The head of the MEAL department of the public organization in Pivdenna strategiya rozvitku, GO

GO "Southern Development Strategy" (SDS) is looking for a Leader/Team MEAL

The approach of our organization is development and piloting innovative solutions in humanitarian response and development. We implement multidisciplinary projects with Unicef, Acted, the joint office of DanChurchAid & Norwegian Church Aid in Ukraine, CORE Response, Polish Humanitarian Action and others. 

They concern: (1) restoration of access to water, heat and gas supply;  (2) light and medium home repairs; (3) emergency support in kind, cash and voucher forms; (3) legal assistance on issues of housing, land and property; (4) creation of new economic opportunities; (5) financing and development of local public initiatives. 

Project activities are carried out in 11 regions of Ukraine. The organization has three offices: in Kyiv, Dnipro and Mykolaiv.

We are looking for a Manager/ this MEAL team, which consists of three field specialists based in Kyiv, Dnipro and Mykolaiv. His/her task is to create the leading MEAL department in Ukraine, which measures and analyzes the effectiveness of humanitarian response and development projects, develops innovative approaches. 

He/she will work under the guidance of the Program Director and interact with other area heads : Reconstruction, Distribution, Cash and voucher assistance, Legal advice, Inclusion, Engagement and others. 

Working conditions:

< span style="font-weight: 400; font-style: normal; text-decoration: none">- a contract with the FOP of the 3rd group or employment under an employment contract/ civil law contract for a period of 11 months or more.

- Reward 70,200 hryvnias after taxes. Salary revision is possible after 4-6 months based on work results.

Main duties:

1. Coordination of the work of MEAL department specialists in the field and in offices for the joint and timely execution of tasks within the framework of existing and prospective projects, commitments to partners.

2. Control over the full cycle of comprehensive reporting to donors and control over the implementation of indicators of the organization's projects.

3. Development and implementation of the MEAL strategy of the department and research projects for the development of new projects of the organization. 

4. Cooperation with managers of other areas and teams of the organization, as well as with relevant specialists of donors and partners. 

5. Improvement of internal MEAL performance standards, policies and procedures in the organization to a level above the industry average. 

6. Overseeing the fulfillment of the requirements of humanitarian standards, integration of the protection approach and establishment of effective feedback with beneficiaries in all projects of the Organization. 

7. Development of a calendar plan and materials for monitoring visits of activities of the organization's and partners' projects. 

8. Expert and general supervision of field research and needs analysis on WASH, Shelter, Livelihood, GBV, Child Protection and others.

9. Increasing the professional levels and skills of the department's specialists in research, data collection and analysis, impact assessment, and writing texts in Ukrainian and English. 

10. Participation in the development of new projects together with heads of departments and management of the organization. 

11. Responsibility for the preparation of the narrative part of the annual report. 

12. Other additional requests are possible as needed.

Qualification requirements:

-Higher education in social, behavioral, management and humanitarian sciences. A relevant academic degree or postgraduate training is an advantage. 

- Advanced oral and written communication skills in Ukrainian and English (levels B2-C1) for preparing reports and correspondence.

Professional confirmation level in one or more methodological approaches. 

- Experience in data collection programs ( Qualtrics, SurveyCTO), analysis of qualitative (ATLAS.ti, NVivo, MAXQDA) in quantitative (R, SPSS, Stata) and/or network data (Gephi, NodeXL) is a significant advantage.

- Strong analytical skills and project thinking, meticulous attention to numbers.  

- Ability to quickly find solutions in accordance with requirements. 

- Confident use of programs for working with electronic spreadsheets (Google Sheets, Microsoft Excel ).

- Responsible attitude to deadlines, procedures, rules and quality of the result.

- Developed emotional intelligence to maintain a healthy atmosphere in the team.
