation and communication in the implementation of infrastructure projects for the recovery of healthcare facilities, as well as analysis and quality control of project documentation in accordance with modern standards.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
Facilitation and communication:
- Organization and coordination of work between stakeholders (healthcare facilities, designers, builders, donors, government officials).
- Ensuring effective information exchange between project participants.
- Preparation of presentations, reports and analytical materials for donors and the leadership of the Ministry of Health.
Analysis of project documentation:
- Verification of compliance of the design and estimate documentation with the requirements of Ukrainian legislation, building codes, and medical tasks.
- Providing recommendations for improving technical solutions to meet the needs of healthcare facilities.
- Assessing the compliance of infrastructure solutions with modern environmental and energy efficiency standards.
Participation in the development and monitoring of health infrastructure solutions:
- Analyzing medical tasks to develop project documentation.
- Ensuring that the needs of hospitals and patients are considered in project documentation.
- Overseeing the development and facilitating approval of project documentation and design and construction documents at all stages.
Coordination of health infrastructure projects:
- Supporting the implementation of projects in the field of medical facilities rehabilitation.
- Interaction with contractors and customers to ensure compliance with deadlines and quality of work.
- Resolving organizational and technical issues that arise during project implementation.
Compliance with the regulatory framework:
- Continuous monitoring of changes in construction and healthcare legislation.
- Ensuring that projects comply with relevant regulations.
Providing other support, as requested by the HRS.
Work Location & Travel
The RPO Health Infrastructure Development Specialist will be based in Kyiv and co-located with the MOH. This position implies traveling up to 20% of LOE.
