1. Background

Team4UA is a Ukrainian charitable organization established in March 2022 implementing humanitarian relief, recovery, and reconstruction initiatives across Ukraine.

Within the IMPACT project (Immediate Multisectoral Priority Assistance for Conflict-affected Territories), Team4UA provides rapid multisectoral humanitarian assistance to conflict-affected populations, particularly in frontline areas and regions experiencing active displacement.

The project supports evacuation coordination, emergency assistance, and protection services aimed at assisting civilians exposed to security risks, shelling, and forced displacement. Due to the high-risk operational context, strong safety procedures and staff preparedness are essential for safe and effective field operation.

2. Position Overview

The Prevention of Sexual Exploitation and Abuse (PSEA) Officer is a critical position within Team4UA's Feedback and Protection Department, responsible for ensuring adherence to PSEA standards, fostering a culture of accountability, and providing psychological support to local partners' volunteers. This individual will identify and respond to potential PSEA cases, manage the whistle-blowing mechanism, deliver PSEA training, and contribute to the development and improvement of policies and procedures. Additionally, the PSEA Officer will be more field-focused, engaging directly with partners and volunteers, providing both psychological support and PSS services as needed. The PSEA Officer will work closely with the Feedback Officer and Feedback Associate, and represent Team4UA in Protection Cluster and PSEA Working Group meetings. Reporting directly to the Protection and Feedback Manager, the PSEA Officer plays a critical role in safeguarding the well-being of both beneficiaries and staff while maintaining confidentiality and empathy in all interactions.

3. Key Responsibilities

Case Management: Identify potential PSEA cases and initiate investigations in line with the Standard Operating Procedures (SOPs) outlined in Team4UA's PSEA policy.

Whistle-Blower Mechanism: Manage and monitor the whistle-blowing mechanism, ensuring appropriate and timely actions are taken while protecting confidentiality.

Training and Capacity Building: Deliver PSEA training sessions for Team4UA personnel and partners, fostering awareness and building capacity to prevent and respond to SEA incidents.

Psychosocial Support (PSS): Provide psychological support and PSS services to local partners’ volunteers, ensuring their mental well-being is supported, especially during high-stress periods. Distribute PSS materials as needed.

Field Engagement: Increase field presence by providing direct support, training, and guidance to local partners and volunteers on the prevention of SEA, case reporting, and offering psychological support services.

Policy and Documentation: Regularly update and enhance existing PSEA policies, procedures, and related documents to align with international standards and best practices.

Stakeholder Engagement: Represent Team4UA in Protection Cluster Meetings and PSEA Working Group meetings, contributing to coordination and shared learning.

Support to Feedback Team: Collaborate with the Feedback team as needed, providing additional support during high-demand periods or complex case management.

Departmental Collaboration: Attend weekly Feedback and Protection Department meetings, ensuring alignment and seamless communication across the team.

4. Qualifications and Experience

Education: Bachelor’s degree in Psychology, Social Work, Counseling, Sociology, or related field. Certified PFA/MHPSS training is an asset.

Experience:

  • Minimum of 3 years of professional experience in the humanitarian sector, ideally in protection, safeguarding, or related roles.
  • Experience working with vulnerable groups in humanitarian contexts.
  • Experience in referral systems and coordination with service providers.
  • Experience with NGOs/INGOs/UN agencies is an advantage.

Skills and Competencies:

  • Strong understanding of PSEA principles, policies, and best practices.
  • Proven experience managing sensitive cases, including investigations, while maintaining confidentiality and discretion.
  • Effective training facilitation skills with the ability to tailor content to diverse audiences.
  • Ability to collect and analyze qualitative and quantitative data.
  • Proficiency in MS Office.

Languages:

Ukrainian: fluent. English: working knowledge required.

5. Supervision and Reporting

The PSEA Officer reports to the Protection Services Coordinator and works closely with theProtection team and implementing partners.

6. Duration and Duty Station

Duration: 6 months (subject to funding). Duty Station: Dnipro, Ukraine (with regular travel).

7. Reservation: In accordance with Ukrainian legislation and subject to organizational eligibility, the position may be eligible for staff reservation (military deferment). Reservation is processed in line with national regulations and internal procedures.
